It is estimated that the global nuclear power capacity could double by 2030. This could result in dissemination of sensitive nuclear technologies that present obvious risks of proliferation. Certain international institutional mechanisms for controlling access to sensitive materials, facilities and technologies are needed for dealing with this problem. Over the past few years, 12 proposals have been put forward by states, nuclear industry and international organizations, aimed at checking the spread of uranium enrichment and spent fuel reprocessing technologies. This book presents an overview and analysis of these proposals, including an evaluation of the projected international mechanisms.

This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues—spent nuclear fuel and high level waste—to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group’s conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.

This potential growth also has increased, in some quarters, concern that nonproliferation considerations are not being given sufficient attention. In particular, since introduction of many new power reactors will lead to requiring increased uranium enrichment services to provide the reactor fuel, the proliferation risk of adding enrichment facilities in countries that do not have them now led to proposals to provide the needed fuel without requiring indigenous enrichment facilities. Similar concerns exist for reprocessing facilities. Internationalization of the Nuclear Fuel Cycle summarizes key issues and analyses of the topic, offers some criteria for evaluating options, and makes findings and recommendations to help the United States, the Russian Federation, and the international community reduce proliferation and other risks, as nuclear power is used more widely. This book is intended for all those who are concerned about the need for assuring fuel for new reactors and at the same time limiting the spread of nuclear weapons. This audience includes the United States and Russia, other nations that currently supply nuclear material and technology, many other countries contemplating starting or growing nuclear power programs, and the international organizations that support the safe, secure functioning of the international nuclear fuel cycle, most prominently the International Atomic Energy Agency.

Book excerpt: Focused attention by world leaders is needed to address the substantial challenges posed by disposal of spent nuclear fuel from reactors and high-level radioactive waste from processing such fuel. The biggest challenges in achieving safe and secure storage and permanent waste disposal are societal, although technical challenges remain. Disposition of radioactive wastes in a deep geological repository is a sound approach as long as it progresses through a stepwise decision-making process that takes advantage of technical advances, public participation, and international cooperation. Written for concerned citizens as well as policymakers, this book was sponsored by the U.S. Department of Energy, U.S. Nuclear Regulatory Commission, and waste management organizations in eight other countries.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of risk in global life has not been fully understood and explored and this book attempts to examine what it entails in the fast changing, interconnected and complex world. As a foundational component of safety systems, risk has been considered relatively simple, predictable, and therefore, assessable and manageable phenomenon. Social and political sciences prefer the terminology of security to capture the dimension of risk which is more complex and more consequential to survival. Risk has become more human-made and intentional today, and this book explores innovative approaches and engages in theoretical and policy debates to capture its political and security dimensions.

Book excerpt: Realizing Utopia is a collection of essays by a group of innovative international jurists. Its contributors reflect on some of the major legal problems facing the international community and analyse the inconsistencies or inadequacies of current law. They highlight the elements - even if minor, hidden, or emerging - that are likely to lead to future changes or improvements. Finally, they suggest how these elements can be developed, enhanced, and brought to fruition in the next two or three decades, with a view to achieving an improved architecture of world society or, at a minimum, to reshaping some major aspects of international dealings. Contributions to the book thus try to discern the potential, in the present legal construct of world society, that might one day be brought to light in a better world. As the impact of international law on national legal orders continues to increase, this volume takes stock of how far international law has come and how it should continue to develop. The work features an impressive list of contributors, including many of the leading authorities on international law and several judges of the International Court of Justice.

This book was released on 2009-06-14 with total page 460 pages. Available in PDF, EPUB and Kindle. Book excerpt: The control of arms by means of non-proliferation and disarmament is one of the most important aims of Government foreign policy. The proliferation of weapons of mass destruction - nuclear, chemical and biological - poses a grave threat to UK and global security. This report was prompted by recent developments relating to nuclear weapons but also examines wider issues. The Committee examine: the Government's approach to non-proliferation and the institutional and policy issues relevant to the UK, the EU, NATO and the United States; nuclear weapons including the Nuclear Non-proliferation Treaty and nuclear disarmament; biological and chemical weapons; ballistic missiles and missile defence; terrorism and physical security; and conventional weapons. Finally the report assesses the Government's overall strategy, which is characterised by a commitment to a rules-based international system.
