Frequency varies as the result of a supply-demand mismatch. Due to possible destructive outcomes of large frequency variations, several mechanisms are in operation to keep supply and demand in balance. Increasing penetration of non-dispatchable intermittent generation resources may increase power supply volatility, which makes frequency control more challenging. Emerging utility-scale storage technologies with reasonable cost have participated in electricity markets in recent years. Because of fast-ramping capabilities of these resources, one of their attractive applications is providing frequency regulation service. However, the amount of energy they can produce or consume is limited due to their restricted storage capabilities. Thus, in spite of their fast response to a deployment signal, their duration of response is bounded. In this thesis, we focus on using fast-responding resources to control frequency in power systems. In this research, the first question is if the participation of these resources in the regulation market have any adverse effect on the frequency control performance of the system. If the answer is yes, the next question is what is the best strategy to not only prevent the negative consequences but also improve the benefits of using fast-responding resources for frequency control. For this research, the system of Electric Reliability Council of Texas (ERCOT) is selected. All power system studies related to frequency control require an appropriate dynamic model. In this dissertation, a simplified model is constructed, which represents the ERCOT system frequency response during a short period of time after a contingency. The model is validated and tuned against system frequency measured by Phasor Measurement Units. Especially in situations of not having information about system individual units, this simplified model is highly advantageous. However, to study system frequency during normal conditions, a more comprehensive model is essential. Thus, we develop ERCOT Frequency Modeling and Analysis Tool (EFMAT), which has the required level of details and accuracy to simulate system frequency. All proposed approaches of modeling and parameter tuning in this research are also applicable to other power systems. In order to answer our research questions, we start with investigation of ERCOT Fast-Responding Regulation Service (FRRS). For selected historic days, conventional regulation providers are replaced by a storage system providing FRRS. For various capacities of the storage system, frequency is simulated using EFMAT and a system frequency control performance index is calculated. Comparing calculated index of different simulations can reveal the effect of FRRS capacity on the system performance. The simulations are repeated for several FRRS deployment strategies similar to the strategies of other North America power markets along with our proposed modifications. Three different storage systems are assumed in the simulations: one with unlimited stored energy, one with 6 minutes energy duration, and one with 15 minutes energy duration. Finally, FRRS optimal capacity and equivalency ratio between FRRS and conventional regulation are defined and calculated for the best deployment strategy.

All the research are grounded on the power system phasor measurements provided by wide-area Frequency Monitoring Network (FNET/GridEye), which collects the Global Positioning System (GPS) signal synchronized power system phasor measurements at distribution networks. The synchronized frequency measurement at FNET/GridEye enables real-time monitoring of bulk power systems (BPSs) and allows the dynamics interpretation of power system disturbances. Research on both the dynamic and ambient frequency measurements are conducted in this dissertation. The dynamics refer to the frequency measurement when the system is experiencing sudden contingencies. This dissertation focuses on two types of contingency: generation trip and oscillation and conducts both data analytics and corresponding real-time applications. Historical generation trip events in North America are analyzed in purpose to develop a frequency measurement based indicator of power systems low inertia events. Then the frequency response study is extended to bulk power systems worldwide to derive its association with system capacity size. As an essential parameter involved in the frequency response, the magnitude of the power imbalances is estimated based on multiple linear regression for improved accuracy. With respect to situational awareness, a real-time FNET/GridEye generation trip detection tool is developed for PMU use at power utilities and ISOs, which overcomes several challenges brought by different data situations. Regarding the oscillation dynamics, statistical analysis is accomplished on power system inter-area oscillations demonstrating the yearly trend of low-frequency oscillations and the association with system load. A novel real-time application is developed to detect power systems sustained oscillation in large area. The application would significantly facilitate the power grid situational awareness enhancement and system resiliency improvement. Furthermore, an additional project is executed on the ambient frequency measurement at FNET/GridEye. This project discloses the correlation between power system frequency and the electric clock time drift. In practice, this technique serves to track the time drifts in traffic signal systems.

For such large-scale power systems, very accurate full-order dynamic system models are computational intensive to perform dynamic studies. In this paper, a measurement-based dynamic equivalent method is proposed to derive reduced models of large power systems. Specifically, a set of measurements at the boundary nodes between the study area and the external area are employed in model parameter identification. The proposed method is validated using simulation results obtained from both 140-bus NPCC system and 9,000-machine 70,000-bus U.S. Eastern Interconnection (EI) system. The results demonstrate that the measurement-based equivalent technique can capture the external system behaviors precisely. Compared with traditional generator equivalencing method, the proposed measurement-based model has higher accuracy but lower order and improved computational efficiency. The intermittence and fluctuation of renewable generations bring unprecedentedly challenges to the power system reliability and resilience. To keep the lights on after contingencies such as the loss of two largest generation units, it is imperative for a power system to have sufficient frequency response reserve (FRR) to ensure that the decay in system frequency would be arrested before triggering under frequency load shedding (UFLS) schemes. In this paper, a method to derive the EI minimum FRR requirement in real-time will be developed. This minimum FRR will help the EI operators decrease the current FRR requirement and accommodate more renewable generations while achieving a saving of both energy and facility costs. Most importantly, the ability to adaptively vary the FRR will provide the additional agility, resiliency, and reliability to the grid.

Book excerpt: Due to the increasingly complex behavior exhibited by large-scale power systems with more uncertain renewables introduced to the grid, wide-area measurement system (WAMS) has been utilized to complement the traditional supervisory control and data acquisition (SCADA) system to improve operators' situational awareness. By providing wide-area GPS-time-synchronized measurements of grid status at high time-resolution, it is able to reveal power system dynamics which cannot be captured before and has become an essential tool to deal with current and future power grid challenges. According to the time requirements of different power system applications, the applications can be roughly divided into online applications (e.g., data visualization, fast disturbance and oscillation detection, and system response prediction and reduction) and offline applications (e.g., measurement-driven dynamic modeling and validation, post-event analysis, and statistical analysis of historical data). In this dissertation, various wide-area measurement-based applications are presented. Firstly a pioneering WAMS deployed at the distribution level, the frequency monitoring network (FNET/GridEye) is introduced. For conventional large-scale power grid dynamic simulation, two major challenges are 1) accuracy of detailed dynamic models, and 2) computation burden for online dynamic assessment. To overcome the restrictions of the traditional approach, a measurement-based system response prediction tool using a Multivariate AutoRegressive (MAR) model is developed. It is followed by a measurement-based power system dynamic reduction tool using an autoregressive model to represent the external system. In addition, phasor measurement unit (PMU) data are employed to perform the generator dynamic model validation study. It utilizes both simulation data and measurement data to explore the potentials and limitations of the proposed approach. As an innovative application of using wide-area power system measurement, digital recordings could be authenticated by comparing the extracted frequency and phase angle from recordings with power system measurement database. It includes four research studies, i.e., oscillator error removal, ENF phenomenology, tampering detection, and frequency localization. Finally, several preliminary data analytics studies including inertia estimation and analysis, fault-induced delayed voltage recovery (FIDVR) detection, and statistical analysis of oscillation database, are presented.

However, their capability in real time simulation of power systems is compromised due to the small time step required resulting in slow simulation speeds. This thesis proposes a Shifted Frequency Analysis (SFA) theory to accelerate EMTP solutions for simulation of power system operational dynamics. A main advantage of the SFA is that it allows the use of large time steps in the EMTP solution environment to accurately simulate dynamic frequencies within a band centered around the fundamental frequency. The thesis presents a new synchronous machine model based on the SFA theory, which uses dynamic phasor variables rather than instantaneous time domain variables. Apart from using complex numbers, discrete-time SFA synchronous machine models have the same form as the standard EMTP models. Dynamic phasors provide envelopes of the time domain waveforms and can be accurately transformed back to instantaneous time values. When the frequency spectra of the signals are close to the fundamental power frequency, the SFA model allows the use of large time steps without sacrificing accuracy. Speedups of more than fifty times over the traditional EMTP synchronous machine model were obtained for a case of mechanical torque step changes. This thesis also extends the SFA method to model induction machines in the EMTP. By analyzing the relationship between rotor and stator physical variables, a phase-coordinate model with lower number of equations is first derived.
