In the opening essay, distinguished historian William H. McNeill demonstrates the extent to which military technology has often led to differentiations among people, both within and between societies. The other studies examine various aspects of weapons technology, drawing on the history of the armed forces of Britain, Prussia, and Australia, among others. Some of these illustrate how the adoption of new weaponry frequently depended as much on national pride and party politics as it did on the purely technical merits of the weapons involved; that financial considerations became increasingly primary in technological developments in British army after World War I; and that decisions made prior to 1939 about the aviation technology to be developed for military purposes largely determined what kind of the RAF was able to fight. The chapter by Dr. G.R. Lindsay, the Chief of the Operational Research and Analysis Establishment at the Department of National Defence Headquarters in Ottawa, makes the case that, with nuclear weapons added to the scene, the impact of technology on international security has never been as great as at present, and that the competition of nations seeking the technological edge in weaponry threatens to destabilize the precarious balance that has existed since 1945.

Book excerpt: Passed in June 1940, the Smith Act was a peacetime anti-sedition law that marked a dramatic shift in the legal definition of free speech protection in America by criminalizing the advocacy of disloyalty to the government by force. It also criminalized the acts of printing, publishing, or distributing anything advocating such sedition and made it illegal to organize or belong to any association that did the same. It was first brought to trial in July 1941, when a federal grand jury in Minneapolis indicted twenty-nine Socialist Workers Party members, fifteen of whom also belonged to the militant Teamsters Local 544. Eighteen of the defendants were convicted of conspiring to overthrow the government. Examining the social, political, and legal history of the first Smith Act case, this book focuses on the tension between the nation’s cherished principle of free political expression and the demands of national security on the eve of America’s entry into World War II. Based on newly declassified government documents and recently opened archival sources, Trotskyists on Trial explores the implications of the case for organized labor and civil liberties in wartime and postwar America. The central issue of how Americans have tolerated or suppressed dissent during moments of national crisis is not only important to our understanding of the past, but also remains a pressing concern in the post-9/11 world. Book excerpt: An incisive look at Hmong religion in the United States, where resettled refugees found creative ways to maintain their traditions, even as Christian organizations deputized by the government were granted an outsized influence on the refugees’ new lives. Every year, members of the Hmong Christian Church of God in Minneapolis gather for a cherished Thanksgiving celebration. But this Thanksgiving takes place in the spring, in remembrance of the turbulent days in May 1975 when thousands of Laotians were evacuated for resettlement in the United States. For many Hmong, passage to America was also a spiritual crossing. As they found novel approaches to living, they also embraced Christianity—called kev cai tshiab, “the new way”—as a means of navigating their complex spiritual landscapes. Melissa May Borja explores how this religious change happened and what it has meant for Hmong culture. American resettlement policies unintentionally deprived Hmong of the resources necessary for their time-honored rituals, in part because these practices, blending animism, ancestor worship, and shamanism, challenged many Christian-centric definitions of religion. At the same time, because the government delegated much of the resettlement work to Christian organizations, refugees developed close and dependent relationships with Christian groups. Ultimately the Hmong embraced Christianity on their own terms, adjusting to American spiritual life while finding opportunities to preserve their customs. Follow the New Way illustrates America’s wavering commitments to pluralism and secularism, offering a much-needed investigation into the public work done by religious institutions with the blessing of the state. But in the creation of a Christian-inflected Hmong American animism we see the resilience of tradition—how it deepens under transformative conditions.
