Book excerpt: GAO reviewed the Joint Tactical Information Distribution System (JTIDS), focusing on requirement fluctuations, the production decision, and test results. GAO found that: (1) the JTIDS program has experienced fluctuations in the quantity of terminals required; (2) the Air Force reversed its plans to equip F-15 aircraft with JTIDS terminals; (3) the Army virtually eliminated its involvement in the JTIDS program by reducing planned procurements from 700 terminals to 23 terminals; (4) in 1989, the Department of Defense (DOD) decided to begin low-rate initial production of JTIDS, even though unsatisfactory test and assessment results indicated that the system was not ready for production and operational testing staff recommended that production be delayed; (5) a joint Navy and Air Force decision in 1991 to continue low-rate production for a second year was not based on adequate testing; (6) in 1992, Navy operational testing revealed several significant system deficiencies; and (7) JTIDS cost-effectiveness is questionable because of the uncertainty associated with DOD joint system needs and priorities, unsatisfactory test results, and plans for the smaller, lighter weight, and less costly Multifunctional Information Distribution System.

JTIDS is being designed to counter the existing electronic countermeasures threat to U.S. communications by Warsaw Pact forces. Development of the system has been given a high priority, but progress has been slow. Questions have been raised as to whether the need for the system is as critical as indicated by the Department of Defense.

Book excerpt: The Joint Tactical Information Display System (JTIDS) is a multiservice acquisition program being led by the US Air Force. JTIDS is designed to provide secure transmission of position, target track, and voice data between host terminals in a manner that is transparent to the user. The user or host terminal is any system which orignates or receives digitized tactical information transmitted over the JTIDS secure radio links. The system was originially designed to provide communication between F-15 and Advance Warning and Control System (AWACS) aircraft and Combat Reporting Centers (CRC). The US Army recognized the potential for improved communication between Air Force and Army Air Defense Artillary (ADA) units, and within ADA units, and became part of the program well into the development process. The Army host terminals were to be TSQ-73s at the brigade and battalion levels for the HAWK fire units, the Platoon Command P9st (PCP) at the batteries, and the PATRIOT missile system.
