Available in PDF, EPUB and Kindle. Book excerpt: The Veterans Treatment Court Movement provides a comprehensive, empirical analysis of the burgeoning veteran’s court movement from genesis through to operation, and concluding with comments on its societal relevance. Beginning with the unlikely convergence of therapeutic jurisprudence with the oft-misunderstood warrior ethos that undergirds the entire movement, the text examines every component of veterans courts, weighing the cultural, legal, and practical strengths and limitations of these programs. Each chapter assesses key components of the court, including the participants, law enforcement, judges, prosecution, defense counsel, court administration, data management, the Veterans Justice Outreach Officer (VJO), probation, mentors, and the community. The book concludes with recommendations on how these courts can further integrate with communities, maximize efficiency, and improve. The book shows how veterans courts seek to serve veterans’ legal, social, and psychological needs, and how they serve more than just offending veterans by allowing law-abiding veterans, many of whom suffered greatly when they transitioned out of military service, to exorcize their own demons and integrate their experiences into a socially recognized system of care. Incorporating program evaluation with sociological considerations, this monograph offers a comprehensive, considered examination of how – and why – these courts operate, and provides a foundation for future development. The volume provides essential background for scholars studying law and the criminal courts, as well as policymakers, judges, academics, students, and practitioners concerned with effective jurisprudence.

Book excerpt: Honor Bound is an intriguing book that explains the law of war and the inside story of military commissions. The author is a former JAG lawyer who served on the prosecution team, worked in Guantanamo Bay, and was legal advisor to an elite team of war crimes investigators. Through a series of entertaining vignettes, Rotunda discusses and analyzes the laws governing the war on terror, the Geneva Conventions, and the laws related to detainees held in Cuba. Readers will look at Marine Corps training in Quantico, Virginia; learn about Gitmo's detention camp through the author's experiences with real detainees and real interrogators; travel the globe with "terrorist hunters" following investigatory leads; see what went wrong in Gitmo and with the military commissions; meet Private Jessica Lynch; and learn about laws that protect the combat wounded. Scholarly and informative, this book is also a fascinating and engaging read. "This eye-opening inside account must be read by everyone who cares about balancing national security and human dignity." -- Alan M. Dershowitz, Harvard Law School Professor and author of Finding Jefferson "Honor Bound is an engrossing, first-hand account of military justice in an age of terrorism and what it takes to defend liberty as a JAG officer today. And though [Major Rotunda] pulls no punches where criticism is due, she (and we) can be justly proud of the underlying integrity of our military services and the honor-bound system of our men and women in uniform." -- Edwin Meese, Former U.S. Attorney General "Kyndra Rotunda's book, Honor Bound, is not only an interesting and well-written account of her experiences as a military lawyer, but reveals the surprising facts behind the Guantanamo Bay detainee stories, the problems with recent War Crimes prosecution trials and a host of other facets of the War on Terror." -- Professor Joyce Malcolm, George Mason University Law School "While not everyone will agree with this well-argued book's conclusions, anyone wishing to understand the upcoming detainee trials will want to read this fine account." -- Professor J. Peter Pham, James Madison University and Director of the Nelson Institute for International and Public Affairs "This book was a page-turning eye-opener for me. No American should miss the opportunity--and responsibility--to read it. Bravo!" -- Theodore B. Olson, Former Solicitor General of the United States, Former Assistant Attorney General, Office of Legal Counsel, Department of Justice, and partner at Gibson, Dunn & Crutcher "A thrilling account." -- James L. Swanson New York Times bestselling author of Manhunt: The 12-Day Chase for Lincoln's Killer "This book is must reading for anyone interested in understanding what really happened in the treatment of detainees at Guantanamo." -- Prof. Robert F. Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Book excerpt: Approximately 4 million U.S. service members took part in the wars in Afghanistan and Iraq. Shortly after troops started returning from their deployments, some active-duty service members and veterans began experiencing mental health problems. Given the stressors associated with war, it is not surprising that some service members developed such mental health conditions as posttraumatic stress disorder, depression, and substance use disorder. Subsequent epidemiologic studies conducted on military and veteran populations that served in the operations in Afghanistan and Iraq provided scientific evidence that those who fought were in fact being diagnosed with mental illnesses and experiencing mental healthâ€"related outcomesâ€"in particular, suicideâ€"at a higher rate than the general population. This report provides a comprehensive assessment of the quality, capacity, and access to mental health care services for veterans who served in the Armed Forces in Operation Enduring Freedom/Operation Iraqi Freedom/Operation New Dawn. It includes an analysis of not only the quality and capacity of mental health care services within the Department of Veterans Affairs, but also barriers faced by patients in utilizing those services.

Book excerpt: Written by experts in the field, this book addresses the serious and increasingly public concern over the mental health of veterans after military deployment. It examines the intersection of criminal and civil legal issues with mental problems in the veteran population and describes various effective programs that have been developed to address these issues. It includes a wide range of useful topics examining the particular criminal justice problems faced by vets, such as sexual abuse and violence as well as the legal institutions that have been established to handle these problems, such as veterans courts, family courts, and the Veterans Justice Outreach program. The book also provides coverage of special groups such as women and homeless veterans. It is a concise but comprehensive view of this salient topic that is useful for students, practitioners, and policy makers.

Federal Tort Claims ...THIS BOOK COVERS THEM ALL!"...this book's sections form a comprehensive guide to the process and benefits available for U.S. military veterans and their families. "And the beauty of this book is that it is a compact, portable reference for veterans and/or their family members when the need to know something about Veterans Law or VA benefits arises. More often than not, people contact me or other attorneys or veterans advocates for help on such matters, but many times those services incur costs. This book is a low-cost, simple guide to understanding the process and the bureaucracy. It does not eliminate the need for competent counsel on such matters, as this is not the purpose of this work. This book is designed to educate laymen on veterans matters, and better prepare them to ask questions of the VA or legal counsel, should the need arise. In the words of Sir Francis Bacon, 'Knowledge is power.'" This book is powerful!~ Judge Hal Moroz, U.S. Army Retired, from the Preface
