Book excerpt: Capturing uncertainty in multiple criteria decision analysis (MCDA) is not a new theme but a largely developing topic which is in close connection with uncertainty theories such as fuzzy set and grey systems theories. Due to growing complexity of construction processes mainly because of implementation of sustainability aspects it would be necessary to take advantage of a novel MCDA methodology as an efficient tool to handle the uncertainty in sustainable construction decision making. In this study, we utilise a novel neutrosophic modified best-worst method (NM-BWM) to deal with the uncertainty in decision making in the context of sustainable construction. The method is an integration of neutrosophic set theory (NST) and the modified best-worst method (M-BWM). The NST can provide insights on efficient uncertainty handling of decision makers (DMs) subjective judgements. The BWM is a MCDA method which utilises two vectors of pairwise comparisons (the best criterion to others and others to the worst criterion) to obtain the weights of evaluation criteria. Merits of the BWM include its capability in effectively remedying the inconsistency derived from pairwise comparisons as well as simplicity and less pairwise comparisons compared to other similar methods like analytic hierarchy process (AHP). We show the applicability of the method in a case study with focus on the implementation of sustainable construction.

Book excerpt: The best-worst method (BWM) is a well-known multi-criteria decision-making (MCDM) method that elicits judgements from a decision maker (DM) in the form of pairwise comparisons. There are two models of BWM that are widely used: non-linear and linear. The main drawback of the non-linear model is the non-uniqueness of the resulting weight set. A linear model gives a unique resulting weight set but with less accuracy than a non-linear model. In this paper, a simplified method is proposed that gives a unique weight set with the same accuracy as non-linear BWM. In the proposed method, first each weight set is associated with some consistent pairwise comparison system and a relationship is established between consistency values and optimal accuracy. Then an algorithm is developed for an optimal modification of the given pairwise comparison system to make it consistent. Here, an optimal modification means that the modified system preserves the original comparison values as much as possible. The weight set associated with this modified consistent pairwise comparison system is the resulting weight set of the proposed model. This weight set is unique and has the same accuracy as the weight sets resulting from the non-linear model of BWM. So if the non-linear model has a unique solution, it is same as the solution of the proposed model. Otherwise the solution of the proposed model is the best among all the solutions of the non-linear model. Thus, the proposed method is an improvement over the BWM. The values of consistency index are also modified based on the proposed method. Finally several examples are taken to illustrate the process and a real-world application (energy efficiency constraints in buildings) is taken to validate the proposed method.

Firstly, the improved cosine measure of the included angle between two SVNSs is defined. Then, the improved single-valued neutrosophic projection is developed, and the corresponding improved single-valued neutrosophic bidirectional projection and single-valued neutrosophic bidirectional projection difference are investigated. Moreover, the partial ordering relation of SVNSs is developed. Secondly, an extended QUALIFLEX method based on an improved single-valued neutrosophic projection measure is proposed to handle MCDM problems in which the weights of criteria are completely unknown. Finally, an example for selection of a green supplier, as well as a performance comparison analysis, are provided to demonstrate the effectiveness of the proposed method.

Finally, an example shows the feasibility and validity of this method.
