Other cross-country work has looked at entrepreneurship in Sub-Saharan Africa, but rarely with much attention paid to gender (Bigsten and Soderbom 2006; Tybout 2000; World Bank 2004). But entrepreneurship is where women in Sub-Saharan Africa are most active outside of agriculture. So it is critical to look at entrepreneurship to understand the extent of gender disparities in economic opportunities, determine the underlying reasons for these gender patterns, and develop an agenda to enable more women to realize their full potential.

They account for a sizeable portion of the economy, by providing employment and a means of livelihood for much of the nonagricultural population. This paper is the result of a survey of the literature and extensive discussions with practicioners and its primary focus is a direct approach in support of microenterprises. Perhaps the simplest objective to pursue is access to credit. The main lesson from experimentation in this field is that the poor are bankable and and can be served relatively inexpensively, provided nontraditional lending methods are utilized (e.g. group lending). Technical assistance and support services can also be provided to help first-time entrepreneurs set up their own businesses, to assist microenterprises in their daily business, or to help them graduate to a larger size. The task of assisting microenterprises requires small, flexible, and responsive organizations, with sufficient autonomy to make ad hoc decisions, yet with adequate coordination at the national level. Such organizations include PVOs, NGOs, cooperatives, banks, business associations, churches and women's groups. The report recommends that capacity building be incorporated as a specific objective of microenterprise support programs and should be budgeted for. Shifting the focus of assistance from beneficiaries to support institutions is an effective way of reaching the most marginal groups.

Book excerpt: This study examines how the starting of business by females can be promoted by assessing critical levels of microfinance institutions (MFIs) penetration that policy makers must endeavour to maintain and/or attain in order for female unemployment not to represent a constraint in the doing of business. A constraint in doing business is understood in terms of the procedure that a woman has to go through in order to start a business. The focus of the study is on 44 countries in Sub-Saharan Africa (SSA) for the period 2004-2018, while the empirical evidence is based on interactive quantile regressions. The following findings are established. The validity of tested hypotheses is exclusively apparent in the lowest and highest quantiles of the conditional distribution of the procedure women have to go through to start a business. MFI penetration levels needed to reverse the unfavorable incidence of female unemployment in doing business are provided. These are minimum MFIs penetration thresholds that are required in order for female unemployment not to negatively affect the procedure that a woman should go through to start a business. The study complements the extant literature by assessing critical microfinance penetration levels that are needed to promote female doing of business, contingent on existing levels of female doing of business.
