Book excerpt: The long-term, comprehensive modernization of the armed forces of the People's Republic of China (PRC) entered a new phase in 2015 as China unveiled sweeping organizational reforms to overhaul the entire military structure. These reforms aim to strengthen the Chinese Communist Party's (CCP) control over the military, enhance the PLA's ability to conduct joint operations, and improve its ability to fight short-duration, high-intensity regional conflicts at greater distances from the Chinese mainland. China's leaders seek ways to leverage China's growing military, diplomatic, and economic clout to advance its ambitions to establish regional preeminence and expand its international influence. Chinese leaders have characterized modernization of the People's Liberation Army (PLA) as essential to achieving great power status and what Chinese President Xi Jinping calls the "China Dream" of national rejuvenation. They portray a strong military as critical to advancing Chinese interests, preventing other countries from taking steps that would damage those interests, and ensuring that China can defend itself and its sovereignty claims. Throughout 2015, China continued to assert sovereignty claims over features in the East and South China Seas. In the East China Sea, China continued to use maritime law enforcement ships and aircraft to patrol near the Senkaku (Diaoyu) Islands in order to challenge Japan's claim. In the South China Sea, China paused its land reclamation effort in the Spratly Islands in late 2015 after adding more than 3,200 acres of land to the seven features it occupies in the archipelago. Although these artificial islands do not provide China with any additional territorial or maritime rights within the South China Sea, China will be able to use them as persistent civil-military bases to enhance its long-term presence in the South China Sea significantly. China demonstrated a willingness to tolerate higher levels of tension in the pursuit of its interests, especially in pursuit of its territorial claims in the East and South China Sea; however, China still seeks to avoid direct and explicit conflict with the United States. China's leaders understand that instability or conflict would jeopardize the peaceful external environment that has enabled China's economic development, which is central to the perpetuation of the CCP's domestic legitimacy. In the near-term, China is using coercive tactics short of armed conflict, such as the use of law enforcement vessels to enforce maritime claims, to advance their interests in ways that are calculated to fall below the threshold of provoking conflict. In the long term, Chinese leaders are focused on developing the capabilities they deem necessary to deter or defeat adversary power projection and counter third-party-including U.S.-intervention during a crisis or conflict. China's military modernization is producing capabilities that have the potential to reduce core U.S. military technological advantages.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: This is the 2013 version of the annual report to the US Congress on Military and Security Developments involving the People's Republic of China. Section 1246, “Annual Report on Military and Security Developments Involving the People's Republic of China,” of the National Defense Authorization Act for Fiscal Year 2010, Public Law 111-84, which amends the National Defense Authorization Act for Fiscal Year 2000, Section 1202, Public Law 106-65, provides that the Secretary of Defense shall submit a report “in both classified and unclassified form, on military and security developments involving the People's Republic of China. The report shall address the current and probable future course of military-technological development of the People's Liberation Army and the tenets and probable development of Chinese security strategy and military strategy, and of the military organizations and operational concepts supporting such development over the next 20 years. The report shall also address U.S.-China engagement and cooperation on security matters during the period covered by the report, including through U.S.-China military-to-military contacts, and the U.S. strategy for such engagement and cooperation in the future.” THE PEOPLE'S REPUBLIC OF CHINA (PRC) continues to pursue a long-term, comprehensive military modernization program designed to improve the capacity of its armed forces to fight and win short- duration, high-intensity regional military conflict. Preparing for potential conflict in the Taiwan Strait appears to remain the principal focus and primary driver of China's military investment. However, as China's interests have grown and as it has gained greater influence in the international system, its military modernization has also become increasingly focused on investments in military capabilities to conduct a wider range of missions beyond its immediate territorial concerns, including counter-piracy, peacekeeping, humanitarian assistance/disaster relief, and regional military operations. Some of these missions and capabilities can address international security challenges, while others could serve more narrowly-defined PRC interests and objectives, including advancing territorial claims and building influence abroad. To support the Chinese People's Liberation Army's (PLA) expanding set of roles and missions, China's leaders in 2012 sustained investment in advanced short- and medium- range conventional ballistic missiles, land- attack and anti-ship cruise missiles, counter- space weapons, and military cyberspace capabilities that appear designed to enable anti- access/area-denial (A2/AD) missions (what PLA strategists refer to as “counter- intervention operations”). The PLA also continued to improve capabilities in nuclear deterrence and long-range conventional strike; advanced fighter aircraft; limited regional power projection, with the commissioning of China's first aircraft carrier, the Liaoning; integrated air defenses; undersea warfare; improved command and control; and more sophisticated training and exercises across China's air, naval, and land forces.

Book excerpt: China’s military development has become a key focus of US security policy as well as that of virtually all Asia-Pacific states. This report from the CSIS Burke Chair in Strategy examines trends in Chinese strategy, military spending, and military forces based on Chinese defense white papers and other official Chinese sources; US reporting by the Department of Defense and other defense agencies; and other government sources, including Japanese and Korean defense white papers and the International Monetary Fund. The analysis also draws on the work of experts outside of government, various research centers, and nongovernmental organizations.

Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Book excerpt: For 20 years, the Department of Defense (DoD) has provided Congress with an annual report on military and security developments involving the People's Republic of China (PRC). These reports have assessed the contours of China's national strategy, its approach to security and military affairs, and potential changes in the PRC's armed forces over the next 20 years, among other matters. 2020 marks an important year for the People's Liberation Army (PLA) as it works to achieve important modernization milestones ahead of the Chinese Communist Party's (CCP) broader goal to transform China into a "moderately prosperous society" by the CCP's centenary in 2021. As the United States continues to respond to the growing strategic challenges posed by the PRC, 2020 offers a unique opportunity to assess both the continuity and changes that have taken place in the PRC's strategy and armed forces over the past two decades.

Book excerpt: Over the past 30 years, China has made great progress in its pursuit of economic growth and development, which has allowed China to achieve higher living standards for the Chinese people and has increased China's international profile. These economic achievements, combined with progress in science and technology, have also enabled China to embark on a comprehensive transformation of its military. The pace and scope of China?s military modernization have increased over the past decade, enabling China's armed forces to develop capabilities to contribute to the delivery of international public goods, as well as increase China's options for using military force to gain diplomatic advantage or resolve disputes in its favor. Earlier this decade, China began a new phase of military development by articulating roles and missions for the People's Liberation Army (PLA) that go beyond China's immediate territorial interests. Some of these missions and associated capabilities have allowed the PLA to contribute to international peacekeeping efforts, humanitarian assistance and disaster relief, and counterpiracy operations. The United States recognizes and welcomes these contributions. Other investments have allowed the PLA to pursue anti-access and area-denial strategies. Still others appear designed to improve the PLA's ability for extended-range power projection, although China's ability to sustain military power at a distance, today, remains limited. As the 2010 Quadrennial Defense Review Report notes, "China is developing and fielding large numbers of advanced medium-range ballistic and cruise missiles, new attack submarines equipped with advanced weapons, increasingly capable long-range air defense systems, electronic warfare and computer network attack capabilities, advanced fighter aircraft, and counter-space systems."

Book excerpt: Although the dialogue between the United States and China is improving, outstanding questions remain about the rate of growth in China's military expenditures due to the lack of transparency regarding China's intentions. In 2013, China announced a 5.7 percent increase in its annual military budget to $119.5 billion, continuing more than two decades of sustained annual defense spending increases. China sustained its investments in strategic forces modernization, as well as key anti-access/area-denial (A2/AD) capabilities such as advanced intermediate- and medium-range conventional ballistic missiles, long-range land-attack and anti-ship cruise missiles, counter-space weapons, and offensive cyber capabilities. China's military investments provide it with a growing ability to project power at increasingly longer ranges. In 2013, this included at-sea testing of China's first aircraft carrier and continued development of fifth generation fighter aircraft. During his visit to California in June 2013 for a summit with President Obama, China's President Xi Jinping and President Obama affirmed that China and the United States should continue working together to build a "new model" of relations in order to expand practical areas of cooperation and constructively manage differences in the bilateral relationship. During a robust number of high-level U.S.-China political and military engagements in 2013, leaders from both countries agreed that "enhanced and substantive" military dialogue and communication would foster greater understanding and expand mutual trust. Within that framework, the U.S. Department of Defense seeks to continue building a military-to-military relationship with China that is sustained and substantive, while encouraging China to contribute constructively to efforts with the United States, our allies and partners, and the greater international community to maintain peace and stability. As the United States builds a stronger foundation for a military-to-military relationship with China, it also will continue to monitor China's evolving military strategy, doctrine, and force development and encourage China to be more transparent about its military modernization program. In concert with its allies and partners, the United States will continue adapting its forces, posture, and operational concepts to maintain a stable and secure Asia-Pacific security environment.

Book excerpt: This study is intended to support a dialogue among China, the United States, and other key Asian powers. It focuses on the current developments in China's military strategy, forces, and modernization, but in the context of how they are influencing U.S. strategy and force development and the reactions of Japan, South Korea, and Taiwan.
