Book excerpt: In late 2021, an energy crisis emerged in the European Union (EU) as a result of (i) high energy prices following the summer season and (ii) various geopolitical and technical events. These circumstances had an impact in the operation of the EU natural gas system and the security of gas supply of the EU was threatened. During 2022, three different regulations were adopted in record time to safeguard the security of gas supply in the EU. They are related mainly to imposing minimum levels of gas in underground gas storages (UGSs) at the beginning of the winter, recommending demand reduction measures on a voluntary basis, and enhancing solidarity through better coordination of gas purchases. As a consequence, the need for monitoring the natural gas system as closely in time as possible increased during the energy crisis. In this context, the Joint Research Centre (JRC) monitored the operation of the EU natural gas sector, including UGSs, liquefied natural gas (LNG) regasification terminals, and transport of gas via pipeline. This monitoring is carried out daily and weekly with three publicly available data platforms that collect natural gas-related information. First, the European Network for Transmission System Operators for Gas (ENTSOG) manages a Transparency Platform (TP) containing gas transport indicators. Second, Gas Infrastructure Europe (GIE) collects information about UGSs by means of its Aggregated Gas Storage Inventory (AGSI+). Third, GIE also provides indicators for the large-scale LNG terminals via its Aggregated LNG Storage Inventory (ALSI). In addition, the in-house ENaGaD database provides daily natural gas consumption by member state and broken down by sector for some countries. The main goals of this report are twofold: (i) it examines the operation of the EU natural gas system in 2022 and compares it to historical records, and (ii) it presents tools for monitoring daily the EU's natural gas system operation using public transparency platforms.

Book excerpt: The new Gas Storage Regulation (EU) 2022/1032 enhances the security of supply of the European Union (EU) and provides amendments to the previous Regulation (EU) 2017/1938 concerning measures to safeguard the security of gas supply and Regulation (EC) No 715/2009 on conditions for access to the natural gas transmission networks. The new legislative proposal sets out minimum underground gas storage obligations at the beginning of the heating season, i.e. 80% of the aggregated capacity on 1 November 2022 and 90% from 2023 onwards. Specifically, it provides a storage filling trajectory by means of a set of intermediate targets on 1 August, 1 September and 1 October 2022 that Member States must fulfil (from 2023 onwards, the intermediate targets are on the first of the months of February, May, July and September). Apart from storage obligations, the Gas Storage Regulation adds an article to certify storage system operators and reinforces the monitoring system of the storage filling targets. This report provides an overview of the new Regulation in place and is focused on the monitoring of the target filling levels. The report identifies the countries that may face, in principle, challenges to meet their targets in 2022 based on storage projections derived at the end of July 2022, just before the first intermediate target came into effect. Finally, it describes four snapshots of the storage situation in the EU for each of the intermediate targets considered in the Regulation.

Book excerpt: Moving beyond most conventional thinking about energy security in Europe which revolves around stability of supplies and the reliability of suppliers, this book presents the history of European policy-making regarding energy resources, including recent controversies about shale gas and fracking. Using the United States as a benchmark, the author tests the hypothesis that EU energy security is at risk primarily because of a lack of market integration and cooperation between member states. This lack of integration still prohibits natural gas to flow freely throughout the continent, which makes parts of Europe vulnerable in case of supply disruptions. The book demonstrates that the EU gas market has been developing at different speeds, leaving the Northwest of the continent reasonably well integrated, with sufficient trade and liquidity and different supplies, whereas other parts are less developed. In these parts of Europe there is a structural lack of investments in infrastructure, interconnectors, reverse flow options and storage facilities. Thus, even though substantial progress has been made in parts of the EU, single source dependency often prevails, leaving the relevant member states vulnerable to market power abuse. Detailed comparisons are made of the situations in the Netherlands and Poland, and of energy policy in the USA. The book dismantles some of the existing assumptions about the concept of energy security, and touches upon the level of rhetoric that features in most energy security and policy debates in Europe.

At the same time, the European Union's gas import dependency is growing, and thereby also risks that have the potential to jeopardise the EU's security of gas supply. Thus, while the situation becomes increasingly difficult, it is also more and more important for the EU to know the risks that challenge its secure supply of gas. Only when the EU is able to identify and evaluate the different risk dimensions adequately, it will be able to successfully manage and reduce these risks. As a growing international actor the EU will have to assume the task of risk management, not only because of the added value of its action in this field but also because this will prevent the member states from drafting risk management strategies which are entirely national. This paper asks what the main risks to the EU's security of gas supply are and how they can be reduced. It provides a comprehensive risk analysis, followed by a second part dedicated to the management of these risks. It is argued that the transit risk posed by Ukraine represents the highest risk to the EU's security of gas supply. Moreover, although the EU has some useful means at hand to reduce the transit risk, its capacity to do so will largely depend on Russia's policies towards Ukraine.

Book excerpt: The background to this report, is an earlier report from the Trade and Industry Committee (HCP 279, session 2004-05, Fuel Prices, ISBN 0215024990), which examined the price increases in gas supply, during the summer and autumn of 2004, and the resulting rises in electricity prices (as about 40 per cent of electricity generation in England and Wales is gas-fired), and focused on the effects of the price increases on all types of energy customers. This report looks at the developments since that time, and sets out some conclusions and recommendations. It does seem that gas supplies this coming winter are likely to be tighter than was anticipated in February of 2005. Import rates of gas have increased due to the effects of the hurricanes in the Gulf of Mexico and the uncertainty about the extent and duration of the damage to the USAs gas production facilities with resulting unpredictability of demands for natural gas imports to the USA. The Committee states that it is extremely unlikely that domestic customers and the majority of businesses will suffer, but that the Government needs to pay close attention to any potential changes to this situation, and should pursue, in the Committees view, a single market within the EU. The Committee expresses disappointment that little progress has been made in dealing with the plight of some non-elderly vulnerable groups, in particular, disabled people. Although, the Government cannot directly affect the price of gas, the Committee believes it can ensure that there are no regulatory or economic barriers to maximizing gas suppliers and storage facilities, and further improving the functioning of the gas market by encouraging the energy liberalization in the European Union.
