This training manual is part of a project to develop materials and techniques to help improve pilot decision making. Training programs using prototype versions of these materials have demonstrated substantial reductions in pilot error rates. The results of such tests were statistically significant and ranged from approximately 10% to 50% fewer mistakes. This manual is designed to explain the risks associated with instrument flying activities, the underlying behavioral causes of typical accidents, and the effects of stress on pilot decision making. It provides a means for the individual pilot to develop an Attitude Profile through a self-assessment inventory and provides detailed explanations of preflight and in-flight stress management techniques. The assumption is that pilots receiving this training will develop a positive attitude toward safety and the ability to effectively manage stress while recognizing and avoiding unnecessary risk. Unfortunately, no proven methodology exists to train pilots to make successful decisions. Cockpit decision making has relied on traditional analytical models and methodologies that underestimate the role of pilot experience, expertise and judgement Naturalistic Decision Making models (NDM) contend that decision makers facing real-world decisions use experience and judgement to make timely decisions without analyzing a multitude of alternatives. This thesis analyzes 438 P-3 aviation hazard reports (hazreps) to ascertain which cognitive strategies from either the analytical or naturalistic methodology are more appropriate for handling malfunctions situations. The author presents a hybrid model of decision making by P-3 pilots based on the results of the analysis and strategies from both methodologies. This thesis recommends that decision making training be treated as a core activity of pilots not only in flight school, but alter qualification is complete. Training pilots to become experts will improve situational awareness and reduce the number of unfavorable outcomes in hazardous situations.

Book excerpt: The effectiveness of a simulator-based approach to training pilot skills in risk assessment and decision making was evaluated in a sample fo pilots enrolled in a university aviation science program. Experimental group subjects received 4 hours of classroom instruction designed to enhance pilot judgement skills, followed by 4 hours of simulated cross-country flights during which several critical in-flight events occurred. Subjects in the control group received classroom instruction in basic instrument flying, followed by simulator sessions emphasizing instrument flight. Measures of pilot judgement were obtained on all subjects before and after the training, and subjects in the experimental judgement-trained group performed significantly better on the post-training simulation than did control group subjects. The findings suggest that significant gains in pilot decision-making skill can be obtained through the use of the judgement training materials along with simulator practice. The implications of these findings for Air Force undergraduate pilot training are discussed. Included as an appendix to this document is a prototype manual for pilot decision making. This manual is designed for use by Air Force student pilots as part of their regular training program. A specific plan for implementation is proposed.
