Book excerpt: This report answers the question: “What guidelines can be used to identify the types of agricultural investments that have the highest economic return, where “agriculture” is broadly defined to include primary production, handling, storage, transportation, distribution, processing, and retailing?” Using the literature and MCC’s ERR analyses, we explain how agricultural investments fit in a wider development context, identify information useful to MCC’s decision making that is not provided by the ERR analyses, and suggest IFPRI tools for exploratory and ex-ante evaluative analysis that MCC can use in their decision-making process.

Book excerpt: "This report provides a comprehensive analytical framework and related tools that private-sector freight transportation modes and public-sector transportation interests can use to estimate private and public benefits to evaluate potential freight infrastructure investments. Using interviews with transportation planners and an extensive review of prior research and a review of current methods used to assess freight benefits or prioritize improvement projects, the research developed a freight evaluation framework with three main functions: (1) to enhance public planning and decision-making processes regarding freight; (2) to supplement benefit/cost assessment with distributional impact measures; and (3) to advance public-private cooperation. The framework is capable of handling projects that span all of the different modes and able to assess benefits from a variety of project types, including those that improve freight operations, as well as generate more capacity through infrastructure expansion. The research, by developing a practical set of formats for information collection, will support public-private agency discussions by helping all parties understand the wide range of perspectives and interests in potential freight investments."--Pub. desc.

This book was released on 2021-04-30 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper, we estimate the aggregate and sectoral fiscal multipliers of EU Structural Investment (ESI) Funds and of public investment at the EU level. We complement these results with a specific application to the case of Slovenia. We first analyze aggregate data and find large and significant multipliers and strong crowding-in of private investment. Our main findings show that positive shocks to ESI Funds are followed by an increase in output that ranges from 1.2 percent on impact, to 1.8 percent after 1 year, and by an increase in private investment between 0.7 and 0.8 percent of GDP. We address country heterogeneity by dividing countries according to key characteristics that have been known to affect multipliers. In particular, we find higher multipliers in a group of CEE countries that are important recipients of European funds and are characterized by fixed exchange rate regimes and sound public investment governance (e.g. Croatia and Slovenia). We also complement the aggregate analysis by estimating the effect of different types of public investment and the effect of public investment on different sectors of the economy.
