Book excerpt: Violent extremist movements and ongoing military operations have prompted the Department of Defense (DoD) to place greater emphasis on improving language and regional proficiency, which includes cultural awareness. GAO was asked to assess the extent to which DoD has done the following: (1) developed a strategic plan to guide its language and regional proficiency transformation efforts, and (2) obtained the information it needs to identify potential language and regional proficiency gaps and assess risk. To conduct this assessment, GAO analyzed DoD's Defense Language Transformation Roadmap, reviewed the military services' strategies for transforming language and regional proficiency capabilities, and assessed the range of efforts intended to help identify potential gaps. GAO recommends that DoD do the following: (1) develop a comprehensive strategic plan for its language and regional proficiency transformation, (2) establish a mechanism to assess the regional proficiency skills of its military and civilian personnel, and (3) develop a methodology to identify its language and regional proficiency requirements. DoD concurred with GAO's recommendations and stated it is taking related actions.

Book excerpt: Recent terrorist events such as the attempted bomb attacks in New York's Times Square and aboard an airliner on Christmas Day 2009 are reminders that national security challenges have expanded beyond the traditional threats of the Cold War Era. Today's threats are diffuse and ambiguous, making it difficult for any single fed. agency to address them alone. Effective collaboration among multiple agencies and across fed., state, and local governments is critical. This testimony highlights opportunities to strengthen interagency collaboration by focusing on four key areas: (1) developing overarching strategies; (2) creating collaborative org.; (3) developing a well-trained workforce; and (4) improving info. sharing. Book excerpt: DoD's combatant commands, such as U.S. Southern Command (SOUTHCOM) and U.S. Africa Command (AFRICOM), play key roles in interagency collaboration. Both aim to build partner nation capacity and perform humanitarian assistance, while standing ready to perform military operations. SOUTHCOM supports U.S. law enforcement and intelligence agencies in the Americas and Caribbean in disrupting illicit trafficking and narco-terrorism. As DoD's newest command, AFRICOM works with U.S. diplomacy and development agencies on activities such as maritime security and pandemic response efforts. This testimony provides observations from ongoing work on U.S. counter-piracy efforts by focusing on 3 key areas essential for interagency collaboration.

Book excerpt: The DoD spends billions of dollars each year to maintain key business operations, including systems and processes related to the management of contracts, finances, the supply chain, support infrastructure, and weapon systems acquisition. A number of these areas are vulnerable to fraud, waste, abuse, and mis-management and because of opportunities to achieve greater efficiencies and free up resources for higher-priority needs. This study assessed the extent to which DoD has taken steps to: (1) implement management frameworks for business transformation; and (2) develop business transformation plans, supported by a strategic planning process, that enable them to align goals and planning efforts and measure progress. Executive Order (EO) 13166 directs each federal agency to improve access to federal programs and services for persons with limited English proficiency (LEP). Agencies are required to develop recipient guidance and/or an LEP plan outlining steps for ensuring that LEP persons can access federal services and programs. This report: (1) determined which agencies have completed their recipient guidance and LEP plan; (2) assessed the extent to which the selected agencies have implemented the EO, and (3) examined three selected agencies' efforts to enhance collaboration. The report selected the IRS, FEMA, and SBA for this review because of the amount and significance of their interaction with LEP persons. Charts and tables.

Book excerpt: From FY 1994-2009, the DoD separated over 13,000 active military servicemembers under its homosexual conduct policy. These separations represent about 0.37% of the 3.6 million members separated for all reasons. In 2005, a report was issued on the number of separated servicemembers under DoD's homosexual conduct policy who held critical skills from FY 1994 through 2003. This report examined data from FY 2004 through 2009 to determine: (1) the extent to which the policy has resulted in the separation of servicemembers with skills in critical occupations and important foreign languages; and (2) the services' costs for certain activities associated with administering the policy. Book excerpt: Agencies must engage in a whole-of-government approach to protect the nation and its interests from diverse threats such as terrorism and infectious diseases. However, the gaps in national security staff knowledge and skills pose a barrier to the interagency collaboration needed to address these threats. Training and other professional development activities could help bridge those gaps. This report identified: (1) training and other professional development activities intended to improve the ability of key national security agencies' personnel to collaborate across organizational lines; and (2) how these activities were intended to improve participants' collaboration abilities.
