Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

Our ultimate goal is to identify, systematise and conduct a legal study of EU military operations, in order to grasp the scope of its involvement in international security and peace-keeping issues, and obtain the keys that explain the current situation as well as future prospects.

The first two chapters look at civil-military cooperation in general and demonstrate ways to analyse the concept of civil-military cooperation with approaches of civil-military relations and inter-organizational relations. The third and fourth chapter will look at the institutional theory and its explanatory framework for analysing civil-military cooperation. The analysis of civil-military cooperation in the institutional framework will occur with the method of the policy cycle and looks at the NATO CIMIC Framework and its implementation in the cases of Afghanistan and Kosovo. Since the end of the cold war, the number of conflicts and humanitarian crises increased and the efforts of the international community in crisis management occur in highly complex situations in which sole military or humanitarian efforts cannot provide a solution to the situation. Civil-Military cooperation has become the catchphrase when talking about how to manage and solve complex crises. There are two different understandings of the term civil-military cooperation. In its basic form, it describes ‘the interaction between civilian humanitarian actors and international forces during complex emergencies’. The second understanding was developed by the military and referred ‘to the liaison and coordination processes and mechanisms that are established to facilitate relations between military forces and civilian agencies’ ‘in order to achieve military objectives’. Both definitions are broad and allow every organization to develop their understanding of civil-military cooperation. The most known concept is CIMIC by the North Atlantic Treaty Organization (NATO). However, other organization, like the United Nations (UN) or the European Union (EU), as well as humanitarian actors, have their understanding of civil-military cooperation. The interesting question is not how each organization understands civil-military cooperation, but how an organization formulate and implement the concept of civil-military cooperation as part of its institutional framework. Herbert Schoonmaker analyzes the role and management of U.S. military forces in the Dominican crisis. Like other Cold War interventions, the Dominican intervention demonstrated the use of rapidly reacting, joint military forces to achieve limited political objectives. It also represents a good vehicle for analyzing U.S. civilian-military relationships during this kind of military operation. At the same time the civil strife continued in Santo Domingo, U.S. military forces engaged in a variety of duties, both combat and peacekeeping, and did so while the Organization of American States, the United Nations, and U.S. government teams attempted to negotiate a peaceful settlement. Such a complex environment, Schoonmaker argues, necessitated tight civilian control of the engaged armed forces and required restraint in carrying out their combat duties. In addition to the political-military factors, Schoonmaker also focuses on the joint army-navy-air aspects of the operation. He concentrates on the uniqueness of the intervention which makes the lessons learned from it applicable in some circumstances, but not in others. A study of the Dominican intervention is important because of its implications for defense needs and structure in a time of tight military budgets. The author also outlines the problems associated with quick-reacting forces and indicates the necessity for efficient intelligence, communications, logistics, and command and control. This book is must reading for military theoreticians and strategists, historians, and political scientists.

Book excerpt: Modern societies are affected by various threats and hazards, including natural disasters, cyber-attacks, extreme weather events and inter-state conflicts. Managing these challenging situations requires immediate actions, suspension of ordinary procedures, decision making under uncertainty and coordinated action. In other words, challenging situations put high demands on the command and control (C2) capability. To strengthen the capability of C2, it is vital to identify the prerequisites for effective coordination and direction within the domain of interest. This thesis explores C2 capability and effectiveness in three domains: interorganizational crisis management, military command and control, and cyber defence operations. The thesis aims to answer three research questions: (1) What constitutes C2 capability? (2) What constitutes C2 effectiveness? and (3) How can C2 effectiveness be assessed? The work was carried out as two case studies and one systematic literature review. The main contributions of the thesis are the identification of perspectives of C2 capability in challenging situations and an overview of approaches to C2 effectiveness assessment. Based on the results of the three studies, six recurring perspectives of capability in the domains studied were identified: interaction (collaboration), direction and coordination, relationships, situation awareness, resilience and preparedness. In the domains there are differences concerning which perspectives that are most emphasized in order obtain C2 capability. C2 effectiveness is defined as the extent to which a C2 system is successful in achieving its intended result. The thesis discusses the interconnectedness of performance and effectiveness measures, and concludes that there is not a united view on the difference between measures of effectiveness and measures of performance. Different approaches to effectiveness assessment were identified, where assessment may be conducted based on one specific issue, in relation to a defined goal for a C2 function or using a more exploratory approach.
