Book excerpt: The Average Crop Revenue Election (ACRE) program was created in the Food, Conservation and Energy Act of 2008. The program is intended to help offset years of low market revenues for agricultural producers. However, those who enroll in ACRE must forego portions of traditional payments. This study was conducted to determine what types of farms are good candidates for the ACRE program and the sensitivity of those results to input parameters and program provisions. These objectives were accomplished by creating four model farms representing typical, full-time operations. This resulted in representative farms in the following counties: McLean, Illinois; Sumner, Kansas; Hale, Texas; and Boliver, Mississippi. One thousand stochastic prices and yields were generated for each crop on each representative farm. Correlations were imposed on the variables to create the appropriate interactions between prices and yields. The results of the Monte Carlo simulations show that cotton producers are unlikely to benefit from the ACRE program, as the payments foregone to enroll in this new program are very high. Additionally, states with lower price/yield correlation tend to receive ACRE payments more often. Furthermore, 2009 is shown to be the best year to enroll under the assumed price path. Altering the price path can change the ACRE enrollment decision as demonstrated in the analysis. Likewise, the optimal producer decision is shown to be sensitive to the base acres on each representative farm. Finally, the analysis reveals that ACRE benefits are dependent on the program's payment rate restrictions.

Missouri has a nitrogen standard that limits the application of manure to 150 pounds of nitrogen-N per acre. To further protect Missouri's water quality, several proposed regulations for other nutrients have been talked about. Phosphorus is often the limiting nutrient for algal growth that causes eutrophication of surface waters. In order to protect Missouri's waters from eutrophication by nonpoint sources, Missouri Department of Natural Resources is considering the implementation of phosphorus-based regulations on the land application of manure. The phosphorus standard would set the maximum amount of phosphorus that would be allowed to be land applied in manure. This study evaluated the proposed standard for its economic and environmental impact on a 160-sow (366 aue) farm in Montgomery County, Missouri. A farm-level modeling system was developed to provide policy-makers and farmers with information on the impacts that the phosphorus standard would have on this size of operation. The modeling system included environmental simulation model APEX, a financial simulation model FLIPSIM, and a linear programming, mathematical optimization model that optimized the spreading activities restricted by soil moisture limitations on spreading and labor hours. The LP model showed that the farm with a 6-month pit capacity and 7.5 acres of cropland per sow was able to spread all the manure produced without having to resort to shipping manure off-farm to keep the pit from overflowing. Assuming a 20% debt level, the financial implications of a phosphorus standard were relatively minor, costing approximately $0.70/acre. Improvements in water quality from implementing a phosphorus standard on the representative farm modeled in this analysis would be negligible. Since the goal of the phosphorus standard is to improve water quality, it would appear that the phosphorus standard would not contribute much more than the current nitrogen standard. There were only marginal improvements in water quality measures simulated for this farm.

Book excerpt: Agricultural policy continues to play a large role in risk reduction for agricultural producers in the United States. However, current budget deficits and growing national debt has many policy makers looking for ways to change the farm safety net. The interactions of current and new policy tools including crop insurance and representative farms were examined in a simulation model for four representative farms. Various outcomes were examined with attention primarily focused on (1) magnitude and frequency of farm program payments, (2) government costs and farmer return on insurance premiums paid, (3) coefficient of variation of farm revenue and probability of negative ending cash, and (4) Stochastic Efficiency with Respect to a Function (SERF) analysis. Results indicated that Supplemental Coverage Option (SCO) and Stacked Income Protection Plan (STAX) programs provide high farmer returns and positive mean payments. However, SCO, STAX, and crop insurance provided lower levels of protection when both the base and harvest price decline by the same amount. Overall, the House farm bill was preferred by all four farms for every scenario. Additionally, the results for Alternative 4, which examined different insurance coverage levels, showed that it was possible for a representative farm to lower its insurance coverage and improve its financial position. The results indicate how farm programs cover various types of potential losses faced by producer which makes the results meaningful to both producers and policy makers alike.
