Abstract: Abstract of Dissertation Abstract of dissertation entitled A Study of the Merging of Two Railways in Hong Kong Submitted by LI Kwok Choi David for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2006 Railways play a vital role in serving the transport needs of Hong Kong. Being a high speed off-road mass carrier, railways provide fast, reliable and comfortable service and at the same time, reduce the pressure on the road network. As far as sustainability is concerned, railway can have a better environment protection in comparing with the road transport. Merging of the Mass Transit Railway Corporation Limited (MTRCL) and the Kowloon-Canton Railway Corporation (KCRC) will have potential to generate benefits for the community. The merger and its comprehensive restructuring should enable to improve overall efficiency of two railways, through achieving larger economies of scale in operation, attaining synergy through a better interface and streamlining between two systems. The major objective of this study is to identify what possible benefits will likely to be given from the merging and to examine what drawbacks will be existed at the time of merger. Moreover, the study also attempts to evaluate the future potential growth of railways in Hong Kong through the Government's transport policy. The findings indicated that merging of these two railways could generate benefits to the community, the Government as well as the corporation. However, while we were on the whole in favor of merging the two rail systems, the study also found out those drawbacks which would be encountered during the merger. It revealed that the merger would likely turn the newly merged corporation into a i Abstract of Dissertation colossal monopoly in both markets of railways transport and property development. With its monopoly advantage, they will try to seek every alternative to maximize their profit margin. Although the corporation has pledged to keep up its fare unchanged for twenty-four months, it will be faced with a conflict between shareholder's interest as well as the interest of society. As far as the "prudent commercial principle" is concerned, the merged corporation may need to increase the fare so as to acquire for a higher profit. As fare revenue has been considered as a recurrent income of the corporation. Hence, any precarious elements resulting in the loss of such income may directly affect the profits of corporation. Consequently, Government may have a great difficulty in controlling the fare adjustment of the newly merged corporation in future. Furthermore, merging of these two railways will not only just merge their system, plant and equipment but also merge their individual culture, policy and people. As two corporations are incorporated with different organization culture, hence, their cultures will be inevitably collided with each others. Hence, whether the bureaucratic culture of the KCRC can be relinquished through the merging is still have an unknown answer. Abstract: As Hong Kong is a densely populated metropolis, efficient public transport is needed to maintain an acceptable level of mobility. Transport policies have been developed with this aim and railways have been given a unique role in the passenger network. One of the objectives in Hong Kong Moving Ahead - A Transport Strategy for the Future was to use railways as the backbone of the transport network. Besides this, the Railway Development Study and Railway Development Study 2000 also showed strong government support for expanding the railway network. In 2000, the MTRC was privatized and became a listed company on the stock exchange. It carried on using the integrated railway - property development model to finance its operations. Moreover, it continued to enjoy privileges and advantages usually given to statutory corporations. After the merger with KCRC in 2006, the MTR became a railway monopoly earning substantial profits every year. With beneficial government policies, the relationship was defined as a railway policy regime. Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present. China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion. The railroads persisted because they were exemplary bureaucratic institutions. Through detailed archival research and interviews, Köll builds case studies illuminating the strength of rail administration. Pragmatic management, combining central authority and local autonomy, sustained rail organizations amid shifting political and economic priorities. As Köll shows, rail provided a blueprint for the past forty years of ambitious, semipublic business development and remains an essential component of the PRC’s politically charged, technocratic economic model for China’s future.
