Book excerpt: Interventions that are robust, cost effective, and scalable are in critical demand throughout South Asia to offset growing water scarcity and avert increasingly frequent water-related disasters. This case study presents two complementary forms of intervention that transform water hazards (floodwater) into a resource (groundwater) to boost agricultural productivity and enhance livelihoods. The first intervention, holiya, is simple and operated by individual farmers at the plot/farm scale to control local flooding in semiarid climates. The second is the underground transfer of floods for irrigation (UTFI) and operates at the village scale to offset seasonal floods from upstream in humid climates. Rapid assessments indicate that holiyas have been established at more than 300 sites across two districts in North Gujarat since the 1990s, extending the crop growing season and improving water quality. UTFI knowledge and experience has grown rapidly since implementation of a pilot trial in western Uttar Pradesh in 2015 and is now embedded within government programs with commitments for modest scaling up. Both approaches can help farmers redress the multiple impacts associated with floods, droughts, and groundwater overexploitation at a range of scales from farm plot to the river basin. The potential for wider uptake across South Asia depends on setting up demonstration sites beyond India and overcoming gaps in technical knowledge and institutional capacity.

Book excerpt: The concept of ‘Underground Taming of Floods for Irrigation’ (UTFI) is introduced as an approach for co-managing floods and droughts at the river basin scale. UTFI involves strategic recharge of aquifers upstream during periods of high flow, thereby preventing local and downstream flooding, and simultaneously providing additional groundwater for irrigation during the dry season for livelihood improvement. Three key stages in moving UTFI from the concept stage to mainstream implementation are discussed. An analysis of prospects in the Ganges River Basin are revealed from the earliest stage of mapping of suitability at the watershed level through to the latest stages of identifying and setting up the first pilot trial in the Upper Ganges, where a comprehensive evaluation is under way. If UTFI can be verified then there is enormous potential to apply it to address climate change adaptation/mitigation and disaster risk reduction challenges globally.

Book excerpt: Floods and droughts are climate extremes that account for more than 80% of people affected by natural disasters worldwide. Both catastrophes co-exist in many river basins, for example, the Mun River Basin in Thailand, which is selected as the study area. Approximately 90% of rice cultivation here is rain-fed, and that results in the lowest yields in the country, making many farmers persist in poverty. This study aims to assess floods and droughts and their impacts on agriculture at the basin scale. For flooding, the hydrologic and hydraulic models were developed to produce the first completed flood hazard maps at the Mun River Basin. Droughts in the basin were determined by the proposed drought risk assessment scheme that combines all three key components (hazard, exposure, and vulnerability). Subsequently, the study attempts to tackle both floods and droughts simultaneously and sustainably by using integrated measures and strategies. If the problems caused by flood and drought climate extremes are solved, this will ensure adequate food availability and alleviate poverty in the basin. Furthermore, the study shows that a holistic approach to simultaneously solving both problems is efficient as most water will be utilized to benefit agriculture, the primary sector that feeds a growing population.

Book excerpt: The role of climatic and anthropogenic drivers in groundwater storage depletion and recovery in California's Central Valley has been investigated. Specifically, the dissertation addresses three research questions: (1) How does climate change impact the groundwater storage? (2) Can managed aquifer recharge (MAR) mitigate groundwater overdraft? (3) How much of the drought-caused groundwater overdraft in Central Valley has recovered during the post-drought years and what is the role of climate and water management in the fast versus slow post-drought overdraft recovery? In the first part of the dissertation, integrated hydrologic models have been simulated to predict future groundwater storage changes under multiple climate change scenarios and to evaluate the relative contribution of crop water use and surface water inflow to Central Valley regions. It is shown that climate change will accelerate groundwater depletion in the future and an increase in future crop water use will be the dominant cause of future groundwater decline without mitigation measure. In the second part, the impact of large-scale MAR implementation on groundwater overdraft recovery, flood peak, and low flow have been investigated via numerical experiments. It is shown that MAR has limited capacity to recovery historical groundwater overdraft due to lack of surface water availability in the southern Central Valley (i.e., San Joaquin and Tulare regions). Delivering excess surface water from the delta to the Tulare and San Joaquin region can significantly solve the groundwater overdraft problem. Moreover, MAR can reduce flood peaks, and increase dry season flow. Finally, an ensemble of groundwater storage change estimates has been made using multiple methods and numerical experiments conducted to understand the role of climate and water management to recover drought-caused groundwater overdraft during post-drought years. The result shows that the Central Valley aquifer is not resilient to drought under existing conditions, and it is very challenging to recover drought-caused groundwater overdraft. However, water management measures that restrict groundwater extraction can significantly reduce the groundwater overdraft recovery time.
