Book excerpt: Mexico has large extractive industries and it traditionally has raised sizable fiscal revenues from the oil and gas sector. A confluence of factors—elevated commodity prices, financial challenges of the state-owned oil company Pemex, and revenue needs for financing social and public investment spending over the medium term—suggest that a review of Mexico’s taxation regimes for natural resources would be opportune, against the backdrop of a comprehensive approach to tackling Mexico’s challenges. This paper identifies opportunities for redesigning mining taxation to increase somewhat the revenue intake while maintaining the favorable investment profile of the sector. It also discusses recent reforms to the oil and gas fiscal regime and future reform considerations, with attention to the attractiveness of investment on commercial terms—an issue that should be placed in the context of an overall reform of Pemex’s business strategy and possibly of the energy sector more generally.

Available in PDF, EPUB and Kindle. Book excerpt: The development of the Mexican financial system as it has related to the remarkable growth of the Mexican economy is examined in this book. Believing that a better understanding of the past will permit a more nearly accurate appraisal of contemporary problems and facilitate the choice of intelligent policies in the future, the authors present a detailed chronicle and analysis of components of the Mexican financial system, with primary emphasis on the period from 1940 to the mid-1960s. Separate chapters are devoted to the money and capital market, the formulation and execution of monetary and financial policies, and the nature of Mexican financial experience in both the public and private sectors of the economy. The authors offer a theoretical explanation of the record of Mexican experience, based upon their analysis of relationships between monetary policy, domestic stability, and external equilibrium, as well as upon their analysis of factors governing the growth of domestic indebtedness, the development of financial intermediation, and the operation of the loanable funds market. The final chapter of the book, a review of Mexican experience from 1960 to 1965, speculates with respect to the future course of Mexican financial development and offers specific proposal for future monetary and financial policies. This record of Mexican financial development contains much that should be of interest to others engaged in related theoretical and empirical studies, including many lessons for those countries confronted with circumstances and problems not too unlike those encountered in Mexico.

Book excerpt: This two-volume reference work addresses the dynamic lives of undocumented immigrants in the United States and establishes these individuals' experiences as a key part of our nation's demographic and sociological evolution. This two-volume work supplies accessible and comprehensive coverage of this complex subject by consolidating the insights of hundreds of scholars who have studied the issues of undocumented immigration in the United States for years. It provides a historical perspective that underscores the exponential growth of the undocumented population in the last three decades and presents a more nuanced, more detailed, and therefore more accurate portrait of undocumented immigrants than is available in general media. Also included are recommended resources that will serve researchers seeking more information on topics regarding undocumented immigrants.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the three central issues that continue to dominate the U.S.-Mexico relationship today: drugs, immigration, and security. Nowhere is this more palpable than at the 2,000-mile border shared by the two countries. The U.S.-Mexico border remains a hot topic in the news—and a contentious one. This second edition of a popular work brings readers up to date on what is really going on at the U.S.-Mexico border and why. The book offers a detailed, history-based examination of the evolution of current conditions on the border, arguing that they exist due to a steady growth in the security concerns of the United States over almost two centuries. The author shows how the border has gone through four historical stages that, ultimately, have crippled the region, sacrificing its ability to produce prosperity in exchange for greater security. Combining depth and breadth, the book covers the economic relationship between Mexico and the United States, the deployment of technology, the bureaucratic interests that control the border landscape, the democratic deficit, and a detrimental lack of policy coordination. Issues such as drug trafficking and homeland security are considered as well. Demonstrating the internal and contradictory logic of American policy toward the border, the author argues that current conditions could lead to a return of authoritarianism in Mexico and a concurrent rise in anti-American sentiment.
