Available in PDF, EPUB and Kindle. Book excerpt: Drawing on more than 40 years of experience conducting applied social science research and program evaluation, author Michael Quinn Patton has crafted the most comprehensive and systematic book on qualitative research and evaluation methods, inquiry frameworks, and analysis options available today. Now offering more balance between applied research and evaluation, this Fourth Edition illuminates all aspects of qualitative inquiry through new examples, stories, and cartoons; more than a hundred new summarizing and synthesizing exhibits; and a wide range of new highlight sections/sidebars that elaborate on important and emergent issues. For the first time, full case studies are included to illustrate extended research and evaluation examples. In addition, each chapter features an extended "rumination," written in a voice and style more emphatic and engaging than traditional textbook style, about a core issue of persistent debate and controversy.

Book excerpt: The problems faced by today's public managers are often too large to be solved by a single entity, and require collaboration across government, nonprofit, and business sectors. As new technologies and systematic approaches transform the transportation field, cross-sector collaboration has become an increasingly important policy development and implementation approach. Particularly within the transportation field, an assemblage of technologies is often critical to implementing system-wide strategies aimed at, for example, mitigating traffic congestion. In many cases, designers and implementers of effective transportation policies must combine a variety of technologies with deft relationship building and management. Through the development of comparative case studies of the Urban Partnership Agreement (UPA) initiatives, this research study will complete the examination from start to finish of the Minnesota UPA, and provide additional comparative information from other UPA sites to enhance the certainty of conclusions, and to develop sound lessons for practitioners.

Book excerpt: The Twin Cities metropolitan area was selected to participate in a federal transportation initiative called the Urban Partnership program. This required the formation of a multi-agency collaboration of transportation-focused groups in the Twin Cities area. This collaboration - including the external forces affecting it, the internal processes, structures, and competencies that allowed it to operate, and its accountability mechanisms - is the focus of this analysis. Confirming lessons found in the collaboration literature, the Minnesota UPA is a complex assembly of human (individuals and relationships) and non-human (technologies, artifacts, laws, and procedures) elements; therefore, it is not an easy answer to hard problems but a hard answer to hard problems. The research highlights some new findings. Most notably: the role of technology; linkages connecting high-level federal policymaking to local, operational implementation details; emphasis on multiple roles played by sponsors, champions, neutral conveners, process designers, and technical experts; importance of specific competencies; the role of rules and routines as drivers of collaboration; and the importance of spatial and temporal organizational ambidexterity. It is important to note that the work of this collaboration thus far has been virtually invisible to the public, but that will change in the upcoming stages of UPA implementation.

Book excerpt: Marc Holzer and Richard W. Schwester have written a fresh and highly engaging textbook for the introductory course in Public Administration. Their coverage is both comprehensive and cutting-edge, including not only all the basic topics (OT, budgeting, HRM), but also reflecting new realities in public administration: innovations in e-government, the importance of new technology, changes in intergovernmental relations, especially the emphasis on inter-local and shared regional resources, and public performance and accountability initiatives. Public Administration has been crafted with student appeal in mind. Each of the book’s chapters is generously illustrated with cartoons, quotes, and artwork—all reinforcing the book’s theme that the field of public administration is rooted in the cultural and political world. Each chapter is also supported with a listing of key terms, exercises, and additional resources. The textbook is supported by one of the most comprehensive and easy-to-use instructors' manuals of any introductory text on the market today. It contains full lesson plans with activities to accommodate a broad range of teaching and learning styles for each chapter, PowerPoint decks for each chapter (with visuals and links embedded), 8 new long-term project / student presentation ideas, an updated 'Quotes and Notables' section with biographical information and media links for each chatper, updated test questions with answer keys, and updated terms and definitions for each chapter.

Book excerpt: The world of public management is changing dramatically, fueled by technological innovations such as the Internet, globalism that permits us to outsource functions anywhere in the world, new ideas from network theory, and more. Public managers no longer are unitary leaders of unitary organizations - instead, they often find themselves convening, negotiating, mediating, and collaborating across borders."Big Ideas in Collaborative Public Management" brings together a rich variety of big picture perspectives on collaborative public management. The chapters are all original and written by distinguished experts. Designed for practical application, they range from examinations of under what conditions collaborative public management occurs to what it means to be a collaborative leader. The contributors address tough issues such as legitimacy building in networks, and discuss ways to engage citizens in collaboration. They examine the design of collaborative networks and the outcomes of collaboration. Detailed introductory and concluding chapters by the editors summarize and critique the chapters, and frame them as a reflection of the state of collaborative public management today.
