Moreover, present approaches to the development of legal knowledge-based systems (LKBS) - such as the use of rule-based systems, case-based systems, or logics - have obtained somewhat limited theoretical and practical results. This book provides a critical overview of the field by describing present approaches and analysing their problems in detail. A new "modelling approach'' to legal knowledge engineering is proposed to address these problems and provide an agenda for research and development. This approach applies recent developments in knowledge modelling to the law domain. The book's central premise, that the development of LK BS should be centred on the elaboration of explicit models of law, is well demonstrated, it is an extremely worthwhile read for anyone interested in the theoretical foundations of AI and law and knowledge representation in particular.

During the last decade, research and applications based on the use of legal ontologies as a technique to represent legal knowledge has raised a very interesting debate about their capacity and limitations to represent conceptual structures in the legal domain. Making conceptual legal knowledge explicit would support the development of a web of legal knowledge, improve communication, create trust and enable and support open data, e-government and e-democracy activities. Moreover, this explicit knowledge is also relevant to the formalization of software agents and the shaping of virtual institutions and multi-agent systems or environments. This book explores the use of ontologism in legal knowledge representation for semantically-enhanced legal knowledge systems or web-based applications. In it, current methodologies, tools and languages used for ontology development are revised, and the book includes an exhaustive revision of existing ontologies in the legal domain. The development of the Ontology of Professional Judicial Knowledge (OPJK) is presented as a case study.

This book presents the proceedings of the 32nd International Conference on Legal Knowledge and Information Systems (JURIX 2019), held in Madrid, Spain, from 11 to 13 December 2019. Traditionally focused on legal knowledge representation and engineering, computational models of legal reasoning, and analyses of legal data, more recently the conference has also encompassed the use of machine learning tools. A total of 81 submissions were received for the conference, of which 14 were selected as full papers and 17 as short papers. A further 3 submissions were accepted as demo presentations, resulting in a total acceptance rate of 41.98%, with a competitive 25.5% acceptance rate for full papers. The 34 papers presented here cover a broad range of topics, from computational models of legal argumentation, case-based reasoning, legal ontologies, and evidential reasoning, through classification of different types of text in legal documents and comparing similarities, to the relevance of judicial decisions to issues of governmental transparency. The book will be of interest to all those whose work involves the use of knowledge and information systems in the legal sphere.

Their integration in and adaptation to legal knowledge and information systems needs to be studied. Parallel to this development, e-government applications are gradually gaining ground among local, national, European and international institutions. More than 25 years of research in the field of legal knowledge and information systems has resulted in many models for legal knowledge representation and reasoning. However, authors and reviewers rightly remarked that there are still some essential questions to be solved. First, there is a need for the integration and harmonization of the models. Secondly, there is the difficult problem of knowledge acquisition in a domain that is in constant evolution. If one wants to realize a fruitful marriage between artificial intelligence and e-government, the aid of technologies that automatically extract knowledge from natural language and from other forms of human communication and perception is needed.
