Book excerpt: LNOs facilitate the communication maintained between elements of a JTF to ensure mutual understanding and unity of purpose and action. Liaison is the most commonly employed technique for establishing and maintaining close, continuous, physical communication between commands. Typically, LNOs are exchanged between higher, lower, and adjacent units. When working in a combined forces environment, liaison assignment should be reciprocal. Additionally, LNOs may be provided from government agencies, nongovernmental organizations (NGOs), international organizations (IOs), or private voluntary organizations (PVOs). The primary focus of this publication is LNO exchange from a component to a JTF staff. LNO requirements are determined based on the command relationships established by the JTF commander and the anticipated support requirements necessary to accomplish the assigned mission. The JTF commander has several options available for organizing forces. The JTF commander may decide to organize by service component, functional component, subordinate JTFs, or by a combination of these methods. Each of these organizational options has implications on LNO requirements to the JTF headquarters.

Military theorists have long understood the deleterious effects of uncertainty on the conduct of war. Commanders never know as much about the enemy or environmental conditions as they would like, so they decide and act on the best information available, however incomplete. In coping with uncertainty, there are proven methods of structuring one's organization to meliorate its effects. These methods involve decentralizing command, lowering decision thresholds, and creating self- contained, semi-autonomous units. U.S. military doctrine recognizes the need for JTFs in responding to the global commitments of the nation. Unfortunately, Service incompatibilities and parochialism often have hampered the joint commander's ability to get the job done. Congress mandated reform through the Goldwater-Nichols Department of Defense Reorganization Act of 1986; the result has been to streamline joint command structures, thus making them better able to deal with uncertainty. The experience of multi-Service operations during World War II confirms the wisdom of creating joint task forces when doctrinal conditions are met.

Joint doctrine defines information operations as a broad range of capabilities and related activities that include operations security, psychological operations, electronic warfare, physical attack/destruction and special information operations. Given the importance and scope of IO across the spectrum of conflict, it would be logical that a robust organizational structure would be prescribed to support the multiple functions of IO and ensure the necessary coordination required to implement a comprehensive 10 campaign. Unfortunately, this is not the case. Joint doctrine inadequately integrates IO into the Joint Task Force (JTF) organization to address the many aspects of IO. The current doctrinal organization for the conduct of IO - the 10 cell - does not provide for unity of command or centralized planning necessary to support the commander's IO effort. A potential solution to this problem is to create a new organization within the JTF command and control structure modeled after the Joint Psychological Operation Task Force (JS0TF). This would greatly increase the ability of the Joint Force Commander to plan and execute a comprehensive IO campaign that is integrated with, and complementary to, the overall campaign plan.

The JTF establishing authority designates the commander, joint task force (CJTF), assigns the mission, designates forces, delegates command authorities and relationships, and provides other command and control (C2) guidance necessary for the CJTF to form the joint force and begin operations. The appropriate authority may establish a JTF on a geographic or functional basis or a combination of the two. In either case, the establishing authority typically assigns a joint operations area (JOA) to the JTF. The size, composition, capabilities, and other attributes will vary significantly among JTFs based on the mission and various factors of the operational environment, such as the adversary, the geography of the JOA, the nature of the crisis (e.g., flood, earthquake), and the time available to accomplish the mission.

It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the Joint Staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, the Services, and combat support agencies. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.

In order to meet that challenge effectively, the US must take full advantage of the synergy provided by the unified action of joint forces. Those forces are employed in a wide variety of missions that change during development and execution. Formation of the joint task force (JTF) is one of several options to organize our military forces. This thesis examines the organization, training, doctrine, and experience of joint task forces within each of the five geographically tasked unified commands. The thesis compares JTF operations in Somalia, Haiti, Panama, Northern Iraq, and Hawaii along with current unified command plans for organizing and training JTFs. US Atlantic Command plans are described in detail because of this command's role as a joint force integrator. The thesis notes that most commands build a JTF core from a subordinate component headquarters augmented by joint specialists from the unified command headquarters and other service component resources. Unified commands choose the core headquarters based on ability to perform the specific mission and augment from other services appropriately. The thesis concludes that US armed forces are improving their ability to train and organize JTFs effectively. Continued improvement is required because current doctrine for training joint task forces is immature and the training programs implementing the doctrine are relatively new.
