But Hezbollah and ISIS in the Middle East, pirate clans in Africa, criminal gangs in South America, and militias in Southeast Asia are examples of nonstate actors that control local territory and render public services that the nation-state cannot or will not provide. This fascinating book takes the reader around the world to areas where national governance has broken down—or never really existed. In these places, the vacuum has been filled by local gangs, militias, and warlords, some with ideological or political agendas and others focused primarily on economic gain. Many of these actors have substantial popularity and support among local populations and have developed their own enduring institutions, often undermining the legitimacy of the national state. The authors show that the rest of the world has more than a passing interest in these situations, in part because transborder crime and terrorism often emerge but also because failed states threaten international interests from trade to security. This book also poses, and offers answers for, the question: How should the international community respond to local orders dominated by armed nonstate actors? In many cases outsiders have taken the short-term route—accepting unsavory local actors out of expediency—but at the price of long-term instability or damage to human rights and other considerations. This book offers a fascinating inside look at present-day political violence in Pakistan through a historical ethnography of the Muhajir Qaumi Movement (MQM), one of the most remarkable and successful religious nationalist movements in postcolonial South Asia. The MQM has mobilized much of the "migrant" (Muhajir) population in Karachi and other urban centers in southern Pakistan and has fomented large-scale ethnic-religious violence. Oskar Verkaaik argues that urban youth see it as an irresistible opportunity for "fun." Drawing on both anthropological fieldwork, including participatory observation among political militants, and historical analyses of state formation, nation-building, and the ethnicization of Islam since 1947, he provides an absorbing and important contribution to theoretical debates about political--religious and nationalist--violence. Migrants and Militants brings together two perspectives on political violence. Recent studies on ethnic cleansing, genocide, terrorism, and religious violence have emphasized processes of identification and purification. Verkaaik combines these insights with a focus on urban youth culture, in which masculinity, physicality, and the performance of violence are key values. He shows that only through fun and absurdity can a nascent movement transgress the dominant discourse to come of its own. Using these observations, he considers violence as a ludic practice, violence as "martyrdom" and sacrifice, and violence as "terrorism" and resistance.

These investigations assumed a variety of methodological forms in a wide range of geographical and institutional contexts, and they also drew support from the participation of intellectuals such as Marx, Lenin, Mao, Dunayevskaya, Foucault, and Badiou. Marcelo Hoffman analyzes newspapers, pamphlets, reports, and other source materials, which reveal the diverse histories, underappreciated difficulties, and theoretical import of investigations in radical political struggles. In so doing, he challenges readers to rethink the supposed failure of these investigations and concludes that the value of investigations in radical political struggles ultimately resides in the possibility of producing a new political "we."

Book excerpt: The exceptional experiences of South Korea and Taiwan in combining high growth and liberal democracy in a relatively short and similar timetable have brought scholarly attention to their economic and political transformations. This new work looks specifically at the operation of workers and unions in the decades since labor-repressive authoritarian rule ended, bringing Taiwan, in particular, into the literature on comparative labor politics. South Korean labor unions are commonly described as militant and confrontational, for they often take to the streets in raucous protest. Taiwanese unions are seen as moderate and practical, primarily working through formal political processes to lobby their agendas. In exploring how and why these post-democratization states have come to breed such different types of labor politics, Yoonkyung Lee traces the roots of their differences to how unions and political parties operated under authoritarianism, and points to ways in which those legacies continue to be perpetuated. By pairing two cases with many similarities, Lee persuasively uncovers factors that explain the significant variation at play.

In this book, the authors analyze how terrorist and rebel organizations compete with one another to secure funding and supporters. The authors develop a strategic model of competitive violence among militant groups and test the model's implications with statistical analysis and case studies. A series of model extensions allow the authors to incorporate the full range of strategic actors, focusing in particular on government efforts to counter and deter violence. The results indicate that the direct effects of competition are not as clear as they may seem, and interventions to alter competitive incentives may backfire if states are not careful. This is a timely contribution to a growing body of political economy research on militant group fragmentation, rivalry, fratricide and demonstrative violence.

But in Porto Alegre, a host city to the World Social Forum, thousands of ordinary citizens participate in local governance, making binding decisions on urban policy on a daily basis. While there has been immense attention paid to the practice of participatory democracy in Porto Alegre, this is the first book to examine the politics, culture, and day-to-day activities of its citizens. Drawing on the rich tradition of urban ethnography and political theory, the book argues that Porto Alegres importance may lie not just with its effective governance, but with its new political logic, namely a greater access to government functions and government officials for traditionally disenfranchised citizens. In an age characterized by seemingly strong voter apathy, this study has global implications. The author shows that in the discussions on the failings of democracy in industrialized countries like the United States, most people may be missing what is central to civic engagement--unimpeded access to government.

Internal party documents—declassified just long enough for historian Paul Mariani to send copies out of China—disclose that one group deemed an enemy of the state held out after the others had fallen. A party report from Shanghai marked “top-secret” reveals a determined, often courageous resistance by the local Catholic Church. Drawing on centuries of experience in struggling with the Chinese authorities, the Church was proving a stubborn match for the party. Mariani tells the story of how Bishop (later Cardinal) Ignatius Kung Pinmei, the Jesuits, and the Catholic Youth resisted the regime’s punishing assault on the Shanghai Catholic community and refused to renounce the pope and the Church in Rome. Acting clandestinely, mirroring tactics used by the previously underground CCP, Shanghai’s Catholics persevered until 1955, when the party arrested Kung and 1,200 other leading Catholics. The imprisoned believers were later shocked to learn that the betrayal had come from within their own ranks. Though the CCP could not eradicate the Catholic Church in China, it succeeded in dividing it. Mariani’s secret history traces the origins of a deep split in the Chinese Catholic community, where relations between the “Patriotic” and underground churches remain strained even today.
