Book excerpt: The inland waterway transportation system of the United States (U.S.) handles 11.7 billion tons of freight annually and connects the heartland of the U.S. with the rest of the world by providing a fuel-efficient and environmentally friendly mode of transportation. This dissertation aims to create decision support tools for maritime stakeholders to measure the economic impacts of the inland waterway transportation systems under real world scenarios including disruptions, demand changes, port expansion decisions, and channel deepening investments. Monte Carlo simulation, system dynamics, discrete-event simulation, agent-based modeling, and multiregional input-output modeling techniques are utilized to analyze the complex relationships between inland waterway transportation system components and regional economic impact factors. The first research contribution illustrates that the expected duration of a disruption determines whether decision makers are better off waiting for the waterway system to reopen or switching to an alternative mode of transportation. Moreover, total disruption cost can be reduced by increasing estimation accuracy of disruption duration. The second research contribution shows that without future investment in inland waterway infrastructure, a sustainable system and associate economic impacts cannot be generated in the long-term. The third research contribution illustrates that investing in bottleneck system components results in higher economic impact than investing in non-bottleneck components. The developed models can be adapted to any inland waterway transportation system in the U.S. by utilizing data obtained by publically available sources to measure the economic impacts under various scenarios to inform capital investment decisions and support an economically sustainable inland waterway transportation system.

Book excerpt: This report presents estimates of the economic development impacts due to savings in delivered costs of commodities transported on the McClellan-Kerr Arkansas River Navigation System. The multiple-region variable input/output model is used to generate the estimates of project impacts. This economic model presents a national view of development impacts from this transportation system. From $50 million transport savings in 1978 the model estimates that 454 additional jobs were created in the 26 waterway counties in Oklahoma and Arkansas, 337 additional jobs were created in the rest of Oklahoma and Arkansas and 1,929 jobs were created in the rest of the U.S. These results make a potentially important contribution to the understanding of the way that transportation projects influence economic development. Far more jobs are created in those areas which receive the savings in delivered costs. This model has been used to generate estimates of the development impacts due to the flood control, hydropower, and recreation features of the McClellan-Kerr Arkansas River Navigation System. In particular, as the amount of traffic passing through a lock increases, delays at the lock increase due to increased levels of congestion. This raises the cost of transportation on the waterway. At some point the increased costs will exceed those of some alternative mode for some movements, and shippers of these movements will find it more economical to use an alternative transportation mode. Book excerpt: In 1988, the U.S. Army Corps of Engineers began an investigation of the benefits and costs of extending several locks on the lower portion of the Upper Mississippi River-Illinois Waterway (UMR-IWW) in order to relieve increasing waterway congestion, particularly for grain moving to New Orleans for export. With passage of the Flood Control Act of 1936, Congress required that the Corps conduct a benefit-cost analysis as part of its water resources project planning; Congress will fund water resources projects only if a project's benefits exceed its costs. As economic analysis generally, and benefit-cost analysis in particular, has become more sophisticated, and as environmental and social considerations and analysis have become more important, Corps planning studies have grown in size and complexity. The difficulty in commensurating market and nonmarket costs and benefits also presents the Corps with a significant challenge. The Corps' analysis of the UMR-IWW has extended over a decade, has cost roughly $50 million, and has involved consultations with other federal agencies, state conservation agencies, and local citizens. The analysis has included many consultants and has produced dozens of reports. In February 2000, the U.S. Department of Defense (DOD) requested that the National Academies review the Corps' final feasibility report. After discussions and negotiations with DOD, in April 2000 the National Academies launched this review and appointed an expert committee to carry it out.

Book excerpt: "In this work, ship hydrodynamics during inland waterway transport and ship maneuvering are investigated using CFD (Computational Fluid Dynamics) based on OpenFoam. Validation and verification studies are carried out for the mesh convergence, time step convergence, sensitivity to turbulence models and dynamic mesh techniques. A quaternion-based 6DoF motion solver is implemented for the trim and sinkage predictions. Environmental effects on several inland vessels (convoy 1, convoy 2, tanker) are studied using the validated numerical models. Three important aspects, the confinement effect of the waterway, head-on encounter, and ship-bridge pile interaction are simulated. The testing conditions cover a wide range, including various channel dimensions, water depths, ship draughts and speeds. The ship resistance, wave pattern, Kelvin angle and wave elevation at specific positions are investigated as functions of these parameters. Ship maneuvering is investigated using virtual captive model tests based on the MMG (Mathematical Maneuvering Group) model. An actuator disk is implemented to replace the real propeller. Open water test, rudder force test, OTT (Oblique Towing Tank test) and CMT (Circular Motion Test) of a KVLCC2 model are carried out to obtain the hydrodynamic coefficients of the propeller, rudder and ship hull. Using the obtained coefficients, system-based maneuvering simulations are carried out and validated using the free running test data. These studies reproduce real ship tests and thus prove the validity of our numerical models. As a result, the numerical solver is promising in ship hydrodynamics and marine engineering simulations"--

Book excerpt: Motivated by the critical role of the inland waterways in the United States' transportation system, this dissertation research focuses on pre- and post- disruption response support when the inland waterway navigation system is disrupted by a natural or manmade event. Following a comprehensive literature review, four research contributions are achieved. The first research contribution formulates and solves a cargo prioritization and terminal allocation problem (CPTAP) that minimizes total value loss of the disrupted barge cargoes on the inland waterway transportation system. It is tailored for maritime transportation stakeholders whose disaster response plans seek to mitigate negative economic and societal impacts. A genetic algorithm (GA)-based heuristic is developed and tested to solve realistically-sized instances of CPTAP. The second research contribution develops and examines a tabu search (TS) heuristic as an improved solution approach to CPTAP. Different from GA's population search approach, the TS heuristic uses the local search to find improved solutions to CPTAP in less computation time. The third research contribution assesses cargo value decreasing rates (CVDRs) through a Value-focused Thinking based methodology. The CVDR is a vital parameter to the general cargo prioritization modeling as well as specifically for the CPTAP model for inland waterways developed here. The fourth research contribution develops a multi-attribute decision model based on the Analytic Hierarchy Process that integrates tangible and intangible factors in prioritizing cargo after an inland waterway disruption. This contribution allows for consideration of subjective, qualitative attributes in addition to the pure quantitative CPTAP approach explored in the first two research contributions.
