Focusing on the restructuring of British industry and trading policy, the author discusses the causes and effects of deindustrialization and changes to traditional trading patterns. Particular attention is devoted to the impact of the EU. The work provides: * A new perspective by focusing on industry and trade rather than monetary issues; * A good comparative study of Britain's trading partners and rivals; * An accessible and relatively jargon-free discussion of a topical and far-reaching subject.

Available in PDF, EPUB and Kindle. Book excerpt: The end of the MFA was followed by rising apparel exports, falling prices, and a reallocation of production and employment between countries. There were also significant changes within countries. The first main finding of this report is that export and employment patterns after the MFA/ATC did not necessarily match predictions. While many predicted that production would shift to low-wage countries, this book shows that only 13 percent of variation in export changes post-MFA can be explained by the differences in wage levels. Second, changes in exports are usually, but not always, good indicators of what happens to wages and employment within countries. This is especially important for policy because it shows that simply using exports as a metric of 'success' in terms of helping the poor is not sufficient. Third, the Book identifies the specific ways that changes in the global apparel market affected earnings. The Book shows that wage premiums change in predictable ways: rising (in most cases) in countries that were proactive in adapting to the MFA phase-out and expanded their market shares, and falling in countries that failed to respond in a timely fashion to the changing environment. The Book shows that promoting 'upgrading' (defined as shifting to higher-value goods, shifting up the value chain, or 'modernizing' production techniques) seems to be necessary for sustainable competitiveness in the apparel sector but does not necessarily help the poor. Policies that support upgrading need to be complemented with targeted workforce development to make sure that the most vulnerable workers are not left behind. Having a vision for the evolution of the apparel sector that incorporates developing worker skills seems crucial. Otherwise, less-skilled workers could miss out on opportunities to gain valuable work experience in manufacturing.

Available in PDF, EPUB and Kindle. Book excerpt: Japanese manufacturing investment in the European Community has grown dramatically over the last twenty years. At first, instances of investment were few, concentrated in a small number of industrial sectors. But since the mid-1980's there has been a surge of investment in a much wider range of industries. This volume details the growth of Japanese manufacturing investment in Europe in fourteen industrial sectors. The impact of Japanese competition and direct investment on European industries is considered in the context of the emergence of the three major trading blocs: the United States, Japan and the EC. Roger Strange concludes by making important policy recommendations, and arguing for the need for a new theoretical framework for assessing the political economy of foreign direct investment.

The full report analyzes the issues affecting income security for the elderly in both developing and industrial nations. Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Book excerpt: In this path-breaking study, social economist Naila Kabeer examines the lives of Bangladeshi garment workers in Bangladesh and Britain to shed light on the question of what constitutes "fair" competition in international trade. She argues that if the unhealthy coalition of multinationals and labor movements is truly seeking to improve the working conditions for women and children in the "Third World," as well as those of western workers, their efforts should be directed away from an attempt to impose labor standards and towards a support for the organization of labor rights. Any attempt to devise acceptable labor standards at an international level which takes no account of the forces of inclusion and exclusion with local labor movements is, she further argues, likely to represent the interests of the powerful at the expense of those of the weak.

Book excerpt: This paper discusses reviews major issues and developments in the trade area and outlines the problems in the multilateral trading system that governments face as they seek to liberalize trade in the Uruguay Round of trade negotiations. The paper’s emphasis is on policy developments in the major trading nations as they relate to trade in both industrial and agricultural products. The survey also includes a review of trade policies in developing countries and refers to available quantitative evidence on protectionism wherever possible. The increased use of nontariff measures reflects, in part, the fact that most industrial countries have “bound” a considerable proportion of their tariffs, particularly on industrial products, at relatively low levels. Restrictions are particularly widespread in industries suffering from excess capacity (such as steel) and where comparative advantage has generally shifted to developing countries. The lack of major liberalization in agriculture in the US–Canada Free Trade Agreement has led some industrial countries to suggest that the US interest in multilateral negotiations is now primarily in agriculture and in some selected new areas, such as telecommunications, banking, and patent protection.
