Water-level measurements were taken from in the Idaho Nuclear Technology and Engineering Center, Central Facilities Area, and the area south of Central Facilities Area to evaluate groundwater flow directions. Water-level measurements indicated groundwater flow to the south-southwest from the Idaho Nuclear Technology and Engineering Center.

Book excerpt: Long-term groundwater monitoring networks can provide essential information for the planning and management of water resources. Budget constraints in water resource management agencies often mean a reduction in the number of observation wells included in a monitoring network. A network design tool, distributed as an R package, was developed to determine which wells to exclude from a monitoring network because they add little or no beneficial information. A kriging-based genetic algorithm method was used to optimize the monitoring network. The algorithm was used to find the set of wells whose removal leads to the smallest increase in the weighted sum of the (1) mean standard error at all nodes in the kriging grid where the water table is estimated, (2) root-mean-squared-error between the measured and estimated water-level elevation at the removed sites, (3) mean standard deviation of measurements across time at the removed sites, and (4) mean measurement error of wells in the reduced network. The solution to the optimization problem (the best wells to retain in the monitoring network) depends on the total number of wells removed; this number is a management decision. The network design tool was applied to optimize two observation well networks monitoring the water table of the eastern Snake River Plain aquifer, Idaho; these networks include the 2008 Federal-State Cooperative water-level monitoring network (Co-op network) with 166 observation wells, and the 2008 U.S. Geological Survey-Idaho National Laboratory water-level monitoring network (USGS-INL network) with 171 wells. Each water-level monitoring network was optimized five times: by removing (1) 10, (2) 20, (3) 40, (4) 60, and (5) 80 observation wells from the original network. An examination of the trade-offs associated with changes in the number of wells to remove indicates that 20 wells can be removed from the Co-op network with a relatively small degradation of the estimated water table map, and 40 wells can be removed from the USGS-INL network before the water table map degradation accelerates. The optimal network designs indicate the robustness of the network design tool. Observation wells were removed from high well-density areas of the network while retaining the spatial pattern of the existing water-table map.

Twelve of the fourteen required wells were sampled, and all ten required intervals from the Westbay wells were sampled. Two wells were not sampled because they were in the process of being converted into multiple-sample-interval Westbay wells by the U.S. Geological Survey. Groundwater samples were analyzed for volatile organic compounds identified on the Contract Laboratory Program target analyte list as well as metals (filtered), anions, and radionuclides (i.e., I-129, tritium, Tc-99, gross alpha, gross beta, and Sr-90). No contaminant exceeded maximum contaminant levels in wells along the southern boundary of the Idaho National Laboratory Site or in guard wells. Iron was above its secondary maximum contaminant level of 300 ug/L in one well. The cause of the elevated iron concentration is uncertain. Lead was detected just below its action level. However, the zinc concentration was also elevated in these wells, and the source of the lead is probably galvanized riser pipe in the wells. Once the galvanized pipe is replaced, both lead and zinc concentrations should decline, as has been observed at other Waste Area Group 10 wells.

The ICDF detection-monitoring program was established to meet the substantive requirements of Title 40 Code of Federal Regulations (CFR) Parts 264.97 and 264.98, which are applicable or relevant and appropriate requirements under CERCLA. Semiannual groundwater samples were collected and analyzed for indicator parameters in March and September. The indicator parameters focus on constituents that are found in higher concentrations in ICDF leachate than in groundwater (bicarbonate alkalinity, sulfate, U-233, U-234, and U-238). The only detection monitoring limits that were exceeded were for bicarbonate alkalinity. Bicarbonate alkalinity is naturally occurring in groundwater. Bicarbonate alkalinity found in ICDF detection monitoring wells is not a result of waste migration from the ICDF landfill or the evaporation pond. The U.S. Department of Energy will continue with detection monitoring for the ICDF, which is semiannual sampling for indicator parameters.

The main purpose of this book is to integrate scientific knowledge related to exposure assessment, health consequences and control of nitrate contamination in water. The motivation is related to the magnitude, the possible adverse health effects, and the high cost of control ling nitrate contamination. Future research tasks are defined by an interaction among hydro logists, toxicologists and environmental engineers in an integrated framework for nitrate risk management. The target readership of this book is a mix of university colleagues, practitioners from both the private and public sectors and advanced graduate students working with the hydrological, health science or environmental engineering aspects of nitrate contamination. The main conclusions include: 1. For risk assessment purposes, knowledge and sufficiently accurate models are available to predict nitrate load and its fate in water under changes in land use. 2. Once agricultural exposure controls are implemented, the response times in ground water may be so long as to make controls unrealistic. 3. It is still unknown whether agricultural best management practice is a compromise between nitrate risk reduction and agricultural revenue. 4.
