Book excerpt: Since the 1990s, Junior Reserve Officer Training Corps (JROTC) programs have experienced unprecedented expansion in American public schools. The program and its proliferation in poor, urban schools districts with large numbers of Latina/o and African American students is not without controversy. Public support is often based on the belief that the program provides much-needed discipline for "at risk" youth. Meanwhile, critics of JROTC argue that the program is a recruiting tool for the U.S. military and is yet another example of an increasingly punitive climate that disproportionately affect youth of color in American public schools. Citizen, Student, Soldier intervenes in these debates, providing critical ethnographic attention to understanding the motivations, aspirations, and experiences of students who participate in increasing numbers in JROTC programs. These students have complex reasons for their participation, reasons that challenge the reductive idea that they are either dangerous youths who need discipline or victims being exploited by a predatory program. Rather, their participation is informed by their marginal economic position in the local political economy, as well as their desire to be regarded as full citizens, both locally and nationally. Citizenship is one of the central concerns guiding the JROTC curriculum; this book explores ethnographically how students understand and enact different visions of citizenship and grounds these understandings in local and national political economic contexts. It also highlights the ideological, social and cultural conditions of Latina/o youth and their families who both participate in and are enmeshed in vigorous debates about citizenship, obligation, social opportunity, militarism and, ultimately, the American Dream.

Convention on the Rights of the Child, the field's core legal instrument, is the most widely ratified human rights treaty in history. Yet, like children themselves, children's rights are often relegated to the margins in mainstream legal, political, and other discourses, despite their application to approximately one-third of the world's population and every human being's first stages of life. Now thirty years old, the Convention on the Rights of the Child (CRC) signalled a definitive shift in the way that children are viewed and understood--from passive objects subsumed within the family to full human beings with a distinct set of rights. Although the CRC and other children's rights law have spurred positive changes in law, policies, and attitudes toward children in numerous countries, implementation remains a work in progress. The United States is one of the only developed countries to allow a military presence in public schools, including an active role for military recruiters. In order to enlist 250,000 new recruits every year, the US military must market itself to youth by integrating itself into schools through programs such as JROTC (Junior Reserve Officers' Training Corps), and spend billions of dollars annually on recruitment activities. This militarization of educational space has spawned a little-noticed grassroots resistance: the small, but sophisticated, “counter-recruitment” movement. Counter-recruiters visit schools to challenge recruiters' messages with information on non-military career options; activists work to make it harder for the military to operate in public schools; they conduct lobbying campaigns for policies that protect students' private information from military recruiters; and, counter-recruiters mentor youth to become involved in these activities. While attracting little attention, counter-recruitment has nonetheless been described as “the military recruiter's greatest obstacle” by a Marine Corps official.

The difficulties faced by student veterans have been attributed to various factors: poor academic preparation, PTSD and other postwar ailments, and allegedly antimilitary sentiments on college campuses. In Grateful Nation Ellen Moore challenges these narratives by tracing the experiences of Iraq and Afghanistan war veterans at two California college campuses. Drawing on interviews with dozens of veterans, classroom observations, and assessments of the work of veteran support organizations, Moore finds that veterans' academic struggles result from their military training and combat experience, which complicate their ability to function in civilian schools. While there is little evidence of antimilitary bias on college campuses, Moore demonstrates the ways in which college programs that conflate support for veterans with support for the institutional military lead to suppression of campus debate about the wars, discourage antiwar activism, and encourage a growing militarization.

Despite its significance, there are very few books on the Korean People’s Army with North Korean primary sources being difficult to access. This book, however, draws on North Korean documents and North Korean veterans’ testimonies, and demonstrates how the Korean People’s Army and the Korean War shaped North Korea into a closed, militarized and xenophobic garrison state and made North Korea seek Juche (Self Reliance) ideology and weapons of mass destruction. This book maintains that the youth and lower classes in North Korea considered the Korean People’s Army as a positive opportunity for upward social mobility. As a result, the North Korean regime secured its legitimacy by establishing a new class of social elites wherein they offered career advancements for persons who had little standing and few opportunities under the preceding Japanese dominated regime. These new elites from poor working and peasant families became the core supporters of the North Korean regime today. In addition, this book argues that, in the aftermath of the Korean War, a culture of victimization was established among North Koreans which allowed Kim Il Sung to use this culture of fear to build and maintain the garrison state. Thus, this work illustrates how the North Korean regime has garnered popular support for the continuation of a militarized state, despite the great hardships the people are suffering. This book will be of much interest to students of North Korea, the Korean War, Asian politics, Cold War Studies, military and strategic studies, and international history.
