To rigorously assess these arguments, the authors build an international optimization model in which both sequestration and abatement can be used to mitigate climate change. They confirm that permanent sequestration, if feasible, can be overall part of a climate mitigation strategy. When permanence can be guaranteed, sequestration is equivalent to fossil-fuel emissions abatement. The optimal use of temporary sequestration, on the other hand, depends mostly on marginal damages of climate change. Temporary sequestration projects starting now, in particular, are not attractive if marginal damages of climate change at current concentration levels are assumed to be low.

In an eighteen month Phase I project, the Partnership will evaluate both terrestrial and geologic sequestration options. Work will focus on five major objectives: (1) Collect data to characterize major CO2 point sources, the transportation options, and the terrestrial and geologic sinks in the region, and compile and organize this data via a geographic information system (GIS) database; (2) Address key issues affecting deployment of CT & S technologies, including storage site permitting and monitoring, injection regulations, and health and environmental risks (3) Conduct public outreach and maintain an open dialogue with stakeholders in CT & S technologies through public meetings, joint research, and education work (4) Integrate and analyze data and information from the above tasks in order to develop supply curves and cost effective, environmentally acceptable sequestration options, both near- and long-term (5) Identify appropriate terrestrial and geologic demonstration projects consistent with the options defined above, and create action plans for their safe and effective implementation A kickoff meeting for the West Coast Partnership was held on Sept 30-Oct. 1. Contracts were then put into place with twelve organizations which will carry out the technical work required to meet Partnership objectives.

Book excerpt: The Southwest Partnership Region includes five states (Arizona, Colorado, New Mexico, Oklahoma, Utah) and contiguous areas from three adjacent states (west Texas, south Wyoming, and west Kansas). This energy-rich region exhibits some of the largest growth rates in the nation, and it contains two major CO2 pipeline networks that presently tap natural subsurface CO2 reservoirs for enhanced oil recovery at a rate of 30 million tons per year. The ten largest coal-fired power plants in the region produce 50% (140 million tons CO2/y) of the total CO2 from power-plant fossil fuel combustion, with power plant emissions close to half the total CO2 emissions. The Southwest Regional Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach. These partners include 21 state government agencies and universities, the five major electric utility industries, seven oil, gas and coal companies, three federal agencies, the Navajo Nation, several NGOs including the Western Governors Association, and data sharing agreements with four other surrounding states. The Partnership is developing action plans for possible Phase II carbon sequestration pilot tests in the region, as well as the non-technical aspects necessary for developing and carrying out these pilot tests. The establishment of a website network to facilitate data storage and information sharing, decision-making, and future management of carbon sequestration in the region is a priority. The Southwest Partnership's approach includes (1) dissemination of existing regulatory/permitting requirements, (2) assessing and initiating public acceptance of possible sequestration approaches, and (3) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO2 in the Southwest Region. The Partnership will also identify potential gaps in monitoring and verification approaches needed to validate long-term storage efforts.

Book excerpt: Marquis' Vision is to be the world's leading producer of sustainable fuels and products. The Marquis Industrial Complex in Hennepin, IL started as a small family farming business. It is now home to the largest dry ethanol plant in the world with over 400 million gallons of ethanol production a year that captures over 1 million tons of biogenic carbon dioxide. Marquis is seeking to prove that CCUS projects are viable with current market and legislative drivers. Starting with a feasibility study in late 2020, Marquis has worked with a team of experienced subsurface geoscientists from Battelle Memorial Institute to model and simulate CO2 in the subsurface. Marquis will capture, compress, and sequester their carbon dioxide in the Mt. Simon sandstone formation which lies 3,000 feet below its surface. Sequestration of this carbon decreases the carbon intensity of the ethanol that is produced. Marquis has acquired 2-D and 3-D seismic data, drilled a stratigraphic test well, collected water and core samples, and acquired a comprehensive suite of logs to confirm the integrity of the caprock, the salinity of the formation, porosity, and permeability of the sandstone, and other suitability parameters for carbon sequestration. The team has submitted its first UIC Class VI permit and is currently working with the EPA Region 5 to ensure the technical review goes smoothly and injection can begin as soon as possible. The ethanol produced will have an Argonne National Lab GREET 2021 carbon intensity score near neutral which will allow for the development and commercialization of technologies such as sustainable fuels, low-carbon intensity polymers, and chemicals. This project is proof of concept for the years of studies and research and pilot testing that so many in the CCUS community have worked for. Its success will be a motivating factor to those who have worked so hard and proof to those who have been skeptics. Marquis also believes in the public-private partnership and is working with the Midwest Regional Carbon Initiative to share data and lessons learned with the entire CCUS community as well as o allow some additional testing of characterization and monitoring methods on a real-world project. This partnership will add value to the CCUS community as we all strive for success. Marquis sees this project as the first step in decarbonizing the industry. Marquis is constantly looking for ways to lower carbon intensity in all processes- from the farmers who grow the corn used to make ethanol to efficiencies in the plant and the development of sustainable fuels. By decarbonizing ethanol and associated products, Marquis is paving the way to a low-carbon future for aviation fuels, ammonia, fertilizer, plastics, and a host of other associated products. Marquis is showing what the future can look like. The market can and will react positively to carefully planned environmental measures that not only help the environment but improve processes and products.

Book excerpt: The Big Sky Carbon Sequestration Partnership, led by Montana State University, is comprised of research institutions, public entities and private sectors organizations, and the Confederated Salish and Kootenai Tribes and the Nez Perce Tribe. Efforts under this Partnership fall into four areas: evaluation of sources and carbon sequestration sinks; development of GIS-based reporting framework; designing an integrated suite of monitoring, measuring, and verification technologies; and initiating a comprehensive education and outreach program. At the first two Partnership meetings the groundwork was put in place to provide an assessment of capture and storage capabilities for CO2 utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that would complement the ongoing DOE research. During the third quarter, planning efforts are underway for the next Partnership meeting which will showcase the architecture of the GIS framework and initial results for sources and sinks, discuss the methods and analysis underway for assessing geological and terrestrial sequestration potentials. The meeting will conclude with an ASME workshop. The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands. Both options include the potential for offsetting economic benefits to industry and society. Steps have been taken to assure that the GIS-based framework is consistent among types of sinks within the Big Sky Partnership area and with the efforts of other western DOE partnerships. Efforts are also being made to find funding to include Wyoming in the coverage areas for both geological and terrestrial sinks and sources. The Partnership recognizes the critical importance of measurement, monitoring, and verification technologies to support not only carbon trading but all policies and programs that DOE and other agencies may want to pursue in support of GHG mitigation. The efforts begun in developing and implementing MMV technologies for geological sequestration reflect this concern. Research is also underway to identify and validate best management practices for soil C in the Partnership region, and to design a risk/cost effectiveness framework to make comparative assessments of each viable sink, taking into account economic costs, offsetting benefits, scale of sequestration opportunities, spatial and time dimensions, environmental risks, and long-term viability. Scientifically sound information on MMV is critical for public acceptance of these technologies. Two key deliverables were completed in the second quarter--a literature review/database to assess the soil carbon on rangelands, and the draft protocols, contracting options for soil carbon trading. The protocols developed for soil carbon trading are unique and provide a key component of the mechanisms that might be used to efficiently sequester GHG and reduce CO2 concentrations. While no key deliverables were due during the third quarter, progress on other deliverables is noted in the PowerPoint presentations and in this report. A series of meetings held during the second and third quarters have laid the foundations for assessing the issues surrounding carbon sequestration in this region, the need for a holistic approach to meeting energy demands and economic development potential, and the implementation of government programs or a market-based setting for soil C credits. These meetings provide a connection to stakeholders in the region and a basis on which to draw for the DOE PEIS hearings. In the fourth quarter, three deliverables have been completed, some in draft form to be revised and updated to include Wyoming. This is due primarily to some delays in funding to LANL and INEEL and the approval of a supplemental proposal to include Wyoming in much of the GIS data sets, analysis, and related materials. The deliverables are discussed in the following sections and greater details are provided in the materials that are attached to this report. In August 2004, a presentation was made to Pioneer Hi-Bred, discussing the Partnership and the synergies with terrestrial sequestration, agricultural industries, and ongoing, complimentary USDA efforts. The Partnership organized a Carbon session at the INRA 2004 Environmental and Subsurface Science Symposium in September 2004; also in September, a presentation was made to the Wyoming Carbon Sequestration Advisory Committee, followed up with a roundtable discussion.

Book excerpt: This is the fi rst comprehensive stocktaking of what the global lowcarbon transition may mean for fossil fuel-dependent countries and how they can manage. Fossil fuel-dependent countries are the most exposed to the impacts of global low-carbon transition and, at the same time, are often unprepared to manage it. They depend on the export of oil, gas, or coal; the use of carbon-intensive infrastructure (for example, refi neries, petrochemicals, and coal power plants); or both. These countries face at least two climate-related risks. The fi rst-order risk arises from weather-related events induced by climate change. The second-order risk is fi nancial, fi scal, and macro-structural, and it arises from the potentially accelerated transition of the global economy away from carbon-intensive fuels and the value chains based on them. This book focuses on managing these transition risks and harnessing related opportunities. Beyond Stranded Assets identifi es multiple strategies that fossil fuel-dependent countries can pursue to navigate the turbulent waters of a low-carbon transition. The policy and investment choices to be made in the next decade will determine these countries' degree of exposure and overall resilience. Abandoning their comfort zones and developing completely new skills and capabilities in a time frame consistent with the 2015 Paris Agreement on climate change is a daunting challenge and requires long-term revenue visibility and consistent policy leadership. This book proposes a constructive framework for climate strategies for fossil fuel-dependent countries based on new approaches to diversifi cation and international climate cooperation.
