Book excerpt: Este trabajo final de máster tiene como objetivo presentar una propuesta de gestión sostenible de los residuos sólidos orgánicos generados en las plazas de mercado y el mantenimiento de infraestructura verde de Santiago de Cali, debido a su generación puntual, constante y su baja proporción de impropios. La propuesta se hace en base a la indagación de elementos teóricos y ejemplos de buenas prácticas a nivel global, que permitan conocer modelos de gestión integral de residuos solidos urbanos (RSU), igualmente a la investigación de la gestión actual de los RSU en la ciudad de Cali, con énfasis en su fracción biodegradable, realizando entrevistas y muestreos en campo que permitan conocer a fondo los factores implicados. Con dichos conocimientos y caracterizaciones se define un aprovechamiento que minimice los impactos negativos ambientales y sociales asociados a su manejo inadecuado, en este caso, se describen los lineamientos para una valorización por compostaje para su posterior uso como fertilizante y enmienda orgánica en los suelos del departamento del Valle del Cauca, que a su vez son afectados por erosión, salinidad, y pérdida de materia orgánica y biodiversidad, debido a la agricultura intensiva que se ha llevado a cabo desde inicios de siglo XX, con el cultivo de la caña de azúcar.

La preocupación por los residuos generados en los centros urbanos ha partido de las consideraciones de tipo higiénico y sanitario, por lo tanto el problema se ha abordado desde el momento en que la comunidad presenta los residuos en la vía pública para que alguien los retire, debido a esto aparece la necesidad del proceso de recolección y transporte, como parte fundamental de un servicio público. Este proyecto tiene la finalidad de proponer un modelo de gestión comunitario que contribuya al mejoramiento de la calidad de vida de los habitantes del barrio la Unidad, mediante los procesos de reciclaje que allí se presentan. Puesto que la comunidad manifiesta deseos de crear una empresa comunitaria que permita generar ingresos a partir de la implementación de un programa de recuperación de material reciclable, en el que participe toda la comunidad y particularmente los jóvenes que conforman el comité ambiental, quienes tienen un alto potencial de emprendimiento que podría ser empleado en la implementación y funcionamiento de dicha empresa. Este proyecto se verá materializado con la creación de la empresa de reciclaje ¿La Unidad¿ la cual es una organización sin ánimo de lucro y lo más importante es que será administrada por la comunidad del barrio. De igual forma es un ejemplo de gestión comunitaria para los barrios del municipio, pues en él se ve reflejada la importancia que tiene el trabajo con las comunidades y la toma de decisiones, cuando estas son debatidas y son las comunidades quienes en primera instancia deciden sobre las posibles soluciones que deberían adoptarse para la solución de los problemas.
