Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Hannah Tonkin critically analyses the international obligations on three key states - the hiring state, the home state and the host state of a PMSC - and identifies the circumstances in which PMSC misconduct may give rise to state responsibility. At the international level, the market for these contracts is shaped by how many countries can supply security. Tongfi Kim identifies the supply of policy concessions and military commitments as the main factors that explain the bargaining power of a state in a potential or existing alliance. Additionally, three variables of a state's domestic politics significantly affect its negotiating power: whether there is strong domestic opposition to the alliance, whether the state's leader is pro-alliance, and whether that leader is vulnerable. Kim then looks beyond existing alliance literature, which focuses on threats, to produce a deductive theory based on analysis of how the global power structure and domestic politics affect alliances. As China becomes stronger and the U.S. military budget shrinks, The Supply Side of Security shows that these countries should be understood not just as competing threats, but as competing security suppliers.

Yet, no book has so far assessed the impact of private security companies on military effectiveness. Filling that gap, Molly Dunigan reveals how the increasing tendency to outsource missions to PSCs has significant ramifications for both tactical and long-term strategic military effectiveness—and for the likelihood that the democracies that deploy PSCs will be victorious in warfare, both over the short- and long-term. She highlights some of the ongoing problems with deploying large numbers of private security contractors alongside the military, specifically identifying the deployment scenarios involving PSCs that are most likely to have either positive or negative implications for military effectiveness. She then provides detailed recommendations to alleviate these problems. Given the likelihood that the U.S. will continue to use PSCs in future contingencies, this book has real implications for the future of U.S. military and foreign policy.

By examining the changing relationship between ruling elites in the Indian subcontinent and their armed forces, the book shows that divisions within society are mirrored within the military, even within the contemporary professional military. Stephen Peter Rosen explores the proposition that cultural explanations don't sufficiently account for changes in military power, whereas social structure does. He suggests also that the dynamics of civil-military relations in a non-Western setting are not explicable without social-structural insight. He concludes that the comparative study of strategic behavior and military organization has lacked a sound foundation, which the social-structural explanation offered in this book begins to provide.

Book excerpt: Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.

The book discusses four interconnected themes. First, it differentiates private contractors from mercenaries, presenting an historical overview of private violence. Second, it situates PMSCs’ employees under the legal status of civilian or combatant in accordance with the Third and Fourth Geneva Conventions of 1949. It then investigates the existing law on state responsibility and what sort of responsibility companies and their employees can face. Finally, the book explores current developments on regulation within the industry, on national, regional and international levels. These themes are connected by the argument that, in order to find gaps in the existing laws, it is necessary to establish what they are, what law is applicable and what further developments are needed.
