Book excerpt: How are the biggest firms in Canada responding to these changes, and what responses should they evoke from the makers of foreign direct investment policy? This paper seeks to answer these questions. A brief historical summary traces Canada's treatment of foreign direct investment from 1960 to the present and the development of a "hub-and-spoke" economic relationship between Canada and the United States. The survey points to the deep integration of the Canadian and U.S. economies and suggests that this integration will become even more extensive and multifaceted as a result of regional trading agreements.

Book excerpt: The purpose of this study is to identify and assess how closer economic integration between Canada and the United States as manifested in the Free Trade Agreement (FTA) and the North American Free Trade Agreement (NAFTA) may have affected bilateral migration flows between the two countries. The 2nd section provides a brief theoretical overview of the linkages between trade liberalisation and labour markets that, in turn, imply linkages with incentives to migrate. Section 3 discusses recent legislative changes affecting the incentives and abilities of Canadians to migrate to the United States, and briefly considers the associated welfare implications for Canada. Section 4 presents and evaluates data on bilateral migration patterns, especially temporary migration under the NAFTA. Section 5 briefly addresses the policy implications of temporary migration under the NAFTA.

Book excerpt: This paper presents a survey of the evidence and debate on the social determinants of productivity in the context of the Canadian productivity debate. The purpose of the paper is to try to make sense of the seemingly contradictory pieces of theory and evidence linking social policy to economic growth. Essentially the paper looks at 4 areas of research: the growth and inequality debate; the small but growing literature on the policy determinants of economic growth; an examination of 2 specific social policies (education and health); the literature on major technological change, wage inequality and the new economy. To provide the context for this discussion, the paper also includes some background material on economic growth, productivity, and social policy in OECD countries.

Available in PDF, EPUB and Kindle. Book excerpt: This paper argues that the lack of evidence for a strong link between innovation & productivity in Canada is due to incomplete measures of innovation. The authors first construct a comprehensive measure of innovation that models innovation as an unobservable latent variable that underlies four indicators: research & development propensity, measured as a percentage of output; patents per worker; technology adoption, measured as real investment in machinery & equipment; and skill intensity, measured as the employment share of workers with a university education. The authors then examine the relationship between innovation & productivity in 14 Canadian manufacturing industries over 1980-1997 using the new measure. The results also show that the length of time it takes for innovation to have a positive & significant impact on productivity differs across industries.

Book excerpt: The purpose of this study is to provide an update of recent developments and changes to international and national dispute settlement mechanisms, as well as an analysis of the implications for the dispute settlement mechanism established under the Canadian Agreement on Internal Trade (AIT). The analysis includes the Australian constitutional approach for ensuring free trade within a federal state similar to Canada. The AIT mechanism has borrowed heavily from a number of other mechanisms and its further evolution will undoubtedly reflect the changes and improvements implemented in them. This study analyses the changes and their implications for the AIT mechanism; it also offers recommendations for improvements to the AIT mechanism, based on the changes to and experience with other national and international mechanisms

Book excerpt: It is widely argued that a country's economic performance over time is determined to a great extent by its political, institutional, and legal environment. We refer to these public institutions and policies as the national political infrastructure (NPI) of a country. This report focusses on the linkage between measures of NPI and foreign direct investment (FDI) flows. Specifically, it tests the hypothesis that FDI will be attracted to regions characterized by more favourable NPIs. It also argues that countries with more favourable NPIs will create more domestic multinational enterprises, and they will therefore see more capital outflows, so that the net effect on capital flows may be uncertain. The study employs 2 sets of FDI data, both covering the period 1995-1997. The 1st set measures total FDI inflows and outflows to and from a sample of 144 developed and developing countries. The 2nd set uses United States Bureau of Economic Analysis data to measure the inflows of U.S. FDI to these same countries.

Book excerpt: This paper provides an empirical analysis of the comparative evolution of interprovincial & international trade and their effects on regional growth for the Canadian provinces since 1981. It first establishes the trend in the relationship between the ratios of interprovincial & international trade to gross domestic product, revealing a sharp break that occurred around 1991. The analysis casts doubt on the pure diversion model often used in trade modelling. The second part uses a conditional convergence-growth model to estimate the respective long-run effects of interprovincial & international trade on Canadian regional economies, specifically in relation to productivity, relative gross domestic product per capita, and job creation. The final chapter discusses implications of the results for regional economies & economic policy issues.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the effect of technological change on the relative demand for skilled workers across Canadian industries. Using data from a number of Canadian labour market surveys, the paper examines whether skill intensity has risen across industries over the 1981-1994 period, and whether biased technological change is the main cause of the shift in demand toward skilled workers. The paper develops two industry-based skill measures: one based on the skill classification identified in the National Occupational Classification (NOC), and the other based on the skill classification scheme proposed by Wolff and Baumol. It then combines data on skills with four industry-level measures of technology: the stock of research and development (R&D), the stock of patents used by the industry, total factor productivity, and the age of the capital stock.

It identifies key empirical research on different aspects of what causes the pace of innovation to be faster or slower. A selective survey of empirical work on the determinants of innovation, guided by relevant economic theory, discusses the economics of information & its relation to innovation; the effects on the pace of innovation of the strength of intellectual property rights, firm size & market structure, geographic distribution of firms, corporate decision-making, national culture, financial systems, human capital accumulation, and checks on inequality; and whether government policy determines innovation.

Book excerpt: After providing an historical perspective, the paper presents in a first part the three dimensions of SD and eight attributes that are common to most approaches even though these properties are variously interpreted and a common SD definition to most approaches is still elusive. This is followed by a look at the way neo-classical economics has attempted to fomalize these properties. The paper then discusses the concept of carrying capacity. In a second part, the paper examines SD at the international level from both a theoretical and institutional point of view. A third part of this paper looks at SD in an open economy. In a fourth part, the paper looks at SD at the industrial level. Finally, in a fifth part, the paper examines how external and internal factors contribute to promoting SD at the firm level.

Book excerpt: The study examines the extent and nature of changes in the Canadian industrial structure by addressing four policy-related questions: what has been the extent of structural change in the Canadian economy?; has the pace of structural change been accelerating?; is the Canadian economy becoming more innovative?; Is it increasing its use of knowledge, technology, skills, etc?; and, what are the key factors driving this structural change: final domestic demand, exports, imports, or technical change (measured by changes in input/output coefficients)?

This paper has 5 objectives: to investigate whether the recent surge is a global phenomenon or something unique to Canada, and to examine its causes; to examine Canada's inventive performance vis-à-vis that of other G-7 countries; to demonstrate the trend in the flow of patent applications to and from Canada; to understand international patenting activities; to identify the most innovative and dynamic industries within the Canadian manufacturing sector. Also looks at the pro-patent and the fertile technology hypotheses.
