The list includes 33 major base closures, 29 major realignments, and 775 minor actions resulting in a net reduction of over 26,000 military and civilian personnel. While additional executive and congressional approvals must be given before any closures occur, historically the lists proposed by DoD have not seen large-scale changes before implementation. Despite the difficulties inherent in a base closure, many communities must now face a very high probability of life without the local military base. Recognizing that closures and realignments can have a major impact on the economies of the affected regions, Congress has created a variety of different resources available both to communities and individual workers to help mitigate the resulting economic dislocation. This report is intended to summarize these various programs. It will be updated as events warrant.

Book excerpt: On November 15, 2002, Secretary of Defense Donald Rumsfeld announced the first steps in implementing the new 2005 base realignment and closure (BRAC) law. These included development of a force structure plan, comprehensive inventory of military installations, and establishment of criteria for selecting bases for closure and realignment. The Secretary of Defense submitted a report to Congress on March 23, 2004, confirming the need for a further BRAC round and certifying that an additional round of closures and realignments would result in annual net savings, over a period ending no later than FY2011. On May 20, 2004, the House of Representatives voted 259 to 162 to delay base closings until 2007. In response to this action, the White House immediately released a statement declaring that the Secretary of Defense, and other senior advisers, would urge the President to veto any bill that "weakened, delayed, or repealed" the current base closure authority. On October 8, 2004, Senate and the House conferees reached agreement on the National Defense Authorization Act for FY2005, which included continued support of DOD's authority to conduct a round of closures and realignments in 2005. After agreeing with the recommendations, the President sent the Commission report to Congress on Sep 15, 2005. Congress has 45 days to enact a joint resolution of disapproval. The 2005 BRAC recommendations include the closure of 22 major military installations and the realignment of 33 others. The effect of these changes includes both an estimated savings of $35.6 billion for the military over the next 20 years and socioeconomic impacts on the communities affected by the changes. Included in these socioeconomic impacts are the effects on local educational agencies (LEA) serving children affected by the BRAC recommendations. For LEAs experiencing a decline in enrollment, the LEAs may need to release staff or consolidate students into a smaller number of facilities. The structure of the Impact Aid program will provide these LEAs with a relatively brief period of time to make necessary adjustments without a loss of funding. For LEAs gaining federally connected students as a result of the BRAC recommendations, the structure of the Impact Aid program delays these LEAs from receiving immediate Impact Aid payments to adjust to the change in enrollment. This report will be updated as needed.

A fifth BRAC round was authorized in late 2005 and must be completed by September 15, 2011. Under the BRAC process: (1) the Department of Defense (DOD) prepares a list of military bases to be realigned or closed; (2) an independent BRAC Commission reviews the list, makes changes and sends a revised list to the President; (3) the President approves and transmits the list to Congress; and (4) the BRAC recommendations are implemented, unless a joint resolution is passed in Congress disapproving the recommendations for closures and realignments. The 2005 BRAC round includes the closure or realignment of 837 facilities and involves and additional 160 facilities that will gain missions or resources, for a total of 997 changes nationwide. Most of these changes are on a smaller scale, each involving fewer than 300 direct job losses or gains, including military, civilian, and contractor jobs. Unlike previous rounds, the 2005 BRAC round is focused on creating the infrastructure needed to support a transformed, expeditionary armed force -- concentrated more on shifting forces and installation assets to promote the centralization of units in places from which they can be deployed rapidly. Thus, the 2005 BRAC round is characterized much more by realignment than closure. In 20 communities, an estimated increase of 170,000 workers is expected.

Book excerpt: The most recent Base Realignment and Closure (BRAC) Commission submitted its final report to the Administration on September 8, 2005. Implementation of the BRAC round is occurring and, barring future congressional action, will be completed by 2011. In the report, the commission rejected 13 of the initial Department of Defense recommendations, significantly modified the recommendations for 13 other installations, and approved 22 major closures. The loss of related jobs, and efforts to replace them and to implement a viable base reuse plan, can pose significant challenges for affected communities. However, while base closures and realignments often create socioeconomic distress in communities initially, research has shown that they generally have not had the dire effects that many communities expected. For rural areas, however, the impacts can be greater and the economic recovery slower. Drawing from existing studies, this report assesses the potential community impacts and proposals for minimizing those impacts.

Book excerpt: While expected environmental cleanup costs for unneeded property arising from the 2005 BRAC round are not yet fully known, Department of Defense (DOD) data indicate that about $950 million will be needed to clean up these bases, adding to the estimated $13.2 billion total cleanup cost for the prior rounds. Although DOD's cleanup program has matured compared to prior BRAC rounds, there are still many unknowns and the cleanup estimate for the 2005 round should be considered preliminary. In fact, environmental cleanup costs are likely to increase as more intensive environmental investigations are undertaken, additional hazardous conditions are discovered, and future reuse plans are finalized. Furthermore, Congress does not have full visibility over the total cost of DOD's BRAC cleanup efforts because none of the four reports DOD prepares on various aspects of environmental cleanup present all types of costs past and future to complete cleanup at each base. Compiling a complete picture of all costs requires extracting information from multiple reports, as GAO has done to estimate the total cleanup cost for the four prior BRAC rounds. More complete and transparent cost information would assist Congress in conducting its oversight responsibilities for this multibillion dollar effort.
