HEC-5 can simulate the essential features and operation goals and constraints of simple or complex systems with simulation intervals ranging from minutes to one month. Single event flood analysis and period of record conservation analysis may be accomplished with the model. Flood control analysis includes balanced system operation for downstream damage centers with consideration of forecasted local flows and hydrologic routing. In addition, induced surcharge operation based on spillway gate regulation schedules can be simulated. Hydropower analysis may include run-of-river, peaking, and pumped storage plants as well as system power operation. Water supply simulation can include reservoir and downstream flow requirements in addition to divers ions and return flows. Water Quality analysis can include simulation of temperature, dissolved oxygen, up to three conservative and up to three nonconservative constituents. System operational simulations were performed in support of a feasibility study for the installation of pump turbines at Russell, using a version of the Corps of Engineers HEC-5C computer program modified for system power and pumped storage. Information developed from the simulations include system hydropower production, pumping energy requirements, daily reservoir pool fluctuations, and reservoir elevation statistics. This information was useful in judging the effects of the addition of pumped storage on system hydropower production and reservoir recreation useability, as well as in ascertaining efficient system operational methods. As part of this process, a method to quantify objectives for different water uses without a complete economic analysis is presented. Quantifying each water use objective requires adoption of a numerical scale to provide an indicator for measuring the effectiveness of alternative operational strategies. This indicator of effectiveness is necessary to analytically compare different operational strategies. The technique shown allows representation of water values through relative unit costs according to value categories set by the interest groups. To demonstrate the modeling approach and test the methodology for quantifying objectives, a single reservoir system is analyzed according to the procedures advocated. The advantages and difficulties of applying this optimization-simulation approach to help resolve conflict are discussed.

Consequently, the rules frequently do not permit full realization of the benefits of coordinated system operation. A simulation model has been developed to study a large existing water resource system on the Arkansas, White, and Red Rivers. The system was not previously amenable to comprehensive analysis. A program developed by the Hydrologic Engineering Center, Corps of Engineers, Davis California, was selected for the system study because it appeared to have the capability to consider most of the factors needed for developing operating rules for the system. Basically, the program enables the computer to perform a simulation study that in principle is no different from the routine studies performed in the past; the degree of refinement and complexity, and the speed of computations have been changed. Three simulation studies of alternative operation plans for the system have been completed. Preliminary guide curves have been developed from these simulations and additional regulation guides will be developed soon. Future studies are discussed. (Author).

Book excerpt: Storage reservoirs represent one of the most effective tools for eliminating, or at least for minimizing, discrepancies in the time and space variations of water resources distribution and requirements. In fact, the different - often contradictory - and increasing demands on water resources utilization and control usually can be fulfilled only by building multi-purpose reservoir systems. In this way, the available water resources can be exploited and/or managed in a more rational way. Typically, the construction of a dam across a river valley causes water to accumulate in a reservoir behind the dam; the volume of water accumulated in the reservoir will depend, in part, on the dimensions of the dam. The size of the dam will normally affect the capital expenditure in a very significant way. Indeed the construction of large water resource control systems - such as dams - generally involves rather huge manpower and material outlays. Consequently, the elaboration of effectual methods of approach that can be used in establishing the optimal reservoir parameters is of great practical significance. For instance, in the design and operation oflarge multi-reservoir systems, simple simulation and/or optimization models that can identify potentially cost effective and efficient system design are highly desirable. But it should be recognized that the problem of finding optimal capacities for multi-reservoir systems often becomes computationally complex because of the large number of feasible configurations that usually need to be analyzed.
