Book excerpt: In this book, we document and evaluate the recovery of gray wolves (Canis lupus) in the Great Lakes region of the United States. The Great Lakes region is unique in that it was the only portion of the lower 48 states where wolves were never c- pletely extirpated. This region also contains the area where many of the first m- ern concepts of wolf conservation and research where developed. Early proponents of wolf conservation such as Aldo Leopold, Sigurd Olson, and Durward Allen lived and worked in the region. The longest ongoing research on wolf–prey relations (see Vucetich and Peterson, Chap. 3) and the first use of radio telemetry for studying wolves (see Mech, Chap. 2) occurred in the Great Lakes region. The Great Lakes region is the first place in the United States where “Endangered” wolf populations recovered. All three states (Minnesota, Wisconsin, and Michigan) developed ecologically and socially sound wolf conservation plans, and the federal government delisted the population of wolves in these states from the United States list of endangered and threatened species on March 12, 2007 (see Refsnider, Chap. 21). Wolf management reverted to the individual states at that time. Although this delisting has since been challenged, we believe that biological recovery of wolves has occurred and anticipate the delisting will be restored. This will be the first case of wolf conservation reverting from the federal government to the state conser- tion agencies in the United States.

Book excerpt: The Michigan Gray Wolf Recovery and Management Plan was signed on December 1997, and made residents aware that the population of gray wolves in Michigan would be on the rise. Because the number of wolf-human interactions eventually will increase, it is essential that people are educated about wolves to avoid the stereotyping and misconceptions that often are associated with wolves. A good place to start with this type of education is with children in elementary school. A teaching trunk was used in two schools, one in Michigan's Lower Peninsula, and one in Michigan's Upper Peninsula. Three classrooms from each school were used. The teaching trunk was presented in different ways. Students were given a pre-survey and two post-surveys. Study results determined which portions of the trunk were effective, if the components (the game and the curriculum) were effective as stand alone pieces, and if students retained any of the information presented. This trunk will be given to the Michigan Department of Natural Resources so it can be loaned to teachers across the state.

The geographic extent of this DPS includes all of Minnesota, Wisconsin, and Michigan; the eastern half of North Dakota and South Dakota; the northern half of Iowa; the northern portions of Illinois and Indiana; and the northwestern portion of Ohio. We also revise the List of Endangered and Threatened Wildlife established under the Endangered Species Act of 1973, as amended (Act) by removing gray wolves within the WGL DPS. We are taking these actions because available data indicate that this DPS no longer meets the definitions of threatened or endangered under the Act. The threats have been reduced or eliminated, as evidenced by a population that is stable or increasing in Minnesota, Wisconsin, and Michigan, and greatly exceeds the numerical recovery criteria established in its recovery plan. Completed State wolf management plans will provide adequate protection and management of the WGL DPS after this revision of the listing. This final rule removes this DPS from the lists of Threatened and Endangered Wildlife, removes the currently designated critical habitat for the gray wolf in Minnesota and Michigan, and removes the current special regulations for gray wolves in Minnesota.
