This book was released on 1997 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focuses on lessons learned from the base realignment and closure rounds held in 1988,1991,1993, and 1995. We undertook this work so that a systematic assessment of experiences would be available should the Department of Defense (DOD) request and Congress authorize additional base closure rounds. In transmitting the results of the 1997 Defense Quadrennial Review to Congress on May 19,1997, the Secretary of Defense stated his intent to ask Congress to authorize two additional base closure rounds. We are addressing this report to you in keeping with our practice of reporting to Congress on the recommendations and selection process employed by DOD in each of the three most recent base closure rounds, as initially required by the 1990 Defense Base Closure and Realignment Act (P.L. 101-510). We have identified lessons related to savings, costs, and economic impact and improvements needed in DOD's process for identifying bases for realignment and closure. We have also included matters for congressional consideration if Congress contemplates legislation for future base closure rounds.

Download or read book Military Bases written by United States. Government Accountability Office and published by . This book was released on 2013 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2005 BRAC round was the biggest, most complex, costliest BRAC round ever. Unlike the four previous rounds, which focused on reducing infrastructure, the Secretary of Defense saw BRAC 2005 as a unique opportunity to adjust DOD's base structure to meet new challenges, such as international terrorism and weapons of mass destruction, and to meet future challenges, such as designating where forces returning from overseas would be located. While DOD's stated goals for BRAC 2005 included eliminating unneeded infrastructure, they also included furthering the transformation of DOD's force structure and fostering joint capabilities among the military services, resulting in recommendations of unprecedented scope and complexity. As GAO found in June 2012, BRAC implementation costs grew to about $35 billion, exceeding the initial 2005 estimate of $21 billion by 67 percent. As part of its fiscal year 2013 budget request, DOD asked for two more rounds of BRAC in 2013 and 2015. Congress has not acted on this request. As directed by the House Armed Services Committee, this report discusses lessons learned that could be applied if Congress chooses to authorize future BRAC rounds. GAO assessed (1) how DOD estimated BRAC costs and savings and any ways its methodology could be improved, (2) OSD leadership over BRAC 2005, and (3) any legislative changes Congress may wish to make that could enhance oversight of any future round.

Available in PDF, EPUB and Kindle. Book excerpt: Congress recently authorized another round of defense base realign. and closures beginning in 2005, but many in the Congress continue to have questions about the implementation of the prior rounds in 1988, 1991, 1993, and 1995. This report updates the status of the 4 prior rounds of defense base realign. and closures at the conclusion of the 6-year implementation period assoc. with the 1995 round. The report addresses: the magnitude of the net savings accruing from the prior 4 closure rounds and the impact of remaining closure-related costs on future savings; DoDs progress in transferring unneeded base property to other users; and the econ. recovery of communities affected by base closures.
Book Synopsis Military Base Closures by : David E. Lockwood
Download or read book Military Base Closures written by David E. Lockwood and published by Nova Publishers. This book was released on 2003 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approximately 13 years ago, in December 1988, the first military base closure commission recommended the closing and realignment of 145 US domestic bases and facilities. This action was the consequence of the Department of Defense's broad reevaluation of its mission in conjunction with the weakening and ultimate collapse of the Soviet Union. There was little need, according to the Pentagon, to continue to retain the vast Cold War-era infrastructure. Funds saved from closing down under-utilised bases, DOD further noted, could be used to enhance development of new weapons and improved readiness. Three additional rounds followed the 1988 round of infrastructure reductions in 1991, 1993, and 1995. Since then, no further rounds of base closures and realignments have been authorised by Congress, despite repeated requests from the Department of Defense in recent years for two additional rounds. The reasons for congressional resistance are two-fold. First, there is concern over a likely backlash from constituents living in or near military installations. Second, many Members of Congress remain wary about a repetition of the perceived political intrusion by the Clinton Administration that occurred in regard to the 1995 recommendations to close Kelly and McClellan air force bases. This book reveals the tension in the military facilities that may yet again be up for closure. Also discussed are the issues members of Congress feel need be answered before conducting a new round of base closures, when the national security environment is uncertain.
