Book excerpt: Climate Change Law and Policy in the Middle East and North Africa Region provides an in-depth and authoritative examination of the guiding principles of climate change law and policy in the MENA region. This volume introduces readers to the latest developments in the regulation of climate change across the region, including the applicable legislation, institutions, and key legal innovations in climate change financing, infrastructure development, and education. It outlines participatory and bottom-up legal strategies—focusing on transparency, accountability, gender justice, and other human rights safeguards—needed to achieve greater coherence and coordination in the design, approval, financing, and implementation of climate response projects across the region. With contributions from a range of experts in the field, the collection reflects on how MENA countries can advance existing national strategies around climate change, green economy, and low carbon futures through clear and comprehensive legislation. Taking an international and comparative approach, this book will be of great interest to students, scholars, and practitioners who work in the areas of climate change, environmental law and policy, and sustainable development, particularly in relation to the MENA region.

Available in PDF, EPUB and Kindle. Book excerpt: Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Available in PDF, EPUB and Kindle. Book excerpt: The landscapes of the Middle East have captured our imaginations throughout history. Images of endless golden dunes, camel caravans, isolated desert oases, and rivers lined with palm trees have often framed written and visual representations of the region. Embedded in these portrayals is the common belief that the environment, in most places, has been deforested and desertified by centuries of misuse. It is precisely such orientalist environmental imaginaries, increasingly undermined by contemporary ecological data, that the eleven authors in this volume question. This is the first volume to critically examine culturally constructed views of the environmental history of the Middle East and suggest that they have often benefitted elites at the expense of the ecologies and the peoples of the region. The contributors expose many of the questionable policies and practices born of these environmental imaginaries and related histories that have been utilized in the region since the colonial period. They further reveal how power, in the form of development programs, notions of nationalism, and hydrological maps, for instance, relates to environmental knowledge production.

Available in PDF, EPUB and Kindle. Book excerpt: "Environmental factors in the Middle East and North Africa have played a crucial role in the historical and social development of the region. The book delves into a broad set of historical literature from the past 15,000 years that neglected to consider environmental factors to their full effect. Beyond the broad historic analysis, the chapters derive conclusions for today's debate on whether climate change leads to more social conflict and violence. Introducing a theoretical framework focused on adaptive cycling, this book probes and refines the role of climate in ancient and modern political-economic systems in the MENA region. It also underscores just how bad the 21st century environment may become thanks to global warming. While the MENA region may not survive the latest onslaught of deteriorating climate, there is also some interest in how a region that once led the world in introducing all sorts of innovations thousands of years ago has evolved into a contemporary setting characterized by traditional conservatism, poverty, and incessant strife. Emphasizing regional dynamics, the central question deals with the role of climate change in the rise and decline of the MENA region. The book will be a key resource to students and readers interested in global warming including academics and policy makers"--

Available in PDF, EPUB and Kindle. Book excerpt: How much is a cleaner environment worth? For policy makers, that question used to go largely unanswered. Many economic activities cause environmental degradation, entailing real costs to the economy and to people's welfare. Knowing the extent of these costs is crucial for identifying a country's main environmental priorities and allocating appropriate funds for environmental protection. Over the past decade, the World Bank has initiated a systematic effort to measure the costs of environmental degradation in the Middle East and North Africa, shedding new light on their magnitude and on the need for policy changes. In many cases, these costs were found to be surprisingly large. 'The Cost of Environmental Degradation: Case Studies from the Middle East and North Africa' brings together the best case studies of this program and summarizes their policy impacts at the national and regional levels. The case studies quantify monetarily the annual damage due to environmental degradation and express these estimates as percentages of the countries' gross domestic product. The studies use the most recent environmental valuation methods to estimate the economic costs resulting from air pollution, water degradation, deforestation, and land degradation. Uniquely, the book dedicates a case study to value the costs of environmental degradation resulting from an oil spill and demolition waste in times of conflict. The studies then illuminate the concrete implications on policy, investments, and institutions for the respective nations. This book will be of interest to policy makers, nongovernmental organizations, and academic and research institutions.

The coping and adaptation strategies available to them deal with weather shocks are limited, as are community and government programs.
