Eller moves beyond the small body of writing by Dominican elites that often narrates Dominican nationhood to craft inclusive, popular histories of identity, community, and freedom, summoning sources that range from trial records and consul reports to poetry and song. Rethinking Dominican relationships with their communities, the national project, and the greater Caribbean, Eller shows how popular anticolonial resistance was anchored in a rich and complex political culture. Haitians and Dominicans fostered a common commitment to Caribbean freedom, the abolition of slavery, and popular democracy, often well beyond the reach of the state. By showing how the island's political roots are deeply entwined, and by contextualizing this history within the wider Atlantic world, Eller demonstrates the centrality of Dominican anticolonial struggles for understanding independence and emancipation throughout the Caribbean and the Americas.

Book excerpt: Military Entrepreneurs and the Spanish Contractor State in the Eighteenth Century offers a new approach to the relationship between warfare and state construction. Historians looking at how war funding impinged on state development, and how state growth made wars more significant, have tended to downplay the role of military-provisioning entrepreneurs. Written off as corrupt and selfish, these entrepreneurs jarred with the received view of a rationally growing and modernising state. This volume shows that the state-entrepreneur relationship was much more fluid and constant than previously thought. The state was not able to enforce a top-down military supply policy; at the same time it benefited from the entrepreneurs' collaboration and their shared mercantilist ambitions. The entrepreneurs' mobilisation of military supplies was crucial for extending state authority and helped to knit together national and colonial markets. But this fluid state-entrepreneur relationship gradually became shrouded in privileges and monopolies, not so much ideology driven or imposed by the entrepreneurs but rather as an arrangement exploited by the state to boost its control over them, whittling down middlemen and ensuring the solvency and creditworthiness of the chosen few. This arrangement spiralled into a risky inter-dependence and cramped entrepreneurial competition. Rafael Torres Sanchez furnishes new insights into the role of military entrepreneurs in debates about warfare and state construction.

Book excerpt: During the wars for independence in Spanish South America (1808-1826), thousands of slaves enlisted under the promise of personal freedom and, in some cases, freedom for other family members. Blacks were recruited by opposing sides in these conflicts and their loyalties rested with whomever they believed would emerge victorious. The prospect of freedom was worth risking one's life for, and wars against Spain presented unprecedented opportunities to attain it.Much hedging over the slavery issue continued, however, even after the patriots came to power. The prospect of abolition threatened existing political, economic, and social structures, and the new leaders would not encroach upon what were still considered the property rights of powerful slave owners. The patriots attacked the institution of slavery in their rhetoric, yet maintained the status quo in the new nations. It was not until a generation later that slavery would be declared illegal in all of Spain's former mainland colonies.Through extensive archival research, Blanchard assembles an accessible, comprehensive, and broadly based study to investigate this issue from the perspectives of Royalists, patriots, and slaves. He examines the wartime political, ideological, and social dynamics that led to slave recruitment, and the subsequent repercussions in the immediate postindependence era. Under the Flags of Freedom sheds new light on the vital contribution of slaves to the wars for Latin American independence, which, up until now, has been largely ignored in the histories and collective memories of these nations.
