The program pays incentives for energy conservation measures involving electrical energy efficiency improvements in manufacturing, processing, and refining industries. E$P is an outgrowth of the Industrial Test Program and the Sponsor-Designed Program, two programs offered by Bonneville that involved installing energy conservation measures in industrial firms. This paper will describe the E$P program, discuss the first process evaluation findings, report the findings from a sample of four E$P project impact evaluations, and describe the techniques selected to evaluate the retrofits. The impact evaluations will provide a framework for assessing the energy savings achieved by the projects implemented under the E$P. In addition to energy savings, the evaluations will review process changes, net utility impacts, levelized costs, and free-riders.'' The four E$P projects evaluated include: a waste heat recovery system for a food processing blancher, an energy management control system used to upgrade refrigeration, a variable speed drive for a fan motor in a lumber mill, and a sludge screw press for waste water treatment.

(1995) presents the objectives, methodology, and findings of the program evaluation. This report presents more details about specific aspects of the analysis. The authors used a three-tier approach to analyze the energy consumption of MAP and baseline homes. Chapter 2 discusses Tier 1, the billing data and simplified regression analysis. Chapter 3 presents the details of the Tier 2 analysis, the PRInceton Scorekeeping Method (PRISM). Chapter 4 presents details of the primary analysis technique that they used, a comprehensive regression analysis. Chapter 5 and 6 review two other studies of energy savings associated with MAP. Chapter 5 discusses the simulation model analysis conducted by Ecotope, Inc. Chapter 6 reviews the analysis by Regional Economic Research conducted for three Pacific Northwest investor-owned utilities. The final chapter, Chapter 7, presents details of the Bonneville levelized cost methodology used to estimate the cost of energy savings associated with MAP. Book excerpt: In the Pacific Northwest, about 40% of new electrically heated homes are HUD-code manufactured homes (commonly called {open_quotes}mobile homes{close_quotes}). The U.S. Department of Housing and Urban Development (HUD) sets national energy-efficiency construction standards for manufactured homes that preempt them from local building codes. Until October 1994, a relatively low efficiency requirement established in 1976 by HUD was in place for manufactured homes. The Bonneville Power Administration (Bonneville) is required to acquire cost-effective energy efficiency to meet the electricity needs of the Pacific Northwest. Because electrically heated manufactured homes are so common and are relatively inefficient, Bonneville, utilities, state energy offices, and others have conducted a series of programs since 1982 to upgrade their efficiency (1). Because of the preemptive national code, these programs have all been voluntary for manufactured homes. Bonneville and the regional utilities and manufacturers created the Manufactured Housing Acquisition Program (MAP) in April 1992 after conducting projects for ten years to determine the cost of manufactured home energy-efficiency upgrades, predict and measure energy consumption, and establish a regional partnership. The program was phased in over several months; since October 1992, all electrically heated manufactured homes produced in the region have been built to MAP specifications.

Book excerpt: This impact evaluation of four energy conservation measures (ECMs) that were recently installed at Holnam Incorporated (Holnam) was conducted for the Bonneville Power Administration (Bonneville) as part of an evaluation of its Energy $avings Plan (E$P) Program. The Program makes acquisition payments to firms that install energy conservation measures in their industrial processes. The objective of this impact evaluation was to assess how much electrical energy is being saved at Holnam as a result of the E$P and to determine how much the savings cost Bonneville and the region. The impact of the ECMs was evaluated with a combination of engineering analysis, financial analysis, site visit and interview, and review of previous program submittals (Holnam's Proposals and Completion Reports). The four ECMs were all electronic power control devices that replaced less efficient technologies for controlling power to the kiln drive motors, cooler grate drive motors, cooler fan motors, and kiln stack gas precipitators. Energy savings from this project are expected to be 1,782,000 kWh/yr or 0.20 average megawatts. On a unit production basis, this project will save 3.4 kWh/ton of cement, based on Holnam's projected average annual future production rate. The four ECMs cost a total of $248,232 to install, and Holnam received payment of $115,615 from Bonneville for the acquisition of energy savings. Program administrative costs incurred by Bonneville, Pacific Northwest Laboratory (PNL), and Seattle City Light (SCL) were estimated to be $29,362. The real levelized cost (1992 $) of these energy savings to Bonneville will be 6.2 mills/kWh over the project's expected 15-year life, and the real levelized cost (1992 $) to the region will be 14.1 mills/kWh. Based on expected ECM installation costs and energy savings benefits alone, none of the four ECMs would have been implemented by Holnam without the E$P acquisition payment.
