Available in PDF, EPUB and Kindle. Book excerpt: During the 1900s eugenics gained favour as a means of controlling the birth rate among “undesirable” populations in Canada. Though many people were targeted, the coercive sterilization of one group has gone largely unnoticed. An Act of Genocide unpacks long-buried archival evidence to begin documenting the forced sterilization of Aboriginal women in Canada. Grounding this evidence within the context of colonialism, the oppression of women and the denial of Indigenous sovereignty, Karen Stote argues that this coercive sterilization must be considered in relation to the larger goals of Indian policy — to gain access to Indigenous lands and resources while reducing the numbers of those to whom the federal government has obligations. Stote also contends that, in accordance with the original meaning of the term, this sterilization should be understood as an act of genocide, and she explores the ways Canada has managed to avoid this charge. This lucid, engaging book explicitly challenges Canadians to take up their responsibilities as treaty partners, to reconsider their history and to hold their government to account for its treatment of Indigenous peoples.

Available in PDF, EPUB and Kindle. Book excerpt: In Bureaucratic Manoeuvres, John Grundy examines profound transformations in the governance of unemployment in Canada. While policy makers previously approached unemployment as a social and economic problem to be addressed through macroeconomic policies, recent labour market policy reforms have placed much more emphasis on the supposedly deficient employability of the unemployed themselves, a troubling shift that deserves close, critical attention. Tracing a behind-the-scenes history of public employment services in Canada, Bureaucratic Manoeuvres shows just how difficult it has been for administrators and frontline staff to govern unemployment as a problem of individual employability. Drawing on untapped government records, it sheds much-needed light on internal bureaucratic struggles over the direction of labour market policy in Canada and makes a key contribution to Canadian political science, economics, public administration, and sociology.

Book excerpt: The Canadian Senate in Bicameral Perspective is the first book-length scholarly study of the Senate in over a quarter century and the first such analysis of the upper house as one chamber of a bicameral legislature. David E. Smith's aim is to demonstrate the inter-relationship of the two chambers and the constraint this poses for Senate reform. He analyzes past literature on the Senate and current proposals for reform such as Triple-E Senate drawing detailed comparisons between Canada's upper chamber and the upper chambers of Australia, the United States, Germany, and the United Kingdom. There is a revival of interest and literature abroad in upper chambers and also in bicameralism. Using Parliamentary debates and committee reports, as well as a broad reading of comparative literature, The Canadian Senate in Bicameral Perspective sets the Canadian Senate into this international milieu, contextualizing the debate and arguing for a renewed investigation into its future.

The entries in Part One treat general aspects of the origins, development, organization, and administration of the welfare state in Canada; included is a section covering basic statistical sources. The entries in Part Two treat particular areas of policy such as unemployment, disabled persons, prisons, child and family welfare, health care, and day care. Also included are an introductory essay reviewing the literature on social welfare policy in Canada, a "User's Guide," several appendices on archival materials, and an extensive chronology of Canadian social welfare legislation both federal and provincial. The volume will increase the accessibility of literature on the welfare state and stimulate increased awareness and further research. It should be of wide interest to students, researchers, librarians, social welfare policy analysts and administrators, and social work practitioners.

This book was released on 2012-11-17 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 9/11, Canada’s reputation as an inclusive country that takes in immigrants and refugees has been clouded by restrictive immigration policies, increased interdiction, and the detention of asylum seekers. Moreover, public debate over the arrival of non-citizens -- especially those seeking entry through unofficial channels -- is now often framed within a security discourse that is used to justify a more restrictive approach. These developments are not surprising in the current context, but as Anderson illustrates, they are also nothing new. Canadian Liberalism and the Politics of Border Control sheds light on the long and complex history of Canada’s efforts to control its borders. Framing pivotal moments within a long-standing but often overlooked debate over the rights of non-citizens, Anderson demonstrates that today’s more restrictive approach reflects traditions deeply embedded within liberal democracies. His insights into Canadian immigration and refugee history offer valuable lessons for understanding the nature of contemporary liberal-democratic control policies.
