Book excerpt: Establishing an effective local police force is one of the most critical elements of successful counterinsurgency and stability operations, but is a task for which the U.S. government is poorly prepared and lacks capacity. This monograph retraces the recent history of U.S. foreign police training, from the well-coordinated effort by the U.S. Agency for International Development (USAID) from 1961 to 1974, the U.S. congressional prohibition of the use of foreign assistance funds for police training which ended the USAID police training role in 1974, and the subsequent evolution of a patchwork approach to U.S. foreign police training involving up to 30 departments and agencies, a variety of private police contractors, and multiple fund appropriations. Despite this bureaucratic complexity, the key principles for developing effective local police in stability operations remain the same. There must be a distinction between stability policing and community based policing, with a transition from the former to the latter at the appropriate phase of stability operations. Normative standards are critical for effective community based policing, and must be established by shaping police organizational subculture in the context of local societal culture. This monograph explores the way ahead to achieve these goals for effective local police in stability operations in the current complex and challenging operational environment.

Book excerpt: For the first time ever, author Gordon Cucullu gives readers an explosive inside look at modern military police units and their role in defending our freedom. America has been at war on several fronts since the 9/11 attack. While public attention has focused on Marines, conventional Army units, and Special Operations Forces, a lion's share of the war-fighting has been done, under media radar, by Military Police units. These squad and platoon-sized units patrol dangerous urban streets, build up local police units to improve neighborhood stability, and conduct civic action missions. On many occasions they have rushed into a vicious firefight to come to the assistance of infantry units in desperate straits. They keep villages Taliban-free, monitor balloting sites, and interdict drug shipments. In detention centers at Camp Bucha, Iraq, Bagram, Afghanistan, and Guantanamo, Cuba they guard some of the most dangerous terrorists in history. The story is told by the soldiers themselves, recounting what they have seen and experienced, along with historical context and first-hand field observations by the author team who were provided with unique inside access. Warrior Police takes readers into the bloody streets of Iraq, the dangerous back-country of Afghanistan, and wherever our Military Police are needed.

Book excerpt: In Iraq and elsewhere, the United States finds itself in need of a law enforcement capability for stability operations. How should such a force be created and what specific capabilities should it embody? This report examines the characteristics of such a force and the functional and organizational challenges that must be faced in creating it. The author evaluates five major options, both civilian and military, for creating these forces and assesses each option under nine criteria for effectiveness. He concludes by giving a clear picture of each option's relative strengths and weaknesses and suggests areas to be examined to complete the picture of how best to create the force.

Book excerpt: Can civilian police officers really protect military bases as well as active duty Soldiers and Marines? Many say they cannot; however, due to the growing demand for military police (MP) overseas, civilian police have become a necessary part of the Armed Forces. The Provost Marshal's Office (PMO) at Marine Corps Base Quantico has "identified a need for more field MP due to our mission in Iraq and Afghanistan."1 Officials at other DoD installations have the same view. Marine Corps Air Station Beaufort and Parris Island Recruit Depot are now "hiring [civilian] police officers to free up the military police to fight the war on terror."2 With more MP every year committed to the Global War on Terror (GWOT), few will be left to patrol and guard our bases. In fact, civilian police officers must continue to be employed throughout the Department of Defense (DoD) because of the high demand for MP overseas and at our home stations.

Book excerpt: Named one of the best nonfiction books of the year by The Washington Post “Tangled Up in Blue is a wonderfully insightful book that provides a lens to critically analyze urban policing and a road map for how our most dispossessed citizens may better relate to those sworn to protect and serve.” —The Washington Post “Remarkable . . . Brooks has produced an engaging page-turner that also outlines many broadly applicable lessons and sensible policy reforms.” —Foreign Affairs Journalist and law professor Rosa Brooks goes beyond the "blue wall of silence" in this radical inside examination of American policing In her forties, with two children, a spouse, a dog, a mortgage, and a full-time job as a tenured law professor at Georgetown University, Rosa Brooks decided to become a cop. A liberal academic and journalist with an enduring interest in law's troubled relationship with violence, Brooks wanted the kind of insider experience that would help her understand how police officers make sense of their world—and whether that world can be changed. In 2015, against the advice of everyone she knew, she applied to become a sworn, armed reserve police officer with the Washington, DC, Metropolitan Police Department. Then as now, police violence was constantly in the news. The Black Lives Matter movement was gaining momentum, protests wracked America's cities, and each day brought more stories of cruel, corrupt cops, police violence, and the racial disparities that mar our criminal justice system. Lines were being drawn, and people were taking sides. But as Brooks made her way through the police academy and began work as a patrol officer in the poorest, most crime-ridden neighborhoods of the nation's capital, she found a reality far more complex than the headlines suggested. In Tangled Up in Blue, Brooks recounts her experiences inside the usually closed world of policing. From street shootings and domestic violence calls to the behind-the-scenes police work during Donald Trump's 2016 presidential inauguration, Brooks presents a revelatory account of what it's like inside the "blue wall of silence." She issues an urgent call for new laws and institutions, and argues that in a nation increasingly divided by race, class, ethnicity, geography, and ideology, a truly transformative approach to policing requires us to move beyond sound bites, slogans, and stereotypes. An explosive and groundbreaking investigation, Tangled Up in Blue complicates matters rather than simplifies them, and gives pause both to those who think police can do no wrong—and those who think they can do no right.

Book excerpt: Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which we call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army's Military Police. The authors conclude that an SPF containing 6,000 people-created in the U.S. Marshals Service and staffed by a "hybrid option," in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed-would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.
