With a new government coming to office in December 1994, progress on structural reforms stalled in 1994/95 and financial policies weakened. GDP growth slowed to 2.9 percent, reflecting adverse conditions in agriculture. The external situation deteriorated further in the first quarter of 1995/96 in part because interest rates in Nepal did not rise in line with rates in India, where monetary policy had tightened. Following a further change in government in September 1995, steps were taken to address the emerging macroeconomic imbalances.

Book excerpt: Seminar paper from the year 2011 in the subject Economics - Macro-economics, general, grade: Keine, Cologne University of Applied Sciences, language: English, abstract: The world is changing rapidly. In the last sixty years it has seen miraculous developments. Coming out of the ashes of World War II, Western Europe has established itself as the most stable region of the world. Totally destroyed Japan, having been the victim of the only atomic bomb in human history, which killed hundreds of thousands, has established itself as the strongest economy of Asia, and second only to the United States worldwide. We have seen the rise of South Korea, which had the equal per capita income as Mozambique in late fifties. Today South Korea stands as a developed country. We have seen the growth of China when Mao went. From Deng Xiaoping to Xiang Jemin to Hu Jintao, it kept its economy open and recently overtook Germany as the third largest economy of the world. China is on the way to become the second largest economy. India, from the early ninetees, took similar policy. India grew when the world economy was in downturn. The rise of BRIC (Brazil, Russia, India and China) countries has re-shaped the world order. Mexico proudly declares itself as a North American country today and no more intends to turn back to its old identity as a Central American country. The North American Free Trade Agreement (NAFTA) has been good for Mexican economy as they can sell their products in the United States and Canada now. Indonesia shares similar story. Even though it was runned by one of the terrible dictator of the world, Suharto, he brought liberal policies in the country encouraging Privatisation, Free Trade and more market liberalization. After the Asian financial crisis of 1997, people lost faith in him and finally toppled him. Growth was felt in other parts of the world as well. Emergence of computarized technologies, World Wide Web, digital technologies etc have reshaped the world. Nepal, h

Book excerpt: This 2017 Article IV Consultation highlights the rebound of Nepal’s economy following a slowdown caused by the 2015 earthquakes and trade disruptions at the southern border. The growth of real GDP at market prices slowed to 0.6 percent in 2015/16 (mid-July 2015 to mid-July 2016). Due to trade disruption, shortages of fuel and other essential goods drove up inflation to 12 percent (year over year) in January 2016, but it eased subsequently to 3.2 percent in January 2017, mainly because of lower food prices. Growth is projected to reach 5.5 percent in 2016/17, and inflation is expected to undershoot the central bank’s mid-2017 target of 7.5 percent.

Real GDP slowed as agriculture output was depressed by a less favorable monsoon, and exports declined as both the carpet and garment sectors faltered. Although the government’s domestic borrowing remained low, rapid growth in private credit financed a surge in imports that in combination with weakening export demand led to a sharp reduction of the external surplus. In 1995/96, economic activity rebounded as favorable weather conditions boosted agricultural output, while inflation performance continued to be satisfactory.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper examines the degree to which inflation co-moves between India and a panel of countries in Asia. The paper shows that the considerable co-movement in headline inflation rates between India and Nepal is driven almost exclusively by food-inflation co-movement. By contrast, the role for inflation spillovers emanating from India in driving non-food inflation in Nepal appears limited. The implication is that Nepal should rely on domestic monetary policy rather than stable inflation in India to achieve stable domestic inflation. The main takeaway from the results is that food inflation co-movement between India and other countries is higher in cases where the co-movement in rainfall deviations from seasonal norms is highest. Since core inflation co-movement is weak, idiosyncratic domestic factors such as economic slack, exchange-rate movements, and differing degrees of passthrough from food- and energy-price shocks play an important role. This finding is critically important for monetary policy, especially since domestic policy is primarily effective only in controlling core inflation. Thus, domestic monetary policy needs to be calibrated to domestic inflationary pressures—Nepal cannot necessarily rely on stable inflation in India to achieve stable domestic inflation.

Book excerpt: This Article IV Consultation highlights that following a prolonged period of tepid growth, economic activity in Nepal has picked up, reflecting cyclical factors and some structural improvements, especially in electricity supply. Discussions focused on policies needed to stem rising balance of payments pressures, safeguard financial stability, and structural reforms to ensure high, sustainable and inclusive growth. Continued improvements in revenue performance are seen to be important to maintain a strong fiscal position and meet capital spending needs. The IMF staff welcomed the authorities’ efforts to increase domestic revenue mobilization. The authorities broadly agreed with the IMF staff’s assessment and fiscal policy advice. The authorities noted that the transition to fiscal federalism and the pickup of reconstruction. Progress has been made with putting in place a fiscal federal framework but more needs to be done to ensure sustainability, make budgets more realistic and spending more efficient, and build implementation capacity.

Book excerpt: This 2020 Article IV Consultation focuses on Nepal’s near and medium-term challenges and policy priorities and was prepared before coronavirus disease 2019 became a global pandemic and resulted in unprecedented strains in global trade, commodity and financial markets. During recent years, strong growth in Nepal has been supported by greater political stability, improved electricity supply, and reconstruction activity following the devastating earthquakes in 2015. Additional policies are needed to continue to support inclusive growth, while safeguarding macroeconomic and financial stability. Fiscal policy should remain prudent, and the transition to fiscal federalism carefully managed. Macroprudential measures should remain in place to limit the build-up of financial sector risk. Recent reforms to boost foreign investment need a supportive implementation environment. Strengthening the implementation of monetary policy requires a well-functioning interest rate framework that reduces volatility in short-term interest rates. Less short-term interest rate volatility would support financial market development and improve policy signaling and transmission. The IMF staff emphasizes the need to introduce a standing deposit facility as a first step toward establishing a reliable implementation track record for the interest rate corridor.
