En el contexto actual de globalización e integración económica, los análisis regionales de movilidad poblacional que dimensionan y caracterizan a este fenómeno (como los que se incluyen en el libro) son cada vez más importantes, puesto que distinguen los componentes científicamente comprobables de la esquematización y magnificación ideológica presentes en algunas regiones. El ámbito de las políticas migratorias, los marcos jurídicos que las sustentan y la situación de los derechos humanos de los migrantes son un tema de debate abierto. Todos ellos son objeto de examen cada vez más integral, en la mediada en que los análisis incorporan cada vez más visiones que involucran no sólo a los países receptores sino también a los de origen y a los de tránsito. Aunque, por diversas razones, estos escritos sobre Migración y fronteras no pueden ser considerados como estrictamente representativos del conocimiento acerca del tema a nivel regional, sí significan una buena aproximación a dicho conocimiento. Además, posibilitan el establecimiento de una red de investigadores e instituciones que permitirán una mejor vinculación entre los marcos teóricos, conceptuales y metodológicos, fuentes de información y diseño e instrumentación de políticas migratorias, así como una mejor evaluación y análisis de los impactos sociales, económicos, culturales y políticos de los desplazamientos migratorios entre, desde y hacia América Latina y el Caribe, en particular en las diferentes regiones fronterizas de esta parte del mundo.

Se asume sin mayor cuestionamiento que los gobiernos pueden controlar sus fronteras de manera legítima. Esgrimen a su favor nociones clásicas como la soberanía, la autodeterminación, la seguridad nacional, etc. No suele cuestionarse demasiado el vínculo entre soberanía y territorio, la pertinencia de las fronteras, ni tampoco es común debatir si las democracias liberales tienen algún tipo de obligación moral con los migrantes. A lo largo de los capítulos que componen este libro, se discuten esa clase de interrogantes a la luz de una preocupación común: cómo encarar el fenómeno migratorio con plena conciencia de que lo que está en juego en nuestros debates al respecto es la integridad y el destino de seres humanos que, por motivos diversos, han abandonado su lugar de origen. Aunque el enfoque de cada uno de los autores de este volumen es distinto, todos ellos defienden la necesidad de atender los dilemas éticos y humanos implícitos en la migración. Luis Xavier López-Farjeat es Profesor-Investigador Titular D en la Facultad de Filosofía de la Universidad Panamericana, Campus Ciudad de México. También ha sido profesor de Posgrado en la Universidad Nacional Autónoma de México y en el Colegio de México. Es miembro del Sistema Nacional de Investigadores (nivel 3) y editor de Tópicos, Revista de Filosofía. Cecilia Coronado es Profesora-Investigadora Titular C en el Instituto de Humanidades de la Universidad Panamericana, Campus Ciudad de México. Book excerpt: This research evaluates the impacts of land degradation on rural development and migration, using a comparative-analysis platform and quantitative and qualitative approaches, based on data from empirical investigations in six rural communities of Tapachula, Chiapas. The results show that deforestation, heavy rains and extreme weather events are the main determinants of land degradation, and that land degradation, smallholder farms’ income and outmigration are highly correlated. In addition, they portray a new migration dynamic, from rural areas in the highlands directly to urban centers in the US, and demonstrate that the poverty marginalization context contributes substantially to global migration flows. Despite the harsh labour conditions and the poor economic basis in the area, temporary Guatemalan workers rapidly replace the out-migrated local labour force on coffee plantations and small farms, giving evidence of their life at the fringe of the globalized economy.
