Book excerpt: An increasing acknowledgement that financial services hold the key to mainstreaming the poor and disadvantaged in India makes this detailed account of financial inclusion--both as a concept and as a veritable solution to aid in the country's development--a timely resource. The book states that the primary goal of financial inclusion is to broaden the scope of activities of the formal financial system, thus allowing people of low income to gradually participate in the system and thereby freeing the poor from poverty. The authors argue that important financial services such as credit, savings, insurance, and remittances should be provided at an affordable cost to low-income citizens. Topics discussed in the book include current financial exclusion; the roles of microfinance, banks, and nongovernmental organizations in financial inclusion; the Indian financial system; the credit needs of weaker sections of society in India; and Scheduled Castes development corporations.

Book excerpt: In recent years, microfinance in India has emerged as the most suitable and practical alternative to conventional banking in reaching the poor population. Microfinance enables poor people to be thrifty and helps them in availing themselves of the credit and other financial services for improving their income and living standards. The Self-help Group (SHG) Bank Linkage Program was formally launched in 1992 as a flagship program that envisages the organization of the rural poor into SHGs for building their capacities to manage their own finances and then negotiate bank credit on commercial terms. The poor are encouraged to voluntarily come together to save small amounts regularly and extend micro loans among themselves. Once the group attains required maturity in handling larger resources, the bank credit follows. This book explains the concepts associated with microfinance, traces its progress and performance, and examines the role of India's government agencies in its promotion. It also highlights the role of microfinance in the economic empowerment of women and as a tool of financial inclusion.

Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: The success of microfinance in the last three decades has shown that if given adequate infrastructural and governmental aid, the poor can be bankable. Microfinance and Financial Inclusion in India traces the origin of microfinance in India and examines its growth, delivery and institutional models, and the challenges it faces. It advocates more engagement with the poor clientele through an appropriate product and process mix that could contribute meaningfully to India's economic development. The book also looks into the trailblazing initiatives launched by the National Bank for Agriculture and Rural Development (NABARD) to promote microfinance and inclusive banking services. It explores self-help groups and joint liability groups that can leverage social capital to support microentrepreneurs and small farmers with adequate and timely institutional credit. This book captures the fascinating journey of Indian microfinance by delving into NABARD's work, the use of technology to transform banking for the poor and the dream of universal financial access.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a set of conversations with five former Governors of Reserve Bank of India (from 1992 onwards) on the topic of financial inclusion. Two key aspects are introduced in the conversations with each Governor: the initiatives that were undertaken during their tenure and their responses to some of the current issues. Further, they examine the reasons and justifications for significant decisions and measures that were undertaken or withheld. The discussion captures the evolution and approach of the central bank in addressing a variety of questions pertaining to financial inclusion. The volume is an important contribution to the study of India’s continuous but not entirely successful efforts in increasing the reach of its formal financial sector. It reconstructs how the policy approach to inclusive banking has progressed and resisted commercial and market imperatives to safeguard the deprived and dispossessed sections of society. With its wide-ranging blend of conversations, documentation, research and commentary coupled with its engaging style, the book will interest students and researchers in the areas of development, banking, macroeconomics, public administration and governance, as well as academics, analysts, policymakers, think tanks, journalists, media and those concerned with the Indian economic policy.

Available in PDF, EPUB and Kindle. Book excerpt: Since independence in 1947, the government of India and the Reserve Bank of India (RBI) have made concerted efforts to provide the poor with access to credit. Despite the phenomenal increase in the physical outreach of formal credit institutions in the past several decades, India's rural poor continue to depend on informal sources of credit. Institutions have also faced difficulties in dealing effectively with a large number of small borrowers whose credit needs are small and frequent and their ability to offer collaterals is limited. Cumbersome procedures and risk perceptions of the banks have left a gap in serving the credit needs of the rural poor. This has led to a search for alternative policies, systems and procedures, saving and loan products, other complementary services, and new delivery mechanisms that would fulfill the requirements of the poor. It is in this context that micro credit has emerged as the most suitable and practical alternative to conventional banking in reaching the hitherto unreached poor population. Micro finance is the provision of a broad range of financial services - such as deposits, loans, payments, money transfers, and insurance - to the low-income households and their micro enterprises. The basic purpose of micro finance is to provide access to financial assistance, including credit to the poor, enabling them to start/expand micro enterprises and break out of poverty. Micro credit helps the poor in making available the credit and other financial services for improving their income and living standards. The micro credit program - which was formally heralded in 1992 with a modest pilot project of linking around 500 Self-help Groups - has made rapid strides in India, exhibiting considerable democratic functioning and group dynamism. The micro credit program in India is now the largest in the world. This book contains 45 scholarly papers in the field of micro finance in India, categorized in five parts: Micro Finance: General Observations . Micro Finance, Self-help Groups, and Financial Inclusion . Micro Finance, Poverty Alleviation, and Empowerment of Women . Technical Aspects of Micro Finance . Micro Finance: Case Studies in India and Abroad.

Book excerpt: In Making Women Pay, Smitha Radhakrishnan explores India's microfinance industry, which in the past two decades has come to saturate the everyday lives of women in the name of state-led efforts to promote financial inclusion and women's empowerment. Despite this favorable language, Radhakrishnan argues, microfinance in India does not provide a market-oriented development intervention, even though it may appear to help women borrowers. Rather, this commercial industry seeks to extract the maximum value from its customers through exploitative relationships that benefit especially class-privileged men. Through ethnography, interviews, and historical analysis, Radhakrishnan demonstrates how the unpaid and underpaid labor of marginalized women borrowers ensures both profitability and symbolic legitimacy for microfinance institutions, their employees, and their leaders. In doing so, she centralizes gender in the study of microfinance, reveals why most microfinance programs target women, and explores the exploitative implications of this targeting.

Available in PDF, EPUB and Kindle. Book excerpt: A major source of financing for the poor and no longer a niche industry Over the past four decades, microfinance—the provision of loans, savings, and insurance to small businesses and entrepreneurs shut out of traditional capital markets—has grown from a niche service in Bangladesh and a few other countries to a significant global source of financing. Some 200 million people globally now receive support from microfinance institutions, with most of the recipients in the developing world. In the beginning, much of the microfinance industry was managed by non-governmental organizations, but today the majority of these institutions are commercial and regulated by governments, and they provide safe places for the poor to save, as well as offering much-needed capital and other financial services. Now out of infancy, the microfinance industry faces major challenges, including its ability to deal with mobile banking and other technology and concerns that some markets are now over-saturated with microfinance. How the industry deals with these and other challenges will determine whether it will continue to grow or will be subsumed within the larger global financial sector. This book is based on the results of a workshop at Lehigh University among thirty-four leaders in the industry. The editors, working with contributions from more than a dozen leading authorities in the field, tell the important story of how microfinance developed, how it has met the needs of hundreds of millions of people, and they address key questions about how it can continue to meet those needs in the future.
