Book excerpt: Currently, most transportation agencies design signal timing plans for intersection with the main objective of minimizing vehicular traffic delay while ensuring compliance with basic safety guidelines. Often times along urban roadways where automobiles share the space with large volumes of non-motorized users (i.e. pedestrians and cyclists), reaching a balance between delays and safety of all road users is a challenging task. In this thesis, different approaches are presented to address potential improvements on traffic operations and. safety of intersections serving more than one mode of transportation. The impact of tunnels on the pedestrian operations and the effect of applying different signal timing plans on the performance of an isolated intersection are being studied. A methodology is proposed to reach a desired compromise between the safety and efficiency of either an isolated intersection or a corridor of independent/coordinated intersections. An integrated delay-safety (DS) indicator is used in combination with a neural network based tool. The proposed methodology was applied to a real-world urban arterial in downtown Montreal, along which a bicycle path was recently built. The study area was evaluated using VISSIM, a microscopic traffic simulator, by coding traffic signal timing plans along the arterial to perform independently, or coordinated. The objective is to advance with minimum delay a specified transportation mode (i.e. automobiles or bicycles). A Multi-Layer Perceptron (MLP) neural-network was built to identify what type of signal timing plan yields the best tradeoff between automobile delay and safety of non-motorized users. Based on traffic data collected from real-world and from simulations, a large date set of input/output pairs was used to train and test the MLP neural network. It was found that for 99.8% of the tested cases the neural network identifies correctly the configuration of signal timing plan that yields the optimal DS value.

However, roundabouts are mostly used because of their safety and operational advantages. There has been less attention to the environmental performance of roundabouts. Also, the existing studies have been mostly used through field measurements and current simulation models, which need high calibration efforts and they are not inclusive in terms of considering all influencing factors on vehicular emissions at roundabouts. Furthermore, the existing real-time signal control strategies do not account for the emission rates of different vehicle types (e.g. cars and buses). In addition, the real-time multi-objective signal control systems does not consider environmental objectives. This dissertation develops a real-time bi-objective signal control system for isolated intersections, which operate at undersaturated traffic conditions that minimizes a weighted combination of vehicle delay (or person delay) and emissions of auto and transit vehicles. Pareto Frontiers of the optimal solutions are presented to help decision makers select the most appropriate combinations of objectives to achieve desirable levels of delay and emissions. Additionally, a simple simulation tool based on Cellular Automata (CA) model of traffic simulation is developed to estimate delay and reproduce vehicle trajectories for emission estimation. The models are used to compare the operational and environmental performance of roundabouts and signalized intersections and perform sensitivity analysis with respect to total traffic demand, left turn ratio, and pedestrian volume. Evaluation tests show that replacing a signalized intersection with a roundabout results in improved delay and emissions at undersaturated traffic conditions and any pedestrian volume. It also shows that roundabouts' performance is less affected by high left turning demand compared to signalized intersections. On the contrary, roundabouts' performance is sensitive to frequent pedestrian crossings while the performance of signalized intersections is not affected by pedestrian crossings.

Effective traffic signal system reduces congestion, increases intersection capacity, and improves other traffic related performance measures such as safety and mobility. To ensure these goals are met, traffic signals require updated timings to maintain proper operation. These updated signal timings impact not only traffic performance, but overall transportation system efficiency. Because traditional signal timing plans may not accommodate variable and unpredictable traffic demands, a more proactive approach is necessary to ensure properly timed and maintained traffic signals. Adaptive traffic control systems (ATCS) continually collect data and optimize signal timing on a real time basis thereby reducing the aforementioned drawbacks of traditional signal retiming. Understanding and characterizing how these systems are working is important to transportation engineers, and evaluating these systems can provide useful insights. The objective of this dissertation is to develop evaluation methodologies (both operational and economical) for adaptive traffic signal control that go beyond the traditional assessments that use traffic measures of effectiveness (MOEs). Case studies are conducted for Sydney Coordinated Adaptive Traffic System (SCATS) implementations in Alabama, which are useful in objective evaluations of ATCS (in general) for both their current and future operational environments by using microsimulation techniques and/or field data from contemporary data sources. The study contains detailed comparative analyses of traffic operations of the study corridors for existing peak hour traffic conditions under the previous time-of-day (TOD) plan and similar peak hour conditions after SCATS implementation. Although simulation analysis using VISSIM traffic microsimulation software is the primary methodological technique used for evaluating comparative performances, arterial data from other sources (Bluetooth MAC Address Matching and crowdsourced travel data) are also used to perform the evaluations, which is a novel application for this context. While past studies have considered either the arterial or its side-streets performances in their evaluations, this work explored a system-wide approach looking at the composite performance of both dimensions together. Finally, for transportation agencies which operate within budget constraints, it is important to know the real worth of attaining the benefits from ATCS implementations. The last chapter of this dissertation extends the evaluation methodology to include benefit-cost analysis (BCA) by evaluating the ATCS performance for both current and future traffic conditions. This information will be helpful for transportation agencies, planners, and practitioners to understand and justify their ATCS investment and also serve as a guideline for their future ITS projects.
