Book excerpt: A passive radar system's opportunistic ability to exploit ambient radio signal reflections makes it ideal for covert target tracking. This strategy, referred to as passive covert radar (PCR) or passive coherent location (PCL), typically exploits FM radio or television signals from powerful local transmitters. In addition to covertness, the absence of a dedicated transmitter helps reduce costs and overall system complexity. While a variety of measurements can be used to estimate a target2s position and velocity, such as time difference of arrival (TDOA) and direction of arrival (DOA), this thesis focuses on using only Doppler shift measurements to estimate a target2s state. The work presented in this thesis examines the use of Doppler shift measurements from multiple receivers to solve the target tracking and association problem. A nonlinear least squares error (NLSE) estimation technique, called the Levenberg-Marquardt (L-M) algorithm, is used to determine a target2s state (position, velocity) from these Doppler shift measurements. More than one target state can potentially produce identical Doppler shift profiles. In a single-receiver, single-target scenario, it is shown that three additional ghost targets caused by symmetry produce the same Doppler shift response. These ghosts may make state estimation impossible if receive antennas are not physically positioned to block out ghost targets. While the NLSE technique tends to give an accurate solution in one quadrant, three other solutions will symmetrically exist in each of the remaining three quadrants. The addition of either another receiver or another measurement (such as DOA) is needed to break this quadrant ambiguity. This thesis considers adding multiple receivers to accurately associate and track multiple targets. Two target association methods (sequential and simultaneous) are developed, and their computational requirements and accuracy are compared. A grid-aided L-M search technique is investigated in an attempt to provide a better initial target state guess to these association and tracking algorithms. The analysis and simulation results suggest it is feasible to perform multi-target association and tracking using Doppler shift as the sole measurement. Both of the proposed methods gave optimal target association and converged to reasonably accurate state estimates in most of the Monte Carlo runs.

While this configuration can dramatically improve the coverage of the radar, it can also exacerbate the spatial variation of the performance already inherent in a bistatic radar geometry. Computation of the bistatic Cramer-Rao lower bound (CRLB) for the range and velocity measurement accuracy provides a quantitative method for evaluating the performance variation. In turn, this understanding can enhance the “illuminator selection”, a methodology used to determine the illuminator that provides the best estimation accuracy for the target parameters, which is then used to minimize the estimation error and therefore improve the detection and tracking performance of the passive radar system. The monostatic and bistatic CRLB is calculated for the advanced television systems committee (ATSC) signal that is a pervasive waveform to exploit for North American passive radar systems. A relationship between the ambiguity function of the signal and the CRLB will be used to estimate the bounds of the range and velocity measurements. The effect of the 3D geometry in the CRLB is addressed by taking into account the receiver, transmitter, and target altitudes. The 3D range and velocity modified CRLB (MCRLB) are analyzed for different bistatic geometries available in the Columbus, Ohio area for a single receiver located at The Ohio State University ElectroScience Laboratory (OSU-ESL). The performance of multiple digital TV illuminators is evaluated to select the optimal illuminator that exhibits the lowest MCRLB. The use of multiple transmitters simultaneously in a multistatic radar configuration improves the radar performance, and increase the resolution. The MCRLB for passive multistatic radar systems using the ATSC signal as a signal of opportunity is analyzed for the localization and bistatic parameters. Closed-form expressions are derived for the non-coherent processing scenario. Numerical examples are provided to compute the MCRLB for multiple transmitters in Columbus, Ohio, and one receiver located at OSU-ESL. The impact of varying the signal-to-interference-plus-noise-ratio (SINR) as a function of the emitter-target geometry is discussed. The analysis in this dissertation will evaluate the SINR by calculating the interference power for each emitter, and by conducting a set of experiments using the passive radar system in OSU-ESL to evaluate the direct signal interference (DSI) suppression rate using least-squares time domain adaptive filtering technique. An experimental validation using the passive radar testbed at OSU-ESL is provided to demonstrate the effect of the measurement accuracy on the target tracking performance.
