There is so much that we do not know - the inner history of the F ranco Russian Alliance, the degree and extent to which German diplomacy was responsible for the greco-turkish War, the real origins of the Balkan League. Much secret history has been revealed since August 1914, but the whole truth about these, and many other matters, is hardly likely to be known to our generation. To do this on a really adequate scale would require a work of immensely greater dimensions, and I have attempted no more than an introductory sketch. One result of the Great War has been that a very large number of people is seeking, for the first time, seriously to understand what are called "foreign affairs," the relations in which England stands to other States, and the causes which have helped to produce the present world-convulsion. It is a commonplace that the causes which bring states to hostility or friendship can only be understood when something is known of their respective histories, of the manner of their growth, and of the forces which have conditioned that growth. I have tried, therefore, to produce a book which will assist such students as I have described to gain a foundation of knowledge upon which they can build by further studies. The modesty of my purpose has conditioned the method pursued in writing the book. I have consistently endeavoured to show how the internal histories of the European States have affected their external relations, and how these in turn have influenced domestic development.
