Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

The research will be based on documents and interviews generated by the operation. Introduction The United States has been involved in Haiti's internal affairs on and off for a number of years. In 1915, the United States began an occupation of Haiti that lasted for nineteen years. The occupation began with good intentions but expanded into an operation that the U.S. military was ill-equipped to perform. The way the operation was conducted left a lot to be desired and the U.S. learned a great deal from it. This occupation and others have influenced how we do Military Operation Other Than War (MOOTW) today. The occupation will be discussed briefly as part of this research paper. Operation Uphold Democracy was determined to be a successful operation. This paper will explore whether the Civil Military Operations Center (CMOC) contributed to that success by looking at the principles of MOOTW. The operations conducted in Somalia, Rwanda, and Haiti have continued the development and evolution of the CMOC. The lessons learned, during these operations, will help in further refining the concept of the CMOC.

Book excerpt: Major Tony Pfaff, a former Assistant Professor of Philosophy at the United States Military Academy, addresses an important source of much of the confusion that currently surrounds many of the Operations Other Than War (OOTW) that the military finds itself participating in with increasing frequency. The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this. Commonly, the resolution of this tension is expressed in the maxim: always use the least amount of force necessary to achieve the military objective. This maxim applies, regardless of what environment one is in. The author's contention is, however, that the understanding of necessary is radically different in the peacekeeping environment than it is in more conventional operations. Failure to understand this results in a great deal of confusion as soldiers try to apply an ethic designed for dealing with enemies in environments where there are none.

In 1996, USAREUR undertook to study "Problems and Solutions in Future Coalition Operations." That topic was germane not only because of the U.S. Government's participation in several current coalitions, but also because USAREUR will continue to be in the vanguard, participating in a wide variety of multinational operations. While coalitions may be a way of life for most militaries, changes in the geostrategic environment over the past several years have created new challenges and opport- unities for U.S. participation. Protecting the Kurds in Iraq after the Gulf War, supporting humanitarian relief operations in Rwanda, deploying a preventive diplomacy force to the Former Yugoslav Republic of Macedonia to guard against a spillover of the Balkan conflict, and providing forces to support the implementation of the Dayton Accords for Bosnia have tested the United States' ability to work with new partners, in support of new missions, in unfamiliar parts of the world. There are important similarities and differences between these new coalition operations, and large military operations and bygone NATO plans for operations in Europe against the Warsaw Pact. In fact, some of the former Warsaw Pact states are now partners in coalitions with the United States Other countries from Africa and Asia Minor have participated as well.
