Book excerpt: America no longer enjoys military primacy in the Indo-Pacific and its capacity to uphold a favourable balance of power is increasingly uncertain. The combined effect of ongoing wars in the Middle East, budget austerity, underinvestment in advanced military capabilities and the scale of America’s liberal order-building agenda has left the US armed forces ill-prepared for great power competition in the Indo-Pacific. America’s 2018 National Defense Strategy aims to address this crisis of strategic insolvency by tasking the Joint Force to prepare for one great power war, rather than multiple smaller conflicts, and urging the military to prioritise requirements for deterrence vis-à-vis China. Chinese counter-intervention systems have undermined America’s ability to project power into the Indo-Pacific, raising the risk that China could use limited force to achieve a fait accompli victory before America can respond; and challenging US security guarantees in the process. For America, denying this kind of aggression places a premium on advanced military assets, enhanced posture arrangements, new operational concepts and other costly changes. While the Pentagon is trying to focus on these challenges, an outdated superpower mindset in the foreign policy establishment is likely to limit Washington’s ability to scale back other global commitments or make the strategic trade-offs required to succeed in the Indo-Pacific. Over the next decade, the US defence budget is unlikely to meet the needs of the National Defense Strategy owing to a combination of political, fiscal and internal pressures. The US defence budget has been subjected to nearly a decade of delayed and unpredictable funding. Repeated failures by Congress to pass regular and sustained budgets has hindered the Pentagon’s ability to effectively allocate resources and plan over the long term. Growing partisanship and ideological polarisation — within and between both major parties in Congress — will make consensus on federal spending priorities hard to achieve. Lawmakers are likely to continue reaching political compromises over America’s national defence at the expense of its strategic objectives. America faces growing deficits and rising levels of public debt; and political action to rectify these challenges has so far been sluggish. If current trends persist, a shrinking portion of the federal budget will be available for defence, constraining budget top lines into the future. Above-inflation growth in key accounts within the defence budget — such as operations and maintenance — will leave the Pentagon with fewer resources to grow the military and acquire new weapons systems. Every year it becomes more expensive to maintain the same sized military. America has an atrophying force that is not sufficiently ready, equipped or postured for great power competition in the Indo-Pacific — a challenge it is working hard to address. Twenty years of near-continuous combat and budget instability has eroded the readiness of key elements in the US Air Force, Navy, Army and Marine Corps. Military accidents have risen, aging equipment is being used beyond its lifespan and training has been cut. Some readiness levels across the Joint Force are improving, but structural challenges remain. Military platforms built in the 1980s are becoming harder and more costly to maintain; while many systems designed for great power conflict were curtailed in the 2000s to make way for the force requirements of Middle Eastern wars — leading to stretched capacity and overuse. The military is beginning to field and experiment with next-generation capabilities. But the deferment or cancellation of new weapons programs over the last few decades has created a backlog of simultaneous modernisation priorities that will likely outstrip budget capacity. Many US and allied operating bases in the Indo-Pacific are exposed to possible Chinese missile attack and lack hardened infrastructure. Forward deployed munitions and supplies are not set to wartime requirements and, concerningly, America’s logistics capability has steeply declined. New operational concepts and novel capabilities are being tested in the Indo-Pacific with an eye towards denying and blunting Chinese aggression. Some services, like the Marine Corps, plan extensive reforms away from counterinsurgency and towards sea control and denial. A strategy of collective defence is fast becoming necessary as a way of offsetting shortfalls in America’s regional military power and holding the line against rising Chinese strength. To advance this approach, Australia should: Pursue capability aggregation and collective deterrence with capable regional allies and partners, including the United States and Japan. Reform US-Australia alliance coordination mechanisms to focus on strengthening regional deterrence objectives. Rebalance Australian defence resources from the Middle East to the Indo-Pacific. Establish new, and expand existing, high-end military exercises with allies and partners to develop and demonstrate new operational concepts for Indo-Pacific contingencies. Acquire robust land-based strike and denial capabilities. Improve regional posture, infrastructure and networked logistics, including in northern Australia. Increase stockpiles and create sovereign capabilities in the storage and production of precision munitions, fuel and other materiel necessary for sustained high-end conflict. Establish an Indo-Pacific Security Workshop to drive US-allied joint operational concept development. Advance joint experimental research and development projects aimed at improving the cost-capability curve.

Book excerpt: U.S. and outside assessments of the effort to stabilise Afghanistan are mixed and subject to debate; the Administration notes progress on reconstruction, governance and security in many areas of Afghanistan, particularly the U.S.-led eastern sector of Afghanistan. However, a November 2007 Bush Administration review of U.S. efforts in Afghanistan reportedly concluded that overall progress was inadequate. This mirrors recent outside studies that contain relatively pessimistic assessments, emphasising a growing sense of insecurity in areas previously considered secure, increased numbers of suicide attacks, and increasing aggregate poppy cultivation, as well as increasing divisions within the NATO alliance about the relative share of combat among the nations contributing to the peacekeeping mission. Both the official U.S. as well as outside assessments are increasingly pointing to Pakistan as failing -- either through lack of attention or eliberatestrategy -- to prevent Taliban commanders from operating from Pakistan. To try to gain momentum against the insurgency, the United States is considering new initiatives including adding U.S. troops to the still combat-intense south, possibly assuming U.S. command of the southern sector, and increasing direct U.S. action against Taliban concentrations inside Pakistan. Politically, the Afghan government remains reasonably stable. The post-Taliban transition was completed with the convening of a parliament in December 2005; a new constitution was adopted in January 2004, successful presidential elections were held on October 9, 2004, and parliamentary elections took place on September 18, 2005. The parliament has become an arena for factions that have fought each other for nearly three decades to debate and peacefully resolve differences, as well as a centre of political pressure on President Hamid Karzai. Major regional strongmen have been marginalised. Afghan citizens are enjoying personal freedoms forbidden by the Taliban, and women are participating in economic and political life. Presidential elections are to be held in the fall of 2009, with parliamentary and provincial elections to follow one year later. To help stabilise Afghanistan, the United States and partner countries are deploying a 47,000 troop NATO-led International Security Assistance Force (ISAF) that now commands peacekeeping throughout Afghanistan, including the restive south. Of those, 19,000 of the 31,000 U.S. forces in Afghanistan are part of ISAF. The U.S. and partner forces also run regional enclaves to secure reconstruction (Provincial Reconstruction Teams, PRTs), and are building an Afghan National Army and National Police. The United States has given Afghanistan over $23 billion (appropriated, including FY2008 to date) since the fall of the Taliban, including funds to equip and train Afghan security forces.

This end-to-end review and analysis of DoD civilian deployment aims to inform DoD's policy and practice for using deployable civilians to meet mission needs ten to 20 years into the future. It assesses the viability of DoD's civilian deployment framework in meeting its current policy goals, identifies gaps between policy and practice, and proposes a systematic approach to developing and maintaining a civilian deployment capability that meets the current and future needs of U.S. combatant commands. The findings and conclusions are informed by a detailed policy review and interviews with more than 80 officials from organizations that deploy civilians, including DoD, the military services, the combatant commands, and analogous U.S. and foreign government agencies. Book excerpt: The CSIS Affordable Military Working Group, and the earlier CSIS Defense Drawdown Working Group, examined the dramatic effects of both fewer and weaker defense dollars in an effort to deal with a deep budget drawdown without significantly weakening national security. This latest report defines a set of strategy options, each with associated capabilities, gleaned from other leading think tank reports as well as the study team's analysis. The report identifies capability priorities for the 2021 and beyond security environment and recommends a force structure for a 2021 affordable military. The trend lines in the relationships between the United States and its near-peer competitors, China and Russia, are worsening, cooperation and competition have been largely replaced with competition, which itself is migrating toward conflict. While the CSIS study team agrees with the view of the current DoD leadership that sequester-level cuts will do irreparable damage to U.S. national security, we believe that the correct response is not denial and the continued submission of defense budget requests that do not conform to the Budget Control Act of 2011. Instead, we recommend that DoD embrace the cost-capped approach to coping with a deep defense drawdown and emulate the force planning approach taken in this report. We believe that a 2021 Affordable Military that is focused on the growing conflict with China and Russia is the 'least bad' option for this punishing fiscal context of fewer and weaker defense dollars. More important, we believe that the cost-capped methodology and its 2021 cost calculators offers the Department of Defense a disciplined, practical approach to the consideration of alternative militaries, each designed to execute a different strategy, in times of severe constraints on DoD budgets. Different administrations will make different choices, but under this proposed methodology, each military will be affordable.
