Book excerpt: Microeconometric analysis of Mexican industry shows additional investment in public infrastructure produces only a small increase in output. This suggests that the policy emphasis in Mexico should be on the better upkeep of existing infrastructure to ensure the continuity of public services rather than on new capital investment.

Book excerpt: In the four years since the first edition was published, Mexico's political system—exceptional among Latin American nations—has been severely tested. The administration has been struggling to cope with the effects of a depressed market for oil, the demands of an increasingly vocal opposition, and the foreign policy challenges posed by violence in Central America. In this timely second edition of a work that has received favorable attention in the United States and in Mexico, the authors extend their analysis of Mexico's current and future prospects to cover the dramatic developments of the past few years. Throughout, the authors have updated their discussion to assess the social and political impact of the latest elections, the recent earthquakes, and the continuing cycle of economic crisis, recovery, and renewed crisis. They also pay special attention to Mexico's initiatives for peace in Central America and to recent shifts in Mexican-U.S. relations. Appropriate for courses in Mexican studies, Latin American politics, and Third World development, this text also will be of value to anyone interested in Mexico's political and economic affairs.

Book excerpt: Since 1983, Mexico has undergone a rapid and thorough economic restructuring program, with privatization at the core. The government has divested itself of hundreds of public companies, increasing the role of private capital, both domestic and foreign. Supporters have argued that divestiture would have positive implications for Mexican democracy, but Judith A. Teichman concludes that political and economic power in Mexico is more concentrated and exclusionary than ever. She uses extensive field research, including interviews with top political and business leaders to describe and analyze the process by which the Mexican state has reformed its mammoth public enterprise sector.

Book excerpt: Beginning in 1983, the Mexican government implemented one of the most extensive programs of market-oriented reform in the developing world. Downsizing the State examines a key element of this reform program: the privatization of public firms. After providing a broad overview of the growth and decline of public ownership in Mexico, Dag MacLeod analyzes the process of privatization in three key industries - aviation, telecommunications, and railroads. Drawing upon interviews with government officials, business executives, and labor leaders as well data from government archives and corporate documents, MacLeod highlights the difficulties of linking market reforms to improved public welfare. Privatization failed to live up to its promise of raising living standards or decentralizing the economy. Indeed, privatization actually increased the concentration of wealth in Mexico while redirecting the economy toward foreign markets. Downsizing the State is a theoretically innovative account of how actors and institutions may construct capitalist markets so that they actually resemble the asocial ideal of neoclassical economics: facilitating exchange among actors while denying the obligations and commitments that attach to other types of social relations.

Book excerpt: The Mexican government abandoned its role as owner of diverse enterprises and began to focus efforts on the populations most pressing needs: drinking water, health, education, agriculture, nutrition, housing, the environment, infrastructure and the administration of justice. The aim was to transform a paternalistic government into a supportive government - governing for all, but working harder for those who have less. Did it succeed?

Available in PDF, EPUB and Kindle. Book excerpt: Second only to the Soviet Union, Mexico is the country most important to the security and well-being of the United States. Its stability is therefore a major concern. As Prospects for Democracy in Mexico documents, there are problems. This ancient Aztec nation now suffers the worst economic conditions since its revolution exploded in 1910. The economy has been as flat as a tortilla since the oil boom fizzled in the early 1980s, and the purchasing power of workers has declined 50 percent in recent years. Open and disguised unemployment afflicts nearly half of the 26-million-member workforce. External debt keeps upward pressure on interest rates, while the government and private sector must meet $12 billion annually in foreign-debt payments. Widespread pollution continues to contaminate the already fetid air of metropolitan areas such as Mexico City. Similar conditions in the United States or Western Europe would ignite demonstrations, catalyze strikes, and launch the careers of demagogic politicians. Mexico remains remarkably quiet-with discontent channeled though legitimate institutions such as the Congress, mass media, and the Institutional Revolutionary Party (PRI). This volume dissects the current situation and forecasts future developments. Diplomats, scholars, public officials, and businessmen contribute sixteen chapters and answer a number of the most critical questions. It is unlikely that this collection will be surpassed for comprehensive coverage and intellectual balance for years to come. It is supported by in-depth statistical tables covering every phase of Mexican life: from unemployment, religious affiliation, inflation rates, presidential electoral results, military expenditures, and the size of the armed forces. In addition, the volume concludes with a selected biography that Latin Americanists, political scientists, and policy-makers will find essential. George W. Grayson is the Class of 1938 Professor of Government at the College of William and Mary in Virginia. His books include The Mexican Labor Machine: Power, Politics, and Patronage (1989); Oil and Mexican Foreign Policy (1988); The United States and Mexico; Patterns of Influence (1984); and The Politics of Mexican Oil (1980)
