This book was released on 2011-11-30 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Parliamentary Ombudsman, Ann Abraham, has upheld complaints from nine farmers about the Government's handling of a subsidy scheme which caused them to miss out on payments they were entitled to. The farmers complained to the Ombudsman about the administration of the Single Payment Scheme (SPS) in 2005 and 2006 by the Rural Payments Agency (RPA), part of the Department for Environment, Food and Rural Affairs (Defra), The SPS is the latest generation of the EU schemes intended, among other policy aims, to give farmers direct income support. The farmers complained about RPA's handling of their claims to the SPS on a number of counts, including that they provided poor quality and sometimes ambiguous guidance on how to make a claim; failed to return applicants' telephone calls when this had been promised; misdirected applicants about the status of their cases; delayed letting applicants know that they would not be paid; and did not explain their decisions properly. RPA also failed to consider the effects their errors and omissions had on the farmers when they came to complain. In one case, a farmer misunderstood the new form and only claimed a subsidy for the year 2005. She did not activate her claim and subsequently did not receive a payment. No one questioned her mistake, even though RPA knew this was a common error by farmers. Losing a payment of over £13,000 left the farmer unable to pay all her bills and reliant on her partner's goodwill. She found out her mistake almost a year after submitting her claim, when she asked what had happened to her payment. Another farmer also misunderstood the new form and guidance and did not activate his claim. He was then led to believe by the RPA that he would be paid, which was not the case. He and his wife found the confusion and uncertainty of their circumstances particularly stressful. The farmer had to increase his overdraft, sell land and take on extra part time work in order to meet the financial shortfall. As a result of the Ombudsman's investigation the farmers will each receive a written apology from the Permanent Secretary of Defra and compensation of £500 for the inconvenience, distress and frustration that they experienced. They will also receive individual payments to put right the financial impact of RPA's failures. In addition, the Ombudsman has also asked RPA to provide an action plan setting out the changes they have made to prevent other farmers experiencing the same problems in future.

Book excerpt: Cold Comfort Farm is a comic novel by English author Stella Gibbons, published in 1932. It parodies the romanticised, sometimes doom-laden accounts of rural life popular at the time, by writers such as Mary Webb. Following the death of her parents, the book and 's heroine, Flora Poste, finds she is possessed "of every art and grace save that of earning her own living". She decides to take advantage of the fact that "no limits are set, either by society or one and 's own conscience, to the amount one may impose on one and 's relatives", and settles on visiting her distant relatives at the isolated Cold Comfort Farm in the fictional village of Howling in Sussex. The inhabitants of the farm – Aunt Ada Doom, the Starkadders, and their extended family and workers – feel obliged to take her in to atone for an unspecified wrong once done to her father.

Book excerpt: This report sets out the results of investigation into complaints, using two representative case studies, about the administration of the 2005 Single Payment Scheme in England, including the Rural Land Register. The Ombudsman made five general findings of maladministration: the Rural Payments Agency did not meet the legal obligation to determine entitlements by 31 December 2005; Defra & RPA failed to heed the warning information of their own systems and from the Office of Government Commerce; RPA's and Defra's public statements in early 2006 failed to recognise the internal concerns they had; on 30 January 2006 Defra officials and Ministers considered RPA's position - the best case scenario was 70% of payments to be made by the end of March 2006 and they decided to tell Parliament that RPA would make the 'bulk' of payments by the end of March 2006; RPA was the only body ina position to estimate how much more digital mapping work it would have and its planning for the mapping process fell far short of getting it right. In short the Ombudman's principles of getting it right, being open and accountable and being customer focussed were not adhered to

Book excerpt: Written by a seasoned professional with over 30 years of experience in law enforcement, Cold Case Homicides: Practical Investigative Techniques provides effective and accessible information to those responsible for investigating and resolving previously examined - but still unsolved - cold case homicides. The book merges theory with practice through the use of case histories, photographs, illustrations, and checklists that convey essential, fundamental concepts while providing a strong, practical basis for the investigative process. It combines proven techniques from forensics, psychology, and criminal investigation, and focuses on technologies that may not have been available at the time of the crime. This guide defines the characteristics of a cold case homicide; details various investigative methods used by law enforcement agencies; explores the actual experiences of detectives in re-opening case files; and presents current technologies such as ViCAP, HITS, and TracKRS used in the identification of cases related to the re-opened case, or its perpetrator. It also highlights technological changes that contribute greatly to law enforcement's abilities to solve cold case homicides such as computerized print technology, the specificity of DNA, and the expanding data banks that enable the linkage of previously unknown suspects to the crimes they committed. Addressing methods particularly valuable to cold cases, Cold Case Homicides: Practical Investigative Techniques assists the investigator in being prepared, focused, objective - and successful in obtaining the truth.

Book excerpt: As mass media burgeoned in the years between the first and second world wars, so did another phenomenon—celebrity. Beginning in Hollywood with the studio-orchestrated transformation of uncredited actors into brand-name stars, celebrity also spread to writers, whose personal appearances and private lives came to fascinate readers as much as their work. Women, Celebrity, and Literary Culture between the Wars profiles seven American, Canadian, and British women writers—Dorothy Parker, Anita Loos, Mae West, L. M. Montgomery, Margaret Kennedy, Stella Gibbons, and E. M. Delafield—who achieved literary celebrity in the 1920s and 1930s and whose work remains popular even today. Faye Hammill investigates how the fame and commercial success of these writers—as well as their gender—affected the literary reception of their work. She explores how women writers sought to fashion their own celebrity images through various kinds of public performance and how the media appropriated these writers for particular cultural discourses. She also reassesses the relationship between celebrity culture and literary culture, demonstrating how the commercial success of these writers caused literary elites to denigrate their writing as "middlebrow," despite the fact that their work often challenged middle-class ideals of marriage, home, and family and complicated class categories and lines of social discrimination. The first comparative study of North American and British literary celebrity, Women, Celebrity, and Literary Culture between the Wars offers a nuanced appreciation of the middlebrow in relation to modernism and popular culture.

Book excerpt: White women cut an ambivalent figure in the transnational history of the British Empire. They tend to be remembered as malicious harridans personifying the worst excesses of colonialism, as vacuous fusspots, whose lives were punctuated by a series of frivolous pastimes, or as casualties of patriarchy, constrained by male actions and gendered ideologies. This book, which places itself amongst other "new imperial histories", argues that the reality of the situation, is of course, much more intricate and complex. Focusing on post-war colonial Rhodesia, Gendering the Settler State provides a fine-grained analysis of the role(s) of white women in the colonial enterprise, arguing that they held ambiguous and inconsistent views on a variety of issues including liberalism, gender, race and colonialism.

Book excerpt: This collection bundles all three of Janice Cantore’s Cold Case Justice suspense novels into one e-book for a great value! #1 Drawing Fire One case from her past defines homicide detective Abby Hart. With a possible serial killer stalking elderly women in Long Beach, California, Abby’s best lead is Luke Murphy, an irritating private investigator who saw a suspect flee the scene of the latest homicide. When Abby discovers that the most recent victim is related to the governor, she’s anxious to talk to him about a cold case that’s personal to her—one Luke is interested in as well. As she learns more about the restaurant fire that took her parents’ lives years ago, Abby discovers why Luke is so invested in finding the ones responsible. The more they uncover, though, the more questions they have. Can Abby find peace without having all the answers? #2 Burning Proof After months of investigating the brutal homicide of a young girl, Detective Abby Hart finally has the evidence she needs. But when the arrest goes terribly wrong, Abby begins to doubt her future as a police officer. As she wrestles with conflicting emotions, old questions about the fire that took her parents’ lives come back to haunt her. “There is proof.” PI Luke Murphy can’t stop thinking about what Abby’s former partner, Asa Foster, mumbled just before he died. When he uncovers a clue to the murder of Abby’s parents and his uncle, he’s reluctant to tell Abby, despite his growing feelings for the beautiful detective. A decade-old abduction case brings Luke and Abby together, but will his secret tear them apart? #3 Catching Heat Twenty-seven years after the deaths of Detective Abby Hart’s parents, she’s desperate to find the proof that will put the mastermind—the governor’s wife—behind bars. When she joins a newly formed task force and teams up with PI Luke Murphy, Abby is sent to San Luis Obispo to work the cold case of a murdered college student. Realizing their investigation will bring them near the town where Alyssa Rollins grew up, Abby decides to do a little digging of her own into the Triple Seven fire. Luke is eager to help Abby close the books on a case they both have personal stakes in. But as she uncovers long-held secrets, Abby stumbles into an explosive situation, and Luke fears that her obsession may prove deadly.

Book excerpt: Comfort is a prominent and highly loaded concept, as popular discourses on cosy environments, safe spaces, but also the importance of ›getting out of your comfort zone‹ attest. This volume is the first to investigate ›comfort‹ as a cultural narrative and emotional touchstone in contemporary culture. Taken together, the contributions to the volume offer an overview of different approaches to and conceptualisations of comfort in linguistics, in literary, media, and cultural studies, and art history. They showcase how ›comfort‹ serves as a valuable lens to analyse contemporary artworks and developments, e.g. live theatre broadcasting or political interventions in the US-American media sphere.
