It may also serve as a reference for the development and refining of training and exercises, but shall not supersede Service policy. The principal audience for this multi-Service publication is for CBRN responders who plan and conduct CBRN CM operations in domestic, foreign, or theater operational environments, to include military installations. Department of Defense (DOD) personnel responding to a CBRN incident may be responsible for CBRN CM and/or crisis planning and may be required to execute plans across the conflict spectrum. This publication provides a reference for planning, resourcing, and executing CBRN CM in support of domestic or foreign agencies responding to a CBRN incident. This multi-Service publication incorporates the CM guidance and framework identified in JP 3-40 and JP 3-41. The previous multi-Service tactics, techniques, and procedures (MTTP) also discussed the CBRN aspects of CM as it related to the Federal Response Plan, which was the current guidance at that time. This MTTP provides information on the National Response Framework (NRF), which replaced the National Response Plan (now obsolete) in 2008. The NRF aligns federal coordination structures, capabilities, and resources into a unified, all-discipline, and all-hazards approach to domestic incident management. This manual now complies with the NRF, as appropriate. This publication is designed for use at the tactical level, but has implications at the operational and strategic level for CBRN CM operations supporting strategic objectives. The document will support command and staff planning in preparing for and conducting CBRN CM operations. This manual focuses on DOD support to domestic or foreign CBRN CM operations and a companion reference, TM 3-11.42/MCWP 3-38.1/NTTP 3-11.36/AFTTP 3-2.83 addresses the CBRN defense response on a DOD installation. The National Incident Management System (NIMS) is a comprehensive approach to all aspects of incident management, regardless of size, complexity, or cause. The guidance for NIMS was published by the Department of Homeland Security (DHS) in March 2004, and the guidance continues to be refined and updated by the NIMS Integration Center. One of the six primary elements of NIMS is the use of a standardized command and management system for incident scene operations, the Incident Command System (ICS); and for supporting operations centers, the Multiagency Coordination System. In addition, NIMS prescribes specific standards regarding all aspects of preparedness, including planning, training, certification, equipment, and information systems. DOD guidance embraces NIMS, and this manual adopts NIMS when applicable. This manual also incorporates updated information concerning mass casualty decontamination (MCD) operations that was not previously available. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. This manual incorporates the joint doctrine elements from JP 3-11, JP 3-40, and JP 3-41 for conducting CBRN CM (foreign and domestic), including planning, preparation, response, and recovery considerations. During operations, this publication is subordinate to current joint publications addressing this topic.

(Contains some copyrighted material) Chemical, biological, and mid-spectrum agents are often referred to as weapons of mass destruction, or WMDs, and the official military definition of WMD includes these three kinds of agents, Chemical agents, biological agents, toxins, and point sources of radiation may cause mass casualties while leaving structures intact; a better term for these kinds of weapons is mass-casualty weapons, or MCWs. Unconventional weapons is a term used to refer to chemical agents, biological agents, toxins, nuclear and thermonuclear bombs, radiological dispersal devices (or RDDs, also called “dirty bombs”), and point sources of radiation used as weapons. . The list of chemical warfare agents officially designated as such by the US military includes those chemicals that are intended to cause death or serious injury and also those intended to cause incapacitation, that is, temporary inability to perform one’s military duties. The former are called toxic agents and include (1) lung-damaging agents (also called pulmonary or choking agents); (2) “blood” agents (specifically, cyanide compounds); (3) vesicants (blistering agents); and (4) nerve agents. Those designed to produce only temporary incapacitation are referred to as incapacitating agents. This handbook will address each of these groupings of “official” chemical warfare agents as well as riot-control agents, which are technically not chemical warfare agents according to the US military definition, but are widely used in law enforcement for mass incapacitation. Chemical agents may have chemical names as well as common names. Chemical agents developed for military use may also have a NATO code. The NATO code is a one- to three-letter designation assigned after World War II to provide standard recognizable shorthand identification. For example, the chemical compound O-isopropyl methylphosphonofluoridate has the common name sarin and the NATO code GB. Information contained in this publication may also be relevant for the diagnosis and treatment of patients with naturally acquired diseases or illnesses due to pathogens with BW potential. This publication 1) classifies and describes potential BW agents, 2) provides procedures for collecting, handling and labeling, shipping, and identifying potential BW agents, 3) describes procedures for medial diagnosing, treating, and management of BW casualties, and 4) describes medical management and treatment in BW operations. The material in this publication is applicable to both the conventional battlefield and the integrated environment of the battlefield. Treatment modalities contained in this manual differ from standard textbooks in that they apply to BW agent exposures. The method of exposure for most BW agents is by inhalation; whereas, the endemic disease exposure (if applicable) is by other means. Some are by ingestion, some by arthropod bites, and other by dermal contact with the agent. This does not preclude service members becoming BW casualties by these means. The use of the term “level of care” in this publication is synonymous with “echelon of care” and “role or care.” The term “echelon of care” is the old North Atlantic Treaty Organization (NATO) term. The term “role of care” is the new NATO and American, British, Canadian, and Australian (ABCA) term.
