Book excerpt: In the 1960s and 1970s, El Salvador's reigning military regime instituted a series of reforms that sought to modernize the country and undermine ideological radicalism, the most ambitious of which was an education initiative. It was multifaceted, but its most controversial component was the use of televisions in classrooms. Launched in 1968 and lasting until the eve of civil war in the late 1970s, the reform resulted in students receiving instruction through programs broadcast from the capital city of San Salvador. The Salvadoran teachers' union opposed the content and the method of the reform and launched two massive strikes. The military regime answered with repressive violence, further alienating educators and pushing many of them into guerrilla fronts. In this thoughtful collaborative study, the authors examine the processes by which education reform became entwined in debates over theories of modernization and the politics of anticommunism. Further analysis examines how the movement pushed the country into the type of brutal infighting that was taking place throughout the third world as the U.S. and U.S.S.R. struggled to impose their political philosophies on developing countries.

In Between Education and Catastrophe, George Buri connects the educational debates of the 1950s to the broader Canadian postwar political conversation about the social welfare state and Keynesian versus laissez-faire models of liberalism. Working skilfully with primary sources, contemporary publications, and a rich array of secondary sources, Buri examines debates over curricula, the purpose of high school, teacher training, rural schools, and standardized testing in Manitoba. The progressives who advocated for a "new liberalism" - characterized by government intervention and the social welfare state - sought to create a system of public schooling that would both equip students to succeed and enlarge their political vision by encouraging compromise and democratic decision making. They promoted more practical subjects, child-centred classrooms, and the use of psychological expertise to promote "life adjustment." Meanwhile, self-styled traditionalists such as Hilda Neatby thought progressive education undermined the individual competition and achievement at the root of a laissez-faire economy, calling for a return to the basics, an elimination of "frill" subjects, and a more academic focus for the public education system. Book excerpt: This volume examines the historical connections between the United States’ Reconstruction and the country’s emergence as a geopolitical power a few decades later. It shows how the processes at work during the postbellum decade variously foreshadowed, inhibited, and conditioned the development of the United States as an overseas empire and regional hegemon. In doing so, it links the diverse topics of abolition, diplomacy, Jim Crow, humanitarianism, and imperialism. In 1935, the great African American intellectual W. E. B. Du Bois argued in his Black Reconstruction in America that these two historical moments were intimately related. In particular, Du Bois averred that the nation’s betrayal of the South’s fledgling interracial democracy in the 1870s put reactionaries in charge of a country on the verge of global power, with world-historical implications. Working with the same chronological and geographical parameters, the contributors here take up targeted case studies, tracing the biographical, ideological, and thematic linkages that stretch across the postbellum and imperial moments. With an Introduction, eleven chapters, and an Afterword, this volume offers multiple perspectives based on original primary source research. The resulting composite picture points to a host of countervailing continuities and changes. The contributors examine topics as diverse as diplomatic relations with Spain, the changing views of radical abolitionists, African American missionaries in the Caribbean, and the ambiguities of turn-of-the century political cartoons. Collectively, the volume unsettles familiar assumptions about how we should understand the late nineteenth-century United States, conventionally framed as the Gilded Age and Progressive Era. It also advances transnational approaches to understanding America’s Reconstruction and the search for the ideological currents shaping American power abroad.
